How To Apply For Unemployment A Second Time

BUFFALO, N.Y. As COVID numbers soar to near record highs in Western New York, unemployment claims are climbing again as well. Western New York saw a 578% increase in Over-The-Year Change in Initial Claims from March 14th to November 7th.

I do have a feeling there are going to be a lot of people entering unemployment that were probably on it previously maybe during the months of March through July, Tim Eliason, the assistant district manager at EG Tax, said.

The New York State Department of Labor said from September 2019 to September 2020, the private sector job count dropped more than 10%. The hardest hit industry was leisure and hospitality with more than 19,000 jobs lost. Now, with the Orange Zone restrictions, that number could increase even more.

What happens if you have to file for unemployment a second time in 2020?If somebody went back to work before their 39 weeks were up, all they have to do is resume their claim, Eliason said.

If you have collected your 39 weeks of unemployment, you will have to apply again. But the way unemployment is calculated, it issues the last four quarters. If you havent been working, that could mean less money in your unemployment checks.

That’s going to be minimal income and it’s going to be a very low calculation on what they’re eligible for on unemployment. You can do something where it says there’s an alternate fourth quarter where you can go way back maybe when you were still working and they’ll use that, Eliason said.

Dont Count On Extra Help From The Federal Government

As part of the CARES Act, Congress originally provided an extra $600 per week that was added on top of state unemployment benefits. However, this $600 federal add-on expired at the end of July, and Congress and the White House havent been able to agree on an extension.

While negotiations are still ongoing for a second stimulus plan, even if one finally passes, there are no guarantees that itll include another federal addition to unemployment. So when youre budgeting your expenses, plan on only having access to what your state provides. Then if a federal addition is eventually passed into law, itll be icing on the cake.

How Much Will My Florida Unemployment Benefits Pay

The weekly payment amount you receive during unemployment will vary from person to person. The only way to be sure of your benefit amount is to submit a claim.

The state determines your weekly benefit payments based on your previous earnings during employment. In 2020, you can receive a maximum of $275 per week for 12 weeks. You are entitled to a maximum benefit amount of $3,300.

You will continue to receive Reemployment Assistance weekly for up to 12 weeks. When you secure a job, the payments will stop. However, working part-time or temporarily does not necessarily end the benefits.

Do You Need To Look For Work

If youve filed your claim, gotten it approved and start receiving unemployment benefits, there are additional rules you need to be aware of to make sure you dont lose your benefits before you get a new job.

Most states require people who are receiving unemployment benefits be not only willing to work but actively looking for work. That requirement was waived by essentially every state at the start of the pandemic, but a number of them have now reimposed it.

However, as weve noted many times, every state is different, and also the definitions of actively looking for work vary from state to state. So if you arent sure if your state requires you to be currently looking for work, or what you need to do to prove that youre looking for work, double-check its unemployment website to find out.

Can I Collect Unemployment If I

Even with unemployment dropping in recent months, states are still inundated with claims, so even when youre filing online, dont be surprised if you encounter a problem or delay during at least one point in the process. You might try applying either early or late in the day or even in the middle of the night if youre awake in order to get your claim through the system.

Some states are also asking certain groups to apply on certain days, such as Hawaii, which is requesting that people whose last names start with A through G file on Mondays, H through O on Tuesdays and P through Z on Wednesdays. Youll need to check with your state to find out its specific rules.

That being said, if youve lost your job, make it a priority to file as quickly as you can, as waiting delays getting your claim approved. Unfortunately, there arent many tricks to getting through other than being persistent.

    What You Need To Know

    • Update 12/29/20: The federal government has extended the federal unemployment benefit programs available through the CARES Act for an additional 11 weeks. Pandemic Unemployment Assistance and Pandemic Emergency Unemployment Compensation will be available through March 14, 2021, with qualified claimants benefits fully phasing out by April 5, 2021. Federal Pandemic Unemployment Compensation benefits will resume with $300 weekly payments until March 14, 2021.

