President Trump sent a lump of coal to jobless and underemployed Americans for Christmas by refusing to pass the COVID stimulus bill that had passed in Congress after lengthy negotiations, which contained the unemployment program extensions and funding for a second round of stimulus payments . This means that Congress will have to now go back in session to pass the bill again with a presidential approval override.

Bottom line as discussed in this UI stimulus update video is that there will be a delay in payments and a likely lapse in benefits as the PUA and PEUC programs expired on December 26th. New payments under the $300 FPUC and $600 stimulus will now only start in 2021 with people having to rely on retroactive back payments for their benefits.

Congressional leaders have passed a circa $900 billion stimulus plan that includes funding for an approximately 11 week extension to federal pandemic programs and additional supplementary unemployment benefits at $300 FPUC per week for millions of unemployed or underemployed Americans who lost their job or income due to COVID.

Job Growth Slows In August But Unemployment Rate Falls To 52 Percent

Some states dropped out of the federal programs earlier this summer to incentivize workers to find jobs. But an estimated 5.4 million gig workers, contractors, and others not covered by traditional unemployment insurance are no longer covered, and 3.9 million on extended benefits are also out.

Now comes the evidence portion of several theories. Were the extended benefits keeping people from a serious job search, as some economists contend? Did the Covid-19 surge intimidate potential workers from seeking a job? And what jobs will be available in an economy that is still recovering from the pandemic, which saw a number of businesses permanently close and/or reduce work forces to accommodate the new levels of spending by consumers?

Meanwhile, traders will be watching for;new inflation data at the producer level. The Labor Departments Producer Price Index comes out on Friday, updating the state of inflation in the US at the producer level. It will provide a clue as to whether supply chain constraints and materials shortages have continued to push prices higher.

Biden Stimulus Package Unemployment Extensions

Congress and President Biden have now passed into law the $2 trillion stimulus package, also known as the American Rescue Plan . It includes further unemployment program extensions until September 6th, 2021 for the PUA, PEUC and FPUC programs originally funded under the CARES act in 2020 and then extended via the CAA COVID Relief Bill. The need for another unemployment stimulus was reinforced by the prevailing high unemployment situation in many parts of the country due to the ongoing COVID related economic fallout.

Who Is Eligible For Extended Unemployment Benefits

What benefits are unemployed workers eligible for? Ordinarily, workers in most states are eligible for 26 weeks of unemployment benefits, although some states provide less coverage. Montana is the only state that provides more with 28 weeks of unemployment benefits.;

In times of high unemployment, the federal government provides funds to the states to extend unemployment insurance programs for additional weeks of benefits beyond what each state offers.

About The Peuc Extension

Usually, you can only collect up to 26 weeks of regular Unemployment Insurance benefits within a benefit year. A benefit year is the 12-month period from the start of your claim.

Pandemic Emergency Unemployment Compensation provides up to 53 additional weeks of payments if youve used all of your available UI benefits.

  • The first 13 weeks are available from March 29, 2020 to September 4, 2021. In UI Online, your claim type will display as PEUC.
  • After collecting the first 13 weeks, an additional 11 weeks are available beginning on or after December 27, 2020 to September 4, 2021. Your claim type will display as Extension Tier 2 in UI Online.
  • After collecting the first 24 weeks, an additional 29 weeks are available beginning on or after March 14, 2021 to September 4, 2021. Your claim type will display as Extension Tier 2 in UI Online.

To qualify for a PEUC extension, your regular UI claim must have started on July 8, 2018, or after. Depending on when you filed your unemployment claim and if it has expired, you may need to reapply for unemployment.

If you run out of benefits within your benefit yearâ¦

  • If you run out of benefits within the benefit year, we will automatically file your PEUC extension on your regular unemployment claim.
  • If you are currently receiving a FED-ED extension, you will continue to collect it until it is exhausted. We will file the additional weeks of the PEUC extension after you use all FED-ED benefits.

Still, even as the U.S. economy recovers, Yellen and Walsh said it “may make sense” for unemployed workers to continue receiving additional benefits in states where unemployment remains high. They said the rise in the;COVID-19 delta variant “may also pose short-term;challenges to local economies and labor markets.”

For states that want to keep extra benefits going, the administration is emphasizing that states;can use their portions of $350 billion in direct aid from the American Rescue Plan.

“Where a more gradual wind down;of income support for unemployed workers makes sense based on local economic conditions,;American Rescue Plan funds can be activated to cover the cost of providing assistance to;unemployed workers beyond September 6th,” Yellen and Walsh said.

Letting the;expanded;benefits end stands in contrast to the;Biden’s administration’s move this month to issue a new federal moratorium on evictions for renters;unable to make payments;in areas hardest hit by COVID-19. The freeze expires Oct. 3 after a previous moratorium ended Aug. 1.

The administration said the Labor Department will be ready to assist states that want to use existing unemployment insurance infrastructure for enhanced benefits that are funded by rescue funds. The Treasury Department also announced an additional $47 million in new CAREER grants to help Americans find a path back to employment.

