And the failure of the thin bill proposed by the Republicans means that there is currently no additional funding to provide unemployment support for the remainder of 2020.

So what happens now? In short, some states are reaching their last week to provide unemployment benefits as indicated by the executive action President Donald Trump signed in early August known as Lost Wage Assistance which uses Federal Emergency Management Agency funds.

Pandemic Unemployment Benefits Expired On Labor Day Could They Be Renewed

Millions of Americans lost jobless benefits this month. Some lawmakers are proposing that aid be reinstated in an upcoming spending package. Here’s the latest.

The September termination of unemployment benefits was considered the largest in US history.

After the pandemic-related expansion of unemployment insurance ended on Sept. 6, roughly 7.5 million people lost their benefits entirely, with millions more losing the $300 weekly bonus checks. The temporary federal benefits — which included coverage for those normally ineligible for jobless aid, like gig workers and the long-term unemployed — were in place since spring 2020 to help those who lost income from COVID-19 restrictions or layoffs.

This week, a group of Democratic lawmakers, led by Reps. Cori Bush and Alexandria Ocasio-Cortez, called to reform the unemployment system in the coming $3.5 trillion House spending plan. In a , they noted that the country now “denies life-saving resources to over two-thirds” of those without jobs, as aid now covers “less than half of lost wages.” They also noted that 90% of unemployed workers and “especially Black and Brown communities” have been left with no benefits at all.

Federal Programs That Expanded Unemployment Programs Are Expiring

• Federal programs that expanded and extended unemployment benefits are expiring.

  The week ending Sept. 4, 2021 is the last payable week of benefits from these programs that were established with the Coronairus Aid, Relief and Economic Security Act and continued under the American Rescue Plan Act:
• Pandemic Unemployment Assistance: for the self-employed, freelancers, independent contractors and others who don’t qualify for regular unemployment benefits.
• Pandemic Emergency Unemployment Compensation : Extends benefits after you run out of regular unemployment benefits.
• Pandemic Unemployment Compensation : The extra $300 a week for all eligible claimants.
• Mixed Earners Unemployment Compensation : Provides an additional $100 per week to certain claimants who have earned at least $5,000 in net self-employment income.

If you have eligible weeks prior to Sept. 4:

• If we find that you are eligible, we will continue to process and pay benefits for weeks you claimed through the week ending Sept. 4. Your certification for the week ending Sept. 4 will be due after that date, however, you will still be able to certify for that week on your regularly scheduled certification day and time.

Each state handles and regulates its unemployment benefits differently, so whether or not you qualify for unemployment will depend on a variety of factors in your state. According to the Department of Labor, there are three general criteria to be eligible for unemployment benefits:

• Youre unemployed through no fault of your own. In most states, this means you can only receive unemployment benefits if theres a lack of available work not if you voluntarily quit or are fired from your job.
• You have to meet hour and/or wage requirements. Each state has its own guidelines for the amount wages earned or hours worked before you can qualify for unemployment.
• You meet any additional requirements in your state. Additional unemployment requirements can vary significantly depending on where you live.

That $400 Boost More Like $300

So far, 49 states, the District of Columbia and two territories have been approved to take advantage of Trumps executive action-backed boost to weekly UI benefits known as the Lost Wages Assistance program. South Dakota is the only state to forgo participation.

When the president first announced the extended UI program, it was touted as a joint federal-state payout. States were required to front $100 and the federal government was responsible for covering $300, rounding the total boost out to $400.

Cash-strapped states, however, voiced concerns about being able to cover their portion of the bill, amid soaring health care and unemployment costs yet falling tax revenues. That led FEMA to eventually announce that states could use what they were already paying to count toward the match.

It made more states willing to sign onto the program , but it also meant that jobless Americans, in most cases, would see a $300 boost to their weekly checks, rather than the $400 that was initially broadcasted.

Could Pandemic Unemployment Benefits Be Extended Past Labor Day

Having passed the deadline, White House officials and lawmakers have not indicated the expired benefits will continue. Enhanced unemployment insurance programs were always intended to be temporary, and theres been no serious effort to extend the benefits, according to Stettner.

I think Congress just kind of got tired of this issue. Expanding these programs is not cheap, and they want to move on to other things, Stettner says. While theres a chance that Congress authorizes new unemployment benefits in the future, nothing has been announced.

First of all, plenty of states cutting federal unemployment checks are offering a one-off bonus for those who return to work.

For example, Oklahoma offers a bonus of up to $1,200 to the first 20,000 people who apply for it.

While Americans in Connecticut will get a bonus of up to $1,000.

What Are Extended Benefits

Extended benefits are additional weeks of unemployment compensation that are available to workers who have exhausted regular unemployment insurance benefits during periods of high unemployment. The basic Extended Benefits program provides up to 13 additional weeks of unemployment compensation when a state is experiencing high unemployment.