    • To receive these extended federal benefits, continue to certify weekly while unemployed. To allow your fellow New Yorkers to reach NYS DOL representatives about regular matters, please do not call to inquire about the federal program extensions at this time. As we receive additional guidance on the federal programs from US DOL, we will provide updates on our website, social media platforms, and directly via emails and texts.

    • Waiting weeks for unemployment benefits have been waived during this crisis. If youve seen the term waiting week on your payment history, it is a relic of our existing system and does NOT impact your benefits.
    • To collect regular unemployment insurance benefits, you must be ready, willing, and able to work. We understand that many of you are unable to work due to the COVID-19 pandemic and the impact of NYS on PAUSE. If you would otherwise be able to work, you should answer ‘YES’ in order to receive your benefits.

10 Things You Need to Know Before Filing for Unemployment Benefits

Do you have to pay taxes on your unemployment benefits? In a word, yes, at least when it comes to your federal income tax return. Unemployment compensation is subject to income taxes but is not subject to Social Security and Medicare taxes, says Kathy Pickering, H&R Blocks chief tax officer.

So unlike the $1,200 stimulus payment that many people received over the spring and summer, the federal government will tax your unemployment benefits. And its not just federal taxes, either: Thirty-four states fully tax unemployment benefits, and two states partially tax unemployment benefits, according to Pickering.

Youll need to include any unemployment payments you received in 2020 on your income tax return when you file it by April 2021. If youre concerned about owing tax on that money, you can elect to pay it as you go so you dont get hit with a bill next year.

Many people find it easier to have taxes withheld from unemployment rather than make estimated tax payments, explains Pickering. Having taxes withheld or making estimated tax payments are both ways you can minimize the risk of an unexpected balance due and potential penalties.

Quantifying Reports Of Frustrated Filers For Unemployment

An estimated 24.4 million workers filed for unemployment benefits from March 15 through April 18. But while the CARES Act;significantly expanded workers UI eligibility and benefits during the coronavirus crisis, widespreadreports indicate that long-neglected state UI systems are unable to handle the volume of applications, preventing laid-off or furloughed workers from receiving necessary unemployment benefits. To gauge how well the UI system is handling the new caseloads, we used Google Surveys to ask 25,000 people, Did you apply for unemployment benefits in the last 4 weeks? From April 14 to April 24, 24,607 respondents answered the survey.

To our knowledge, ours is the one of the first national surveys that asks about the social safety net and its performance in the COVID-19 era. In the process of writing this draft, we became aware of another survey, conducted by Navigator and Global Strategy Group April 1722, that asked 1,022 registered voters about their experience and difficulty with accessing unemployment benefits. In addition, a survey conducted by Bick and Blanden April 2223 found that many respondents have yet to apply for UI benefits.

Unemployment Filing Failures: New Survey Confirms That Millions Of Jobless Were Unable To File An Unemployment Insurance Claim

Millions of the newly jobless are going without benefits as the unemployment system buckles under the weight of new claims, according to our new national survey, conducted in mid-April.

For every 10 people who said they successfully filed for unemployment benefits during the previous four weeks:

    • Three to four additional people tried to apply but could not get through the system to make a claim.
    • Two additional people did not try to apply because it was too difficult to do so.

These findings imply the official count of unemployment insurance claims likely drastically understates the extent of employment reductions and the need for economic relief during the coronavirus crisis. To quantify the undercount, we look at the 21.5 million workers who filed for unemployment benefits from March 22 to April 18. Our results suggest:

    • An additional 7.8 to 12.2 million people could have filed for benefits had the process been easier.
    • After accounting for these workerswho applied but could not get through or did not try because of the difficult processabout half of potential UI applicants are actually receiving benefits.

When we extrapolate our survey findings to the full five weeks of UI claims since March 15, we estimate that an additional 8.913.9 million people could have filed for benefits had the process been easier.
