Charlotte residents Tim and Dee Worley, both former professional athletes who now work in nonprofits and as independent contractors, were hit by the economic effects of COVID-19 in April after hundreds of thousands of unemployed North Carolinians swarmed DES and crashed its website.

They are just a sample of the applicants who are waiting. On pending applications. On payments.

On answers.

Those answers could be a long-time coming, show unemployment insurance data from an interactive website at the U.S. Department of Labor.

North Carolinas unemployment division is the worst in the nation at getting timely payments to its applicants, and has been for several years, data from USDOLs Employment and Training Administration show. For the first quarter of 2020, North Carolina paid 67.2% of first payments in a timely manner. The national average for the same period was 86.5%.

Gov. Roy Cooper, in one of the many executive orders issued over the past several weeks, waived North Carolinas waiting period to provide swifter assistance to residents suffering the economic ravages of COVID-19.

That means Arthurs application, which her former employer immediately verified after she filed her March 13 claim, should already be processed.

How Do I Apply For Peuc

Sign into your online account at des.nc.gov and click on the Apply for Pandemic Emergency Unemployment Compensation link to apply. Federal guidelines require you to file a separate claim for PEUC to receive these benefits. You will not automatically receive PEUC when you exhaust regular state unemployment insurance benefits.

If you are not eligible for PEUC, you will not see the Apply for Pandemic Emergency Unemployment Compensation link in your online account.

Pandemic Emergency Unemployment Compensation is an extension to state unemployment insurance benefits that was created through the federal CARES Act and extended through the Continued Assistance Act and American Rescue Plan Act.

    RALEIGH, N.C. Jenni Propst said she was shocked when she got a notification this week from the North Carolina Division of Employment Security that her weekly state unemployment benefits were being cut significantly one year after she lost her job due to the pandemic.

    As people approach the 52-week mark of receiving benefits, the agency has instructed people to file a new claim to begin a new benefit year.

    The weekly benefit people receive is based on income in the previous year, which was reduced significantly last year for Propst and many others as sectors of the economy shut down.

    In her case, it meant her weekly benefit would drop from the states maximum of $350 to $192.

    Absolutely angry at the state of North Carolina, and I felt betrayed and lied to a little bit, she said.

    Before the pandemic she worked behind the scenes at events like live theater and concerts. For the last year, she and many of her friends and colleague have relied on the state and federal unemployment benefits to be able to pay their bills until those events can safely resume.

    Propst said shes not alone in seeing the benefits reduced.

    My best friend is getting $33 a week, she said. I have friends in my industry that are now getting $22 a week.

    As part of the stimulus bill President Joe Biden signed into law last week, people are slated to receive $300 per week in federal benefits until early September in addition to any state benefits they receive.

    Do You Meet The Minimum Earnings Requirement

    Virtually all states look at your recent work history and earnings during a one-year “base period” to determine your eligibility for unemployment. . In North Carolina, as in most states, the base period is the earliest four of the five complete calendar quarters before you filed your benefits claim. For example, if you filed your claim in October of 2019, the base period would be from June 1, 2018, through May 31, 2019.

    During the base period, your earnings must meet both of the following requirements:

    • You must have earned wages in at least two quarters of the base period.
    • You must have earned at least $790 in one of the last two quarters of the base period.

    DES has detected a recent increase in suspected imposter fraud in the unemployment benefits system. Fraud safeguards put in place by DES flagged suspicious claims to prevent payments from being released.

    Imposter fraud occurs when a persons stolen identifying information is used to file a fraudulent unemployment claim. The stolen personal information is often obtained through outside data breaches, phishing scams and schemes that were part of larger criminal efforts unrelated to unemployment. DES has not experienced a data breach.

    If you receive communications relating to an unemployment claim and you did not apply for benefits, you or your employer should report the suspected fraud to DES.

    The fastest way to file a claim for unemployment benefits in North Carolina is online at des.nc.gov. To file a claim online, you must create an online account with the DES. You can also file a claim by calling the DES customer call center at 888-737-0259.

    To expedite the filing process, make sure you have the following required information on hand:

    • Your Social Security number
    • Details about why you separated from your last job, along with any vacation, retirement or severance pay received or owed to you
    • Your bank account routing and account numbers for direct deposit
    • Work history for all employers over the last two years, including employer name, address, phone number, dates of employment, rates of pay and reason for separation

    Non-citizens, former federal employees and former members of the military have additional documentation requirements.

    If your claim is denied or the DES determines youre no longer eligible, youll receive a written notice that includes an address and instructions for appealing. But the fastest way to file an appeal is online through the DES online benefits system. Once youve filed your appeal, the DES will send a notice with the date, time and contact information for your scheduled hearing.

    Colorado: Upon employment separation, all vacation pay must be accurately paid and delivered to the appropriate parties.

    Connecticut: An employers policy or employee contract governs whether earned, unused vacation is paid on separation.

    Delaware: An employers policy or employee contract governs whether earned, unused vacation is paid on separation.

    If they do, the value of the accrued time must be paid within 30 days of separation.

    Is There A Supplemental Payment

    The $600 weekly supplement was in effect for weeks ending April 4 through July 25. This program was reinstated at a lower $300 weekly rate beginning December 27, 2020, and has been extended until September 6, 2021.

    Additionally, two prior programs provided a supplemental payment for eligible claimants.

    The Lost Wages Assistance program will provide an additional $300 per week for the weeks ending August 1 through September 5, 2020. To be eligible for the additional LWA supplement, you must:

  • Be receiving at least $100 per week in unemployment benefits from any other state or federal source and
  • You may need to self-certify that you are unemployed due to a COVID-related reason these reasons are listed under the PUA benefits description above. If you need to self-certify, you will see a link on the Customer Menu page in your online account to File Lost Wages Assistance Certification. If you do not see this link, you do not need to complete this certification.
  • The Increased Benefit Amount program will add $50 per week for eligible claimants, for the weeks ending September 6 through December 26, 2020, or whenever funds are exhausted, whichever is earlier. Eligibility depends on whether you are receiving state or federal benefits, and when you initially filed for benefits.     You wont receive your first payment immediately, since theres a one-week waiting period before payments begin.

    The DES pays weekly unemployment insurance payments through direct deposit into your bank account or on a DES debit card issued by Bank of America. You can use the card anywhere Visa debit cards are accepted. Be aware, though, you may encounter fees if you use the card at an ATM thats not a Bank of America or Allpoint ATM, or if you use it outside of the country.
