Will The 2021 Stimulus Bill Help With Health Insurance For The Unemployed

COVID-19 is finally in the rearview mirror for many Americans and the American Rescue Plan comes with a few major health care perks. Essentially, it makes health insurance for unemployed individuals much more affordable. Lets look at how it plays with COBRA and the ACA marketplace.

If you chose COBRA to get you through unemployment, the American Rescue Plan subsidizes COBRA premiums 100% for a limited time. It also extends the dates of COBRA coverage for individuals whose right to coverage previously ended. That can make a big difference if youre in a tough spot. But rememberyou have to be unemployed involuntarily to qualify for these perks.

If you chose to purchase a plan from the ACA marketplace, and youre unemployed involuntarily, theres more good news. The American Rescue Plan increases the size of the subsidy to help unemployed folks pay for ACA health care premiums. Depending on the size of your family and your yearly income, you might be eligible for more help.

How Do You Apply For Short

Most short-term plans are easy to apply for and can be a helpful solution if youre looking for medical insurance for a period of time. The premiums tend to be affordable. However, the deductibles and other out-of-pocket expenses for short-term plans are usually more expensive than those for comprehensive ACA health plans.

Factors An Insurance Company Looks At For Unemployed Applicants:

  • How long have you been unemployed?
  • What assets do you have?

And these factors are: How long have you been unemployed? and What assets do you have?

If your current unemployment situation is expected to be very temporary for example, if you were part of a collective layoff but you have a strong resume, good skill sets, and a history of steady employment, then many insurance companies would still consider approving your life insurance application. The industry you are working in would be considered as well.

For example, if you worked in an IT field, you probably wont have an issue getting a new job. However, if you worked in a declining industry that provides fewer and fewer jobs the insurance company may want to postpone your application until you are employed again just in case.

And there are some unemployment cases that dont really fit the mold.

For example, if you quit working to be a stay-at-home parent, this is an entirely different situation altogether. While you are technically unemployed, you still work. Stay-at-home parents can definitely obtain life insurance and they should.

Most insurance companies have two general rules when it comes to insuring stay-at-home parents.

Choosing The Right Health Insurance When You’re Unemployed

There’s a lot to think about when looking for health insurance while unemployed. You’ll need to consider your health care needs as well as your budget. In addition to premium costs, you should also assess deductibles, copayments and coinsurance, out-of-pocket maximums and any caps on coverage.

Once you’ve found the right health insurance plan, be sure to make your payments on time. Setting up automatic payments from your bank account or a can help to ensure you don’t miss a payment. Late payments may negatively affect your and might even cost you the health insurance you worked so hard to get.

Negotiate A Medical Debt With A Hospital

Health Insurance While Unemployed?

Nonprofit hospitals are required to provide financial assistance for low-income patients. About two-thirds of the hospitals in the U.S. are nonprofit, including those run by a state or municipal government. Check with the billing office about applying for assistance.

The hospital also may be willing to negotiate a lower bill. Collection agencies buy debt from hospitals for much less than what is owed, and the hospital would rather work with patients.

AARP suggests looking up the average cost for the procedure or treatment and using that as a negotiating point. Typical prices can be found by checking Healthcare Bluebook or FAIR Health Consumer.

If you lost your insurance when you lost your job, ask the hospital for the same rate insured patients pay, AARP says.

If you work out a payment plan with the medical provider, youll have to make monthly payments and you may be charged fees or interest.

You can also enlist the help of a professional at a debt settlement firm to help with negotiations. An experienced debt specialist can help you decide on a settlement offer, and they have experience negotiating with creditors.

What About Private Health Insurance

You can buy health insurance outside of the Marketplace several ways:

  • Directly through a health insurance company.
  • From an insurance agent representing one insurer.
  • From an insurance broker representing many different insurance companies.

Some individual insurance plans sold outside the Marketplace are ACA-compliant, but many are not, so it’s important to read the fine print carefully when considering such a policy.

Short-term health insurance plans are a special type of individual health insurance. These plans last one year and can sometimes be renewed for up to 36 months. Unlike Marketplace policies, however, short-term health insurance policies aren’t required to meet ACA guidelines. As a result, these plans typically offer more limited coverage than Marketplace plans for example, they may not cover prescription drugs, pregnancy care or mental health care. They often have higher deductibles and may place an annual cap on the dollar amount of benefits you can receive.

Short-term plans aren’t required to cover preexisting conditions or even sell insurance to people who have them. If you do get a short-term plan and you have a preexisting condition, you’ll likely pay more in premiums than if you didn’t.

Comparing policies available in the individual insurance market can be confusing. Working with an insurance broker can help you navigate your options.

Group Insurance From Organizations

Can I get health insurance if I am unemployed?

This is often an overlooked source of low-cost health insurance. For example, those who are members of University Alumni Associations can obtain a few insurance choices. These organizations don’t help pay premiums, but the plan rates can be lower because of the group discount.

Ask organizations that you’re a member of if they offer a group health plan, or research those that do so and join. You might even ask your current organizations to offer a group health plan. They may not realize that they could do this for their members.

Be sure to ask any organization you contact if the plan is ACA-compliant.
