If you lost your job because of the COVID-19 pandemic, you should be eligible for SNAP if you meet the eligibility criteria. If you are receiving unemployment benefits, that income counts toward the income eligibility limit. Since unemployment benefits are about half of what you normally earned, many Minnesotans would normally find themselves under the income limit for SNAP while they are unemployed.

The additional weekly $600 in unemployment payments from the federal CARES Act counts as income. Households receiving this benefit are only eligible for SNAP if their total income is less than the income limit listed above.

Renewal Requirements Are Being Reinstated

The USDA Food and Nutrition Service waiver to extend certification periods is ending. Nutrition Assistance and Cash Assistance recipients whose benefits are set to expire on or after May 31, 2021, will need to renew their benefits in order to continue receiving assistance, if they have already received a six-month extension since November 2020. Affected households will receive a notice with instructions on how to complete the renewal process.

    When you register for your SNAP benefits, your caseworker will determine your qualifications based on your earnings, your household members, and the number of cashable assets, according to USDA. An asset that is considered cashable includes cars that members of the household owns. Although USDA sets the principles and guidelines for the worth of the asset, states are given the liberty to essentially determine to either execute these regulations or disregard them.

    According to USDAâs vehicle policy, up to approximately $4,650 of a vehicleâs value is excluded from assets. For example, this means that if your vehicleâs worth is $5,000, only $350 of that total is considered to be a resource.

    Yet there have been some instances where the vehicle’s entire worth has been exempt, including if you use the vehicle to reside in if the car is used to help make money, if you use it to transfer a disabled family member, or if the equity value is $1,500 or less.

    However, many states exclude cars as an asset. According to World Work, they exempt vehicles as a resource regardless of what the household uses it for or what it worths. States that have total exemption include Alabama, California, Connecticut, Mississippi, and New Jersey.

    Effective April 1, the Coronavirus Aid, Relief, and Economic Security Act significantly increases access and benefits for unemployment insurance and the Supplemental Nutrition Assistance Program , previously known as food stamps. These two programs responded quickly during the Great Recession to become the most important strands in the social safety net. Many adults received benefits from one or both programs during the crisis. Features of the massive federal fiscal stimulus in CARES Act suggest the patterns of SNAP and UI program use might differ, however, from the Great Recession.

    Before and After the Great Recession

    SNAP most often benefits low-income households, while UI mainly serves workers who have lost their jobs. Figure 1 shows that participation in both programs rises when the unemployment rate increases. Although participation in UI rises and falls quickly in response to changes in unemployment, SNAP participation is far more persistent, even as employment conditions improve.

    After the Great Recession, enrollment in both programs jointly was not uncommon. Low-income working households already receiving SNAP turned to UI after job loss, and unemployed workers who remained jobless and suffered large income losses turned to SNAP. Averaged across a group of six states which together are representative of the nation, my coauthors and I estimate that UI receipt among SNAP households ranged from 4.5 percent in 2006 to 11.3 percent in 2009.