In some states, there may be an additional 7 additional weeks of extended benefits during periods of extremely high unemployment.

When Are Federal Benefits Set To Expire For All States

The short answer is that it depends. The federal unemployment benefits are set to expire on September 6th, 2021, but as some states begin to open up again, they are choosing to end the unemployment benefits even sooner than Labor Day.

The extra $300also known as the Federal Pandemic Unemployment Compensation or FPCUwas originally scheduled to end in March of 2021. Fortunately, a decision was made to extend the FPCU until September of 2021, but it is unlikely that it will be extended again.

This means there will soon be a significant decrease in funds that many Americans have been relying on for over a year. This can seem daunting, but the best way to manage a sudden change in income is to plan ahead, start looking for work as soon as possible, and be resourceful. A Compromise On Extending Unemployment Benefits

It appears highly likely that the President and his administration will have to provide some level of support to the millions of unemployed workers given the resurgence of the Coronavirus in several states that has forced extended business closures. As such a Senate proposal by the Democrats called The American Workforce Rescue Act , may provide a party line compromise that the president could get behind, particularly as the presidential election is only a few months away. The AWRA proposal would continue to provide the full $600 extra weekly unemployment payment as long as the states unemployment rate is above 11%. When it drops below 11% , it will start to phase out to $0 until the states unemployment rate drops below 6%. So essentially $100 less for every percentage drop between 11% and 6% of a states unemployment rate.

With the current provisions expiring in a few weeks, I expect that that Congress will eventually craft a bill to extend these UI benefits to the end of 2020 using a hybrid of one of the above proposals which may well also include another 2020 stimulus check to cover those not eligible for unemployment benefits.

The table below shows the impact of losing the extra $600 weekly payment against the maximum weekly benefit amount current paid by state unemployment agencies. As you can see, in several states it is pretty significant and the impact is much, much higher if you are not getting close to the maximum amount in your respective state.

Will Joe Biden Extend The Benefit Boost

Previously, President Joe Biden has said it “would make sense” for the extra federal aid to expire come September 6.

However, this was before the Delta variant became the dominant Covid strain in the US and with positive news of Americans getting back into jobs.

For the month of July, 943,000 Americans got jobs and the unemployment rate fell from 5.9% in June to 5.4%.

Last week, Jen Psaki, White House press secretary, said “there has not yet been any decision” about whether the benefits boost will be extended.

Who Lost Federal Unemployment Benefits On Labor Day

At the very start of the pandemic, the March 2020 CARES Act established temporary federal unemployment aid programs, and the American Rescue Plan in March 2021 extended those benefits to Labor Day. Here’s who was affected by the programs’ expiration, according to a detailed analysis of Labor Department data by the Century Foundation.

More than 3 million additional people lost Federal Pandemic Unemployment Compensation, the weekly bonus — initially $600, then $300 — that helped out-of-work Americans supplement benefits and recover some lost wages. If you’re still eligible to collect state unemployment insurance , you’ll continue to receive some compensation after the cutoff. But the amount will be lower without the weekly $300 bonus.

Some 3.3 million people lost all their Pandemic Emergency Unemployment Compensation, or PEUC, which extended aid to those who had already exhausted their state’s benefits period . This category includes workers who would have no longer been eligible to receive unemployment because they passed their state’s benefit window. The program provided up to 53 weeks of additional aid for those who had exceeded state allowances.

That’s not the full picture of everyone affected by unemployment. Reported jobless rates generally don’t account for those who have left the labor force entirely and are no longer counted as looking for work, such as the long-term unemployed.

Which States Will No Longer Give The $300 Bonus

Trumps executive memo directed the federal government to provide $300 per week for six weeks, beginning August 1. States that have already received and sent funds to recipients have reached the six-week limit, i.e., the checks will soon expire.

The President also asked each state to provide an additional $100, so in total recipients were receiving $400 per week in enhanced unemployment payments, although this additional payment granted by each state has been optional.

FEMA approved the LWA program for six weeks in 48 states along with Guam and Washington D.C. Nevada applied for assistance on September 2 and is awaiting approval, and South Dakota is the only state that chose not to apply for assistance. Arizona was the first state to send the US 300 bonus, on August 17.

These are the states that announced the end of the $300 bonus:

• Texas
• Montana
• Tennessee

The Texas Workforce Commission sent out notices saying that the last LWA check would be sent out during the week of September 5. It said it could not provide additional funds without additional federal action, but those who qualify for the weekly bonus will receive the equivalent of six weeks of checks. State labor agencies in Arizona, Iowa, and Utah announced the end of LWA for unemployment beneficiaries but that they will continue to receive the weekly benefits provided by the state.