And just when everyone thinks theres no chance pandemic-era unemployment benefits will get renewed, they do.

The massive cutoff of jobless benefits leaves Americans scrambling to make it through the pandemic.

Federal funding for extra unemployment benefits has ended, leaving families in the lurch.

On Labor Day, the expanded unemployment benefit programs rolled out for COVID-19 expired. Those temporary programs included the $300 weekly bonus checks as well as assistance for those who are normally ineligible for unemployment insurance, such as gig workers and the long-term unemployed. More than 11 million people were affected by the cutoff, and roughly;7.5 million people have now lost their benefits entirely. Each state sets its own guidelines on how it issues unemployment insurance. In many cases, unemployment is available to salaried workers that lose their jobs through no fault of their own.;

Applicants must meet work and wage requirements and there is a limit for how many weeks can be claimed.

Will I Have A Lapse Or Delay In Getting My Benefits If A Bill Does Pass This Year

Some are arguing that the ongoing delays in Congress passing a new stimulus bill that includes UI benefits extensions may mean a lapse or extended delay in 2021 payments even if a bill is passed in the next week or two. Based on the challenging rollout of other Pandemic unemployment programs this year, worker advocates say it could take weeks for the antiquated state unemployment systems and programs to get updated and process claims/payments for new benefits.

With Democratic candidate Joe Biden winning the Presidential election and Senate Republicans likely to retain control of the Senate , the probability of a stimulus package containing supplementary unemployment benefits happening this year is very remote as Trump and the Democrats have no political incentive to compromise. This means current and retroactive payments under the CARES act enhanced unemployment programs will expire at the end of the year. Further, it is also highly likely that the next stimulus package will be much smaller and more focused. This means any supplementary unemployment benefits will be in the $300 to $400 range and for a short period . More details will come soon and I will post updates as that happens.

The Delta Variant Is On The Rise As Millions Stand To Lose All Of Their Unemployment Benefits

Those millions of jobless workers have been collecting benefits through two pandemic-era federal programs: Pandemic Unemployment Assistance , which expanded eligibility for benefits to gig workers and self-employed workers, among others; and Pandemic Extended Unemployment Compensation , which extended how long recipients could collect benefits for.;

Per the report’s estimates, 4.2 million workers will be collecting PUA when benefits expire, and 3.3 million will be collecting PEUC.;

Then there’s more than 3 million workers who are still receiving $300 weekly supplements to state unemployment insurance. When that’s cut off, $3.5 billion less will be flowing through the economy.

Stettner said it would make more sense to maintain benefits until we reach closer to pre-pandemic levels of unemployment not when millions are still filing unemployment claims.;

Senate Democrats are in the early stages of assembling a $3.5 trillion party-line package that isn’t likely to attract any GOP votes. That means all 50 Senate Democrats must stick together for the package to pass over unified GOP opposition in the Senate.

So far, an extension of federal unemployment benefits seems unlikely. But in the weeks ahead, Democrats may recognize the dire situation facing many jobless Americans.

And that extension, if it comes to fruition, would likely come in the reconciliation bill. Stettner said it would be better late than never.

Help Potentially On The Way

Will extra COVID-19 unemployment benefits be extended or replaced by âback-to-workâ bonus?

Some progressive Democrats, including Representatives Cori Bush and Alexandria Ocasio-Cortez, are trying to push through a new bill that would reinstate federal benefits and would include backdated payments.

This comes after the likes of Rep. Ocasio-Cortez and others had tried to propose legislation to extend the federal unemployment programs, but ultimately they were encouraged to stop their efforts.

The picture is bleak if the predictions are anything to go off, as Goldman Sachs project that more than 700,000 households might be evicted this year, while the Washington Post report that many senior officials in Joe Biden‘s government have warned him that “the benefits cliff poses a serious danger to millions of Americans who remain out of work.”

However, there has been a push from federal government to shift the responsibility onto state governments, using the funds from the American Rescue Plan to do so. The issue is that many states have already decided that the funds from the trillion dollar stimulus package would go towards other areas.

Unemployment Benefits: Will Aoc Be Able To Extend It Until 2022

Representative Alexandria Ocasio-Cortez hosted a monthly town hall in which she spoke to her constitutes about a new bill she is proposing.

With this bill, shes looking to extend the federal unemployment benefits through 2022.

In her frustration for Congress, the Congresswoman said, Ive been very disappointed on both sides of the aisle that weve just simply allowed pandemic unemployment assistance to completely lapse when we are clearly not fully recovered from the consequences of the pandemic.

As of now, President Biden has opted for the wait-and-see approach and has not thrown his complete public support behind the measure.

But now enough is enough as an increasing number of lawmakers are beginning to publically break with the President.

During the event, Rep. Ocasio-Cortez said that while she was a commitment to proposing and fighting for the bill, she was not entirely sure the prospects of it We will work it, we will try but I simply just could not allow us to let this happen without us at least trying.

With no high-level party support, there is a big question mark on the fate of a bill that can help over 30 million unemployed individuals and families.
