What About The Taxes

SOPA 2022 | Unemployment continues to be a concern

Lets say you win and decide that $929.1 million lump sum is plenty, opting for the one-time payment. Then, youre immediately going to be saying goodbye to about a third of that.

The lottery automatically withholds 24% for federal taxes on all prizes over $5,000.

And North Carolina taxes any lottery winnings over $600 as income. For 2022, the individual income tax rate is 4.99%, which means the lottery would withhold about $46,362,090. Keep in mind that different states tax winnings at different rates.

That would leave you with $659,753,910. But come tax time, you will likely face a hefty charge. Just because the state lottery withholds 24% for federal taxes doesnt mean thats all you owe. A win of $929.1 million will push you well over the highest tax bracket. The exact amount youll owe will depend on the rest of your income.

Lets say your individual income is zero, and youre not married. You can check out the chart below from NerdWallet that shows you what the current federal income tax brackets for 2022.

Dont worry, we did the math for you! All in all, you would likely owe $343,835,851.50 in taxes. Assuming the state already withheld that 24% , you would still need to pay more than $120.9 million in taxes when you file.

And thats if your income was zero. If you make $50,000 a year, you would owe an additional $18,500 on top of that.

In terms of federal taxes, the 2023 federal income tax rates may be a little kinder than 2022.

Unemployment Benefits Imposter Fraud

DES has detected a recent increase in suspected imposter fraud in the unemployment benefits system. Fraud safeguards put in place by DES flagged suspicious claims to prevent payments from being released.

Imposter fraud occurs when a persons stolen identifying information is used to file a fraudulent unemployment claim. The stolen personal information is often obtained through outside data breaches, phishing scams and schemes that were part of larger criminal efforts unrelated to unemployment. DES has not experienced a data breach.

If you receive communications relating to an unemployment claim and you did not apply for benefits, you or your employer should report the suspected fraud to DES.

On March 27, 2020, the federal CARES Act was signed into law. The CARES Act creates three new federally-funded unemployment insurance programs. Workers can apply for these benefits through the state DES office as discussed above.

Pandemic Unemployment Compensation provides individuals with a $600 flat amount in addition to any regular unemployment insurance benefits, including partial unemployment benefits. PUC assistance is available through July 31, 2020.

Pandemic Emergency Unemployment Compensation provides an additional 13 weeks of state unemployment insurance benefits. These benefits become available after an individual exhausts their regular state unemployment insurance benefits.

Pandemic Unemployment Assistance provides up to 39 weeks of unemployment insurance for workers typically left out of state unemployment insurance programs, or for those who have exhausted their state unemployment insurance benefits. For example, self-employed workers, independent contractors, freelancers, workers seeking part-time work, and workers who do not have a long enough work history to qualify for state benefits may be eligible for PUA benefits.

How Are Attached Claims Handled

An employer may file an attached claim only if the employer has a positive balance in its UI account. If an employer does not have a positive balance, it must pay DES an amount equal to the amount necessary to bring the employers negative balance to at least zero. After this happens, there are other restrictions with which the employer must comply:

  • An employer may file an attached claim for an employee only once per year and
  • The period of partial unemployment for which the claim is filed may not exceed six consecutive weeks and
  • The employer must also pay DES an amount equal to the full cost of unemployment benefits payable to the employee under the attached claim before the attached claim is filed.

The amount of the advertised Grand Prize estimate isnt as simple as taking a percentage of total sales. The Multi-State Lottery Association says it involves many factors. The biggest two, however, are sales and what they refer to as the annuity factor.

The annuity factor is made up of interest rates for securities purchased to fund prize payments, the Powerball website says. The higher the interest rates, the higher the advertised Grand Prize. You might not realize that an economic reality like interest rates impact even the Powerball jackpot, but they do!

How Much Unemployment Will I Get If I Make $400

There will situations when workers keep their job, but face a significant drop in income as their hours worked or paid are reduced. In situations like this they may qualify for partial unemployment benefits.

You will have to check your state unemployment website for details on qualifying for partial unemployment as rules vary. How much you get in terms of unemployment benefits will depend on your earnings for the relevant week you certify.

For example in New York uses a partial unemployment system based on hours worked. Generally you can work up to 7 days per week without losing full unemployment benefits for that week, if you work 30 hours or fewer and earn $504 or less in gross pay excluding earnings from self-employment.

With this change, your benefits will not be reduced for each day you engage in part-time work. Instead, benefits will be reduced in increments based on your total hours of work for the week.

States like PA and CA, offer Partial Unemployment Benefit Credits to offset the impacts of reduced benefits from part time work, but in many higher income states this wont make much of an impact.

Raleigh, N.C. If you file for unemployment starting on Labor Day, youll no longer get a $300 weekly bonus.

The federal government is ending those extra payments, which will affect upwards of 10 million people, including many here in North Carolina.

The government had been providing an extra $300 a week to people who lost their jobs during the pandemic the boost was $600 a week earlier and state officials estimate that 70 percent of North Carolinians currently receiving unemployment have already exhausted all of their state benefits and, therefore, wont be eligible for any more weekly checks.

The number could be upward of 200,000 people affected, said Alexandra Sirota, director of the left-leaning North Carolina Budget & Tax Center.

Along with the expiration of the federal eviction moratoreum, the end of the extra pandemic help could leave many people in challenging situations.

Those who still receive state benefits arent in much better shape, Sirota said.

The state unemployment insurance system is not up to the task of stabilizing families and the economy for a full recovery, she said. It is providing too few people, too few jobless workers, with too little for too short a time.

North Carolina unemployment benefits typically pay half a persons previous salary, capped at $350 a week, for up to 12 weeks.
