Unemployment Program Extensions Under Biden Arpa Stimulus Package
Under President Bidens $1.9 trillion federal coronavirus relief package, known as the American Rescue Plan , enhanced unemployment benefits will be extended until September 6th. This would be the week ending September 4th, 2021 in New Jersey. This includes the following extensions:
Pandemic Unemployment Assistance The PUA program, designed for freelancers, gig workers and independent contractors or those that generally dont qualify for regular state unemployment, has been extended to September 6th, 2021 . This brings the total number of weeks in the program to 79. The minimum PUA payment is still 50% of a states average weekly benefit amount and limited to the states maximum weekly benefit amount .
Federal Pandemic Unemployment Compensation The new stimulus bill funds another 25 weeks of weekly supplementary/extra unemployment at the current $300 level. Payments for the $300 weekly payment will continue until early September for a total of 25 weeks and eligible claimants those getting at least $1 from state and federal unemployment programs can get a maximum of $7,500 if they qualify for all weeks covered in this new extension. The other $100 supplementary payment for Mixed Earners was also extended by 25 weeks.
Pandemic Emergency Unemployment Compensation The PEUC program, which extends coverage for those who have exhausted regular and extended state unemployment, has also been extended until the week ending September 4th, 2021.

Users were able to check their claim status but unable to log into their accounts. Residents took to Twitter to alert the department the system was down. Thousands of others have been tweeting at the department over the last several weeks begging for help.
It was unclear how long the server had been down.
Filing for unemployment has become nearly impossible for New Jersey residents out of work due to the COVID-19 crisis due to the overwhelming number of residents looking to file a claim.
A historic 576,904 workers applied for unemployment insurance for the first time over the last three weeks starting March 15, as businesses shuttered to stop the spread of the coronavirus. Thats hundreds of thousands more than the claims filed in all of 2019.
According to a spokesperson Claims will be backdated, so if there is a delay in an application, the person will still receive all eligible benefits.
Do You Meet The Minimum Earnings Requirement
Virtually all states look at your recent work history and earnings during a one-year “base period” to determine your eligibility for unemployment. . In New Jersey, as in most states, the base period is the earliest four of the five complete calendar quarters before you filed your benefits claim. For example, if you filed your claim in October of 2021, the base period would be from June 1, 2020, through May 31, 2021.
During the base period, your earnings must meet one of the following requirements:
You must have worked at least 20 weeks in the base period and earned at least $200 per week, or
You must have earned at least $10,000 total during the base period.

Amount And Duration Of Unemployment Benefits In New Jersey
If you are eligible to receive unemployment, your weekly benefit rate will be 60% of your average weekly earnings during the base period, up to a maximum of $713. This number is then multiplied by the number of weeks that you worked during the base period, up to a maximum of 26 weeks. For example, someone with a weekly benefit rate of $300 who worked for 26 weeks will be entitled to a total of $7,800 .
When To Report You Worked And Earned Wages
If you start a shift on Saturday that ends on Sunday, the hours worked and wages earned during that entire shift must be reported on your weekly claim that includes the Saturday.
Hours: Report hours and minutes worked.
Wages: Wages include any type of pay for full-time or part-time work you do in the week. Wages must be reported in the week they are earned, even if they will not be paid until a later week.
If you worked at a company through a temporary help agency you are considered an employee of that agency, not of the client company where you did the work.
- Worker’s Compensation payments must be reported on the claim for the week to which the payment applies.
- Bonuses and profit sharing income must be reported on your weekly claim the week you are paid the bonus.
- Commission Sales: There is a special way to report work and wages from commission sales. If you worked, you must report the hours and minutes that you worked even if you earned no commissions. If a commission is earned, it must be reported on your weekly claim, usually for the week in which the sale is made.
You must report all work, hours, and wages regardless of the amount. Failure to do this may result in overpayment of benefits and penalties, including prosecution.
Do not report the following activities as “work” on your weekly claim certifications, and do not report the income from these activities as wages:

Eligibility Requirements For New Jersey Unemployment Benefits
In New Jersey, the Department of Labor and Workforce Development handles unemployment benefits and determines eligibility on a case-by-case basis. Applicants must meet the following three eligibility requirements in order to collect unemployment benefits in New Jersey:

If Your Weekly Claim Certification Raises An Eligibility Question

The claims specialist may take a short statement from you immediately or you may be asked to provide information at a later date. You may be scheduled for a fact-finding interview or be contacted by telephone or mail. Even though you are told that your claim has been accepted, you MUST call a claims specialist if told to do so. If you do not call a claims specialist as you are told, you could lose benefits.

