Unemployment Insurance is a benefit program funded by Tennessee employers for workers who have lost their job by no fault of their own.     What You Need For Apply For Unemployment Benefits

    To apply for Unemployment Insurance benefits, you need to provide personal information including your Social Security number, birth date, home address, email address , and phone number.

    You also need information about your employment history from the last 15 months, including:

    • Names of all employers, plus addresses and phone numbers
    • Reasons for leaving those jobs
    • Work start and end dates
    • Recall date

    You may need additional information in certain situations:

    • If you are not a U.S. citizen your Alien Registration number
    • If you have children their birth dates and Social Security numbers
    • If youre in a union your union name and local number
    • If you were in the military your DD-214 Member 4 form. If you dont have it, you can request your DD-214 online.

    How Is My Payment Amount Determined

    Your weekly benefit amount is based on the total covered wages you were paid during your base period. You must have been paid wages of at least $2,200 in covered employment during your base period and must have been paid wages in at least two quarters of your base period to be monetarily eligible to receive unemployment compensation benefits. The regular base period consists of the first four of the last five completed calendar quarters before the starting date of your new claim. If you are not monetarily eligible during the regular base period, we would then explore the alternate base period to assist you in possibly becoming monetarily eligible.

    Where Kentucky Falls Short

    The biggest problem with unemployment insurance before the pandemic began was that it didnt reach everyone who should be eligible for it, according to Dustin Pugel, a senior policy analyst at the Kentucky Center for Economic Policy.

    Pugel said only 1 in 5 unemployed people actually receive unemployment benefits.

    Unemployment insurance is now available to independent contractors or self-employed. Pugel says anybody who thinks they might qualify should apply anyway through the Kentucky Career Center website.

    That doesnt mean there wont be money available for people who need it: states can borrow money from the federal government to pay unemployment insurance once their trust funds are depleted, and Kentucky did during the Great Recession.

    Governor Bill Lee made the announcement Tuesday afternoon saying in a press release, We will no longer participate in federal pandemic unemployment programs because Tennesseans have access to more than 250,000 jobs in our state. Families, businesses and our economy thrive when we focus on meaningful employment and move on from short-term, federal fixes.

    Tennessee will join several other Southern states refusing the $300 weekly unemployment payments.

    As of March 1, 2020, Tennessees unemployment trust fund balance totaled $1.3 billion. This represented Tennessees highest trust fund balance ever, both in total dollars and as a percent of total wages .

    Despite record balances, Tennessee fell just shy of a federal target for ability to weather a typical recession . Federal officials calculate recommended targets for each state based on their trust fund balances, total wages, and highest payouts in previous recessions.
