Why Did I Receive A Section 1277 Letter
If you received a Notice of Determination of Invalid Claim, Section 1277 after applying for a new claim, this means you did not work or earn enough wages over the past year to qualify for a new regular unemployment claim.
If your new claim is invalid, you may still qualify for a federal extension on your prior claim. For more information, visit Benefit Year End.
If you received a new debit card from Bank of America that you did not request, it could be because:
- You recently submitted an application with a different name than what we had on file.
- You verified your information through ID.me using a different name than what you provided on your unemployment application.
This change requires Bank of America to issue a new debit card to match the updated name we have on file. For example, if you provided the name Mike Doe when you first applied, but then verified through ID.me as Michael Doe later, we will update your records to Michael Doe and a new debit card will be issued for that name.
Important: Use your new card only. All funds from the old card will be transferred to the new card, and you will not be able to use the old one. No further action is needed.

Work Search Requirement Reinstated
On Sunday, July 4, Maryland LABOR reinstated the standard active search for work requirement for all claimants receiving regular unemployment insurance benefits. Claimants receiving benefits under the Pandemic Unemployment Assistance and Pandemic Emergency Unemployment Compensation federal programs must meet the active search for work requirement beginning Sunday, July 18, 2021.
All claimants must actively search for work by completing at least three valid reemployment activities each week, which must include at least one job contact. Claimants must satisfy the active search for work requirement to maintain their eligibility for UI benefits.
Valid reemployment activities are intended to help a claimant become reemployed and remove potential barriers to employment. Qualifying activities include, but are not limited to: activities completed through the Maryland Workforce Exchange , such as setting up a virtual recruiter or completing a skills self-assessment; attending networking events; creating a rÃ©sumÃ© in MWE; and attending employment events held by the Maryland Division of Workforce Development and Adult Learning . Federal Pandemic Unemployment Assistance
- FPUC is a $300 weekly supplement for all individuals receiving unemployment benefit payments. In Arizona, eligible claimants will receive FPUC through benefit week ending July 10, 2021.

Pandemic Emergency Unemployment Compensation
PEUC provides up to 13 weeks of benefits to individuals who have exhausted regular Unemployment Compensation , have no rights to regular UC, are not receiving compensation under the UC laws of Canada, and are able and available for work, and actively seeking work. However, DES is offering flexibility in meeting the actively seeking work requirement if individuals are unable to search for work because of COVID-19 .

What Happens If Benefits Lapse
Stettner says while the focus remains on ending the $300 boost, allowing PUA and PEUC programs to end would cause a “unemployment cliff” for roughly 7.5 million people and their families after September 6.
As of mid-July, roughly 9.4 million people were drawing benefits from one of these programs, making up more than 72% of Americans collecting unemployment insurance overall.

Cutting Off Benefits Hasnt Fixed Perceived Labor Shortages
States that cut off benefits early have backed up their decisions with anecdotes of worker shortages to push people back to work.
But early cutoff data doesnt validate those claims. Analysis from workforce management firm UKG reported states that ended benefits in June saw half the shift growtha measure of the number of worker shifts completedin July versus states where the unemployment boost has continued.
Another report from payroll company Gusto found that employment growth was similar for states that retained the benefits versus cut them off.
The slower-than-anticipated job growth, especially in states that have ended benefits early, indicates a disconnect between the jobs available and what workers are looking for. Census Bureau data from early August showed that only 9% of unemployed individuals were in that situation because they didnt want to work.
The unemployment rate, which is known to undercount the number of jobless people, is still at 5.4% as of July.
Federal Pandemic Unemployment Compensation : $600/week Increase
This benefit is currently being issued to eligible individuals. Retroactive payments will be made for weeks claimed going back to March 29 for individuals receiving UI as well as individuals receiving PUA.

Note: Securing part time work while receiving unemployment benefits does not automatically make you ineligible. It may, however, impact your weekly benefit amount. When filing your weekly claim you must report all earnings. Earnings over $30 in a single week are deducted from that weeks benefit amount. For example, if you qualify for the maximum weekly benefit amount of $240 and you receive $180 in earnings from working that week, $150 of your earnings would be deducted from the maximum benefit amount and you would receive $90 + the $600 FPUC payment for that weekly claim. If you earn $240 or more from working a week, you will not be eligible for benefits for that week. You must receive at least $1 in benefits in order to qualify for the $600 FPUC payment.

When the American Rescue Plan was passed in mid-March, the economy was still in pretty lousy shape. So in addition to putting stimulus funds into people’s bank accounts, the relief bill also boosted unemployment benefits by $300 a week through early September.
But things have improved economically since then. In fact, a number of states have actually been grappling with labor shortages, and many lawmakers attribute that trend to the fact that some workers on unemployment are earning more money collecting jobless benefits than they would at an actual place of work. That’s why 26 states have made the decision to end those boosted unemployment benefits ahead of schedule.
But jobless workers in some states have refused to take that news lying down. In fact, workers have filed lawsuits calling for their boosted benefits to be reinstated in:

The expiration of the federal governments $300 weekly boost comes at a chaotic time for many American workers. As the nation grapples with cases of the contagious delta variant and the White House urges Americans to get vaccinated for Covid-19 , several states have reinstated indoor mask mandates to try to minimize the spread of the virus.
Although no large-scale economic shutdowns like those seen at the start of the pandemic have been announced, people job searching or who have just returned to the job market may be feeling less financially stable.
Since many have exhausted their state benefits, a wave of people will lose unemployment benefits once the federal bonus expires. Self-employed and gig workerswho will lose Pandemic Unemployment Insurance benefits created in 2020dont have state programs to fall back on.
In a letter last week, Treasury Secretary Janet Yellen and Labor Secretary Marty Walsh reiterated President Bidens previous message that its appropriate to let benefits end in early September.
But ending the boost doesnt mean the economy is set up for smooth sailing after that.
Even as the economy continues to recover and robust job growth continues, there are some states where it may make sense for unemployed workers to continue receiving additional assistance for a longer period of time. Allowing residents of those states more time to find a job in areas where unemployment remains high, wrote Yellen and Walsh.
