If you were fired because you lacked the skills to perform the job or simply weren’t a good fit, you won’t necessarily be barred from receiving benefits. However, if you engaged in “misconduct,” you will not be eligible to receive unemployment. In Oregon, among other things, misconduct means an intentional violation of the employer’s rules, the failure to conform to standards which an employer can reasonably expect from an employee, or careless behavior that is so frequent or severe that it shows a disregard for the employer’s interests. My Hours Were Cut Significantly Because Of Covid

Struggle to apply for unemployment benefits in Oregon

One way to access partial benefits is if your employer signs up for the Work Share program, Krumenauer said.

Under this program, employers voluntarily make an agreement with the Oregon Employment Department to temporarily reduce employee hours, and workers with reduced hours are eligible for partial unemployment

People who go back to work part-time may still be able to get unemployment benefits without being involved in Work Share, though, Krumenauer said in a May 6 email.

As the governor develops plans to reopen Oregon’s economy, the state Employment Department expects more and more part-time workers to qualify for these benefits. The agency encourages people to visit its “Working While Claiming and Reporting Earnings” website for details.

Is the federal unemployment of $600 per week pro-rated if you’ve been cut to part-time? Or do you get either the full amount or nothing at all if you’re partially unemployed?

Its not that simple. The $600 boost is for people who are completely unemployed. If your hours were cut and your employer participates in the Work Share program, you should be able to get additional financial assistance. But if your employer does not opt in to the program and you still have some paid work, you may be out of luck.

Oregon Says It Can Quickly Pay Those Still Waiting For Unemployment Benefits

The Oregon Employment Department unveiled ‘Benefits While You Wait’ last week, a program designed to circumvent the red tape that keeps thousands of Oregonians waiting on their unemployment benefits.

SALEM, Ore. Last Friday, the Oregon Employment Department announced that it has “found a way” to pay out benefits for Oregonians who are out of work due to COVID-19 and are still waiting for their claims to be reviewed. The “Benefits While You Wait” program is supposed to do precisely that speedily pay out benefits to people who are waiting on benefits.

We are confident this group of Oregonians are eligible for benefits because they lost their job due to COVID-19, we just dont know which program they are eligible for yet, said Employment Department Acting Director David Gerstenfeld. We have found a workaround that will allow us to pay benefits while their claims are being reviewed by an adjudicator. We are grateful we have figured out a way to do this because Oregonians have been waiting too long.

OED says that it is already notifying claimants who are eligible for the program via email and robo calls. The agency said that strict laws govern unemployment insurance to prevent fraud and provide due process, requiring that each claim be reviewed but an estimated “tens of thousands” of Oregonians may be eligible who are still in adjudication.

According to OED, Oregonians who may be eligible for Benefits While You Wait:

You must successfully complete an initial waiting week which takes place the first week your application is filed. If your application is successfully processed, your first payment will be made in the third week of your unemployment. If you submit your Oregon unemployment weekly claim on Sunday or Monday, payment will be made on Tuesday. Electronic payments issued on Tuesday will normally appear in accounts on Wednesday. Federal or bank holidays will delay payments.

In Oregon, the first payment of your new claim is normally sent by a physical paper check. All subsequent payments made by the Oregon unemployment department are either made by a Visa debit card or by direct deposit. You must apply for direct deposit, otherwise the default payment mode is by a debit card.

Direct deposit means that your benefits will automatically be deposited to your savings or checking account at your bank, credit union or other financial institution of your choosing. To sign up for direct deposit, you must use the Online Claim System and select electronic deposit from the main menu. You will be directed to print an Authorization for Electronic Deposit Form which you will then send into the Employment Department. Normally, it takes the department about two weeks to verify account information. Until that time, you will receive your benefit payments by a paper check.