Unemployment Program Extensions Under Covid Relief Bill
The $900 billion COVID-19 relief package was passed into law on Dec. 27, 2020, which among several other pandemic relief measures extends and provides additional federal funding for enhanced unemployment benefits. This includes the Pandemic Unemployment Assistance , Pandemic Emergency Unemployment Compensation and a reinstatement, but halving of the Federal Pandemic Unemployment Compensation Program which provides a $300 supplemental weekly unemployment payment. These programs have been funded and extended for 11 weeks , covering the weeks of December 27th, 2020 to March 14th, 2021. To receive FPUC benefits, you must be receiving regular UI, PEUC, EB, or PUA.
NJ DOL 2021 11-week Extension Payment Details and Updates on $300 FPUC, PUA and PEUC
NJDOL has successfully completed programming for the 11-week benefit extension for the over 75,000 expired PUA and PEUC claims. Claimants who had been waiting and are eligible to claim these 11-weeks should have been notified by email and can certify during their regular schedule once the extended weeks are added to their claim balance. If you have not received your notification AND cannot certify in the next few days your claim is likely held up due to additional manual processing/verification or you were deemed ineligible. When Can I Expect My First Payment
The soonest you will receive a payment is during the third week of your benefit account.
Why do I have to wait until the third week?
- You always request benefits for a past week. You cannot request benefits for the current week or a week in the future.
- The first week you are eligible for benefits is your nonpayable week. .
- For most applicants, the second week is the first payable week and is requested the third week of their account.
Your first payment may be delayed beyond the third week if:
- You had earnings greater than your weekly benefit amount or worked 32 or more hours .

Is There A Benefit Year Glitch For Nj Unemployment Workers Say There Is
Traditional unemployment lasts for 26 weeks. The CARES Act stimulus package extended federal benefits for 13 more weeks. Then because of the high unemployment rate, New Jersey extended its benefits another 20 weeks, giving most workers a total of 59 weeks.
The Labor Department previously said that workers dont have to do anything to get the extended benefits. Its supposed to transition automatically.
But some workers claim a simple issue is stopping some of the payments.
They call it the benefit year glitch.
The Labor Department, which paid out $6.2 million in these extended benefits last week, didnt respond to multiple requests about the issue.
Heres what happens, according to dozens of workers who said their benefits ceased one year after they first filed even though they were due more weeks because of expanded benefits.
When you first file for unemployment benefits, you have an end date for your claim, which stays open for a year, or 52 weeks.
But because of expanded benefits, those who qualify get 59 weeks seven weeks longer than your one-year claim.
Thats where the glitch comes in, workers said.
James Brown from Jersey City said it is happening to him.
He successfully certified for four weeks with no issues, he said, but for the week of Aug. 2, he hit a wall.
Brown isnt alone.

Rules For The Wait Week For Unemployment
In some states, serving a full week of unemployment is a requirement for collecting any unemployment benefits from the unemployment insurance plan. This week, called the waiting week, prevents claimants from making two- or three-day claims for benefits. You can apply for your benefits anytime between your last day of work and the last day of your waiting week as long as you input the correct job separation date. It’s not a rule in every state, so check with your state labor office for details.

Nj Labor Department Clarifies Unemployment Certifying Process
Goal is to get New Jersey claimants Paid Without Delay
TRENTON With more than 600,000 people now collecting unemployment in New Jersey, the Department of Labor is helping claimants through the process of certifying for weekly benefits so they receive payment without delay.
The US Labor Department requires unemployment recipients to certify for benefits each week. In New Jersey, that means answering seven questions and attesting to the truthfulness of the answers.
But, the certification questions have proven an obstacle for tens of thousands of filers per week because of their work situation. For example, a worker who expects to be recalled to their job after COVID-19 should nonetheless answer yes to the question, Were you actively seeking work?
Answering the certifying questions incorrectly will delay payment of benefits.
Thats why the Labor Department has created a how-to guide to walk claimants through the questions. The how-to guide pops up whenever claimants certify for weekly benefits online, and requires them to check a box verifying that they have read the guide. It is also available on the Departments website.
The department urges everyone to read the guide before certifying for benefits.

Under the CARES act, there are three types of federal unemployment assistance now available: Pandemic Unemployment Assistance : expands eligibility for individuals who are typically ineligible forUnemployment benefits, for example independent contractors, and self-employed and gig workers. Federal Pandemic Unemployment Compensation : provides an additional $600 per week, on top of regular benefits, to all recipients of Unemployment Insurance retroactive to the week ending April 4, 2020. Pandemic Emergency Unemployment Compensation : provides an additional 13 weeks of Unemployment benefits to all recipients.

Federal Enhanced Benefits Have Ended In New Jersey
The NJ DOL has confirmed that claimants on the PEUC, PUA, MEUC and FPUC programs will file/certify for benefits for the last time covering the week ending September 4, 2021.
Any active claims, with or without remaining balances, will expire after this date and any weeks after Sep 5th will NOT be paid. The only exception are retroactive payments for validated claims after a successful determination or appeal.
While there has been a lot of discussion around extending pandemic unemployment benefits, the Biden administration has confirmed that states will have to use already allocated stimulus funding to expand or extend traditional state unemployment programs.
The NJ DOL has not indicated that is planning to do so at this stage and Governor Murphy recent stated the following in recent remarks confirming this position:
Some claimants may be eligible for State Extended Benefits , but after September 4th all claimants must have a regular UI claim to continue receiving benefits.

When To Expect Your Payments
Wisconsin has a waiting week for unemployment benefits. For every new benefit year, no benefits are payable for the first week you would otherwise be eligible for benefits. After the waiting week has been claimed, benefit payments for subsequent weeks are usually made within 7 days after a completed weekly claim certification has been received , but payment could be delayed for a number of reasons. For example, an incomplete claim or an eligibility issue will delay payment.
Do not expect to receive your benefit payments on the same day or within the same amount of time each week.
