When You Will Receive The Card

If you are eligible, we will issue your first payment approximately four weeks after you apply for benefits. You should receive your ReliaCard in the mail within 10 business days after we send your first payment to U.S. Bank. After the first payment, you should receive payment on your ReliaCard account within two business days after we process your payment requests.

If you qualify for unemployment benefits, you will receive a ReliaCard if:

  • You do not sign up for direct deposit or you selected debit card as your payment option, or
  • You signed up for payment by direct deposit, but there was a problem verifying your bank account information.

Go to Changing Your Payment Option to change how you receive your benefit payments.

How Will I Be Paid

When you apply, you choose how you want to receive your benefit payments:

  • Direct deposit to your checking or savings account, or

You can change your payment method by logging in to your account online or by calling customer service.

It is your responsibility to monitor the balance in your account to avoid overdrafts.

Steve Chiotakis: The Labor Department reported employers added 54,000 jobs in May. Thats the fewest number of jobs in the last eight months.

For those on the jobless roles, getting an unemployment check isnt what it used to be. In fact, its not a check at all. Its a debit card with benefits loaded onto it. And as you might expect, those cards can come with a lot of fees.

Lauren Saunders: Hi, good to be with you.

Chiotakis: What happened to the old-fashioned unemployment check that came in the mail?

Saunders: Well, like other checks, its disappearing. Were going to an electronic age and states are moving to pre-paid debit cards instead of checks to pay unemployment insurance.

Chiotakis: Is it because theyre cheaper, the debit cards you dont have to print and all that?

Saunders: Exactly. Getting rid of checks saves states the money of printing and mailing the checks and dealing with lost checks and other questions.

Chiotakis: I want to focus on these debit cards that are being issued. Whats so dangerous about these cards, Lauren?

Chiotakis: What kind of money are we talking about in fees?

Chiotakis: Im curious because I know weve heard a lot about the Credit Card Reform Act that supposedly did away with a lot of these hidden bank fees. Do these new laws not apply here?

Chiotakis: Whos profiting from these fees is it the banks, the states?

Chiotakis: And the worst?

Waiting on your new ReliaCard®? You can track the status of your ReliaCard® using U.S. Banks Check My Card Status. Use Card Tracker to:

  • Find out if your card is in production
  • Find out if it has been mailed
  • View the date your card was mailed
  • Find out if U.S. Bank has received the enrollment request from TWC.

To use Card Tracker, select the Card Tracker icon on U.S. Banks ReliaCard website: www.usbankreliacard.com. On the Check My Card Status page, select Texas Workforce Commission from the Select your Program drop-down menu, enter your date of birth and Social Security number in the marked fields, then select submit. Card Tracker is available on U.S. Banks website and on the mobile app.

U.S. Bank will also email you when they create your account to let you know they will be mailing your card soon IF your email address is on file with TWC. Make sure to update your contact information with TWC to include your email address if you want U.S. Bank to notify you about your new card.

  • How To Avoid Overdrawing Your Debit Card

    There are a few ways to prevent overdrawing funds on your debit card. First, you can prevent your account from allowing purchases to clear when your account has insufficient funds. Depending on the financial institution, this may be something you choose to opt in for.

    Some lenders allow you to link one or more backup accounts to your debit card, and if the main account does not have enough money to pay for a transaction, the backup accounts will instead be used to cover the difference. This typically incurs a fee.

    Similarly, you can have a line of credit backing your debit card. While you wont pay any fees on the transaction, you will likely have to pay interest on the overdraft difference. There is also likely a credit limit. For example, Capital One offers an overdraft credit line with a maximum limit of $1,000.

    If you know your account will not cover the purchase, an alternative method is to use your debit card as a credit card. Generally, this means the transaction will not go through for two or three days, giving you enough time to add money to your account. As a bonus, you will likely benefit from more security measures than the typical debit card purchase.

    Finally, keeping tabs on your account can help. You can create a personal budget or simply try to live frugally. You can also set up your account to text or email you when your funds drop below a certain amount.

    The short answer is yes! But you need to make sure that you opted-in for that option at your bank. Overdrafting at an atm will actually end up cheaper that using your debit card multiple times. Indeed, each transaction is charged $35, so you better withdraw $100 and pay $35 in fees than using your card for a few smaller purchases that will cost you more than $100 in fees.

    Understand Your Banks Overdraft Fees

    Most banks charge you a fee for each overdraft on your account, and some charge additional fees for each day your account is overdrafted. If youve bounced checks, then you may also have to pay returned check fees as well. Fees and policies vary across financial institutions, so be sure to contact yours to get an understanding of the fees theyre charging you. Youll be responsible for paying any fees in addition to the negative balance on your account.

    The average overdraft fee in the U.S. is around $30.

    Can You Overdraft A Credit Card

    Since credit cards are linked to a line of credit, rather than a bank account, overdrafting in the traditional sense is not quite what happens. Instead, you might make a purchase that exceeds your credit limit. Most banks will allow you to exceed the credit limit on your credit card, but it comes at a price. Any card issuer must disclose what fees youll incur if you exceed your credit limit and you should be able to find this information on your credit card agreement.     Reliacard Activation Time Limit & Expiration

    You must activate your card within 12 months of your first benefit payment, otherwise your payments will return to TWC. We cannot reissue these benefits.

    Your ReliaCard is valid for two years, even if you stop receiving unemployment benefits. The expiration date is on the front of your card. Keep your ReliaCard in case you apply for benefits again before it expires. To avoid being charged a monthly inactivity fee, do not keep a balance on your card for more than 12 months without using it.

    If you are receiving benefits when your card expires, U.S. Bank will automatically mail you a new card.

    You can use your ReliaCard to:

    • Make retail purchases anywhere Visa debit cards are accepted. Look for the Visa logo.
    • Get cash back when you use your card for retail purchases at participating merchant locations. The amount of cash back may vary by store. Be sure to ask about cash-back limits before beginning your transaction.

    Select Credit or Debit to make a purchase. Select Debit to get cash back with your purchase at participating merchants. You will have to enter your PIN and indicate the amount of cash you want in addition to the cost of the purchase. If you select Credit, you will need to provide your signature, and you cannot get cash back.

    You cannot use your ReliaCard to:

    • Pay for gasoline at the pump. To protect you from overdrafts and pre-authorization holds, you must go inside the service station and pay at the counter before you start pumping gas.

    How Much Can You Overdraft

    Well, it really depends on your bank and the kind of client you are. The amount that your bank will let you overdraft is usually between $0 and $1,000.
