Tips If Youre Unemployed And Need Health Care

Health insurance options for recently unemployed

It might be impossible to predict when your job could be coming to an end, but there are things you can do to keep yourself ahead of the game and have a backup plan if you suddenly find yourself out of work and out of health insurance.

1. Start to find new coverage as soon as possible.

Even before you leave a job, theres nothing wrong with talking to those helpful folks in Human Resources about your health insurance benefits and what will happen to them if you leave. Youll be able to find out how much COBRA coverage will cost you and use this info to decide whether to stick with COBRA or go it alone in the health insurance marketplace.

2. Have all your important details ready.

When youre all set to talk COBRA or marketplace or even Medicaid, heres the information you should have ready: your income, total household income, Social Security number, pay stubs, tax records, information about your current health insurance plan, and the number of dependents in your household.

3. Get advice from an independent insurance agent.

4. Keep your emergency fund full.

An emergency fund is a must no matter what your situation is in life! But its super important if youre out of work and out of health insurance coverage. Your emergency fund takes away the worry of those unpredictable trips to the doctor and routine checkups that come with out-of-pocket costs. Having a fully funded emergency fund will give you the ability to pay for insurance during a gap period without all the stress.

Find Out If Youre Eligible For Medicaid

Medicaid is a federal program that provides health insurance for people with low incomes. It may be known by different names in different states, and eligibility can vary from state to state. When you apply for Marketplace health insurance, your eligibility for Medicaid is automatically assessed. If you are determined to be eligible, the appropriate state agency will contact you about applying.

If you have children aged 19 and younger, and your income is too high to qualify for Medicaid, your children might be eligible for health insurance through the Childrens Health Insurance Program . When you apply for Medicaid, youll be notified if your children qualify for CHIP.

You can enroll in both Medicaid and CHIP year-roundno need to wait for open enrollment.

Shop For A Marketplace Plan

Losing health insurance that you got through your job is considered a “qualifying event” to enroll in a plan on all the health insurance exchanges created by the Affordable Care Act. That means you can go to Healthcare.gov or your state-run exchange and shop for a new plan. Depending on the number of people in your family and your income for the year, you may be eligible for a subsidy to help cover your premiums. The Kaiser Family Foundation has a helpful calculator so you can see what you might pay for these plans . If youâve lost your job, most people have only 60 days to sign up for policies through a special enrollment period once their employer-sponsored coverage ends.

Even if you were laid off from a job where your employer didnât provide health coverage, you may still be able to get health coverage through a Marketplace plan. Some statesâincluding California and New Yorkâare changing enrollment rules during the COVID-19 pandemic, meaning you don’t need to have a “qualifying event” like job-based coverage loss or the birth of a child to newly enroll right now in a marketplace plan.

Can You Get Medical Insurance On Unemployment

May 12, 2020

During the last week before Gov. Roy Cooper ordered the closure of restaurants and bars to all but takeout service in March, Stephen Murtaugh could read the handwriting on the wall.

At Carrboros Oakleaf restaurant, where he was manager, Murtaugh said they were cleaning and disinfecting, attempting to reassure customers theyd be safe to come in. But the diners just didnt show.

Going into that weekend, Friday the 13th, Saturday, the 14th, its like, well, maybe well get them back this weekend, he said. The restaurant industry has got so many ups and downs anyway, but when that weekend came, and really didnt materialize, thats sort of when it just felt like the bottom kind of just dropped right out.

A few days later, Murtaughs boss laid everyone off.

Few independent restaurants make enough to insure workers. Instead, Murtaugh bought his health insurance on the Affordable Care Act marketplace every year, where he was able to get a small subsidy of about $30 on a plan that cost him about $450/ month. He described the plan as some crappy thing in case I get run over by a truck basically, but he was determined to keep it despite losing his income.

Hes not alone. Across North Carolina, hundreds of thousands of people have lost their jobs, and for many of them, their insurance along with it. But there are some options.

Can I Enroll In Self

If youre losing your job-based health insurance, you do not have to wait for the fall open enrollment period to sign up for a new ACA-compliant plan.

Although the COVID-related special enrollment window for individual/family health plans has already ended in most states, youll qualify for your own special enrollment period due to the loss of your employer-sponsored health plan.

This will allow you to enroll in a plan through the marketplace/exchange and take advantage of the subsidies that are available , without having to wait until 2022 to get coverage.

If you enroll prior to your coverage loss, your new plan will take effect the first of the month after your old plan ends, which means youll have seamless coverage if your old plan is ending on the last day of the month.

Your special enrollment period also continues for 60 days after your coverage loss, although youd have a gap in coverage if you wait and enroll after your old plan ends, since your new plan wouldnt take effect retroactively.

If youre in that situation, you might find that a short-term health plan is a good option for bridging the gap until your new plan takes effect. Short-term plans wont cover pre-existing conditions and are not regulated by the Affordable Care Act . But they can provide fairly good coverage for unexpected medical needs during a temporary window when youd otherwise be uninsured.

Are Undocumented Immigrants Eligible For Aca Coverage

No. Although the ACA provides benefits to U.S. citizens and lawfully present immigrants alike, it does not directly provide any benefits for undocumented immigrants.

The ACA specifically prevents non-lawfully present immigrants from enrolling in coverage through the exchanges ). And they are also not eligible for Medicaid under federal guidelines. So the two major cornerstones of coverage expansion under the ACA are not available to undocumented immigrants.

Some states have implemented programs to cover undocumented immigrants, particularly children and/or pregnant women. For example, Oregons Cover All Kids program provides coverage to kids in households with income up to 305% of the poverty level, regardless of immigration status. California has had a similar program for children since 2016, and as of 2020, it also applied to young adults through the age of 25. New York covers kids and pregnant women in its Medicaid program regardless of income, and covers emergency care for other undocumented immigrants in certain circumstances.

Emergency Health Coverage For The Unemployed And Uninsured In Response To The Pandemic And Economic Crisis

Nearly 38 million Americans have filed claims for unemployment insurance, and many more live in households in which someone has lost a job. As a result, nearly 27 million people could lose their employer coverage and become uninsured. Among this group, about half could be eligible for Medicaid, and several million more would be eligible for subsidies under the Affordable Care Act . However, major gaps in coverage and affordability would remain. If the unemployment rate reaches 20 percent, Oliver Wyman estimates that the number of uninsured will increase by about 9 million people.

To respond to this crisis and help as many people as quickly as possible, this column proposes emergency health coverage for the unemployed and uninsured. This emergency health coverage would build on one of the most popular parts of the ACAits Medicaid expansionby automatically enrolling the unemployed into Medicaid. In doing so, it would guarantee immediate coverage for all of the unemployed.

Additionally, by expanding Medicaid, this proposal is cost-effective, with the lowest possible cost per enrollee and the most comprehensive coverage. The Center for American Progress estimates that under the plan, 23 million people would receive comprehensive coverage in 2021 at a cost of only $90 billion. Simply put, this proposal meets the scale and urgency of the current crisis.
