Who Is Eligible For Both Medicare And Medicaid

To qualify for Medicare, individuals generally need to be 65 or older or have a qualifying disability. There are several levels of assistance an individual can receive as a dual eligible beneficiary. The term full dual eligible refers to individuals who are enrolled in Medicare and receive full Medicaid benefits.

Is There A Work Requirement

Yes, two of them.

First, if youre between the ages of 16 and 59, youre supposed to enroll in relevant state training programs, accept suitable offers of employment and not quit voluntarily or choose to work less than 30 hours per week. But there are exceptions, including for people caring for children under 6 years old or incapacitated adults, and those who have a physical or mental limitation or are participating regularly in a drug or alcohol treatment program.

Theres another set of rules for people between the ages of 18 and 49 who are both able bodied and have no dependents, including working or participating in a work program at least 80 hours per month. You can read more about them on the Department of Agricultures website.

Waivers sometimes apply to work rules as well, which is why its important to apply for SNAP if youre not sure how your own work situation applies, instead of just assuming that youre ineligible.

Dont Expect Food Stamps If Youre Unemployed And Childless

Senior Reporter, HuffPost

WASHINGTON — As many as a million Americans will be kicked off food stamps this year thanks to the return of federal rules targeting unemployed adults without children.

That’s according to a new analysis by the Center on Budget and Policy Priorities, a liberal Washington, D.C. think tank, which finds that no fewer than 500,000 people will lose benefits.

“The loss of this food assistance, which averages approximately $150 to $170 per person per month for this group, will cause serious hardship among many,” the Center on Budget says.

New Jersey, North Carolina, Georgia and 20 other states will allow able-bodied adults without dependents to receive food assistance for only three months unless they work at least 20 hours per week. Though states are carrying out the policy, it’s a requirement of federal law that had been waived for the past several years because of widespread joblessness.

With unemployment rates tumbling, the rule is returning. Several states brought it back ahead of schedule last year, and by the end of this year, only a handful of states will qualify for waivers from the rule.

“It’s inexplicable how anyone could call compliance with a federal policy a punitive action by the state,” a spokesman for New Jersey Gov. Chris Christie told The Associated Press last week in response to criticism that the policy punishes poor people.

Can You Get Food Stamps If You Are Homeless?

If you have limited income, restricted countable resources and are already receiving SSDI or SSI, you may also qualify for SNAP benefits. On the other hand, if you do not have limited income and resources, you will not be eligible for SNAP benefits even if you are accepting other financial aid from the government.

Nonetheless, SNAP does have a few special rules for disabled people.

For instance, if you are receiving SSDI, you will also automatically be considered disabled by SNAP. Therefore, you may be able to deduct some of your medical expenses from your income. Households with elderly or disabled members usually have an advantage in SNAP eligibility, even in households that already have an SSI beneficiary.

The Food Stamp Program Benefit

Once eligibility is established, participating households are expected to be able to devote 30 percent of their counted monthly cash income to food purchases. The FSP benefit then makes up the difference between 30 percent of countable income and a maximum benefit level that is derived from a model budget developed by the U.S. Department of Agriculture, called the Thrifty Food Plan . Because both the TFP and the allowable standard deduction vary by household size, benefits vary as well. The maximum benefit schedule is detailed in Table 1. Few households receive the maximum benefit, because most have countable income.

Table 1. Maximum monthly Food Stamp Program allotment and income limits, by household size, 2004

Household
a. Values differ for Alaska, Hawaii, Guam, and the U.S. Virgin Islands.
b. Gross income is the householdâs total nonexcluded income before any deductions. Net or countable income is gross income less allowable deductions.

Calculation of the FSP benefit is highly dependent on the nature and amount of deductions for the household unit. Consequently, benefit calculation is best illustrated by example. We begin with a simple illustration of eligibility and benefit determination pertinent to SSI recipients and then highlight variants.

Income Levels For Calfresh Qualification

While it is entirely possible for an individual to qualify for CalFresh benefits while receiving UI benefits, that depends on how much the individual gets in unemployment compensation. Even if this is a small amount of cash assistance, if others in the household earn a significant gross monthly income, the household income might not qualify.

The current federal poverty level for a household of one person is $1,064.00 a month, and for a household of two people, $1,437.00 a month. If two people in the household are getting UI benefits in California of $400 a week, their combined income of $3,200 is too high for CalFresh eligibility.

How Did The Bill Change Snap

Former CFO Now Unemployed, on Food Stamps After Viral Video

Thanks to the stimulus package, all SNAP recipients will receive a 15% boost in monthly benefits that will run from January 2021 to June 2021. That amounts to around $25 more per person, per month, said Lisa Davis, the senior vice president of the No Kid Hungry Campaign. A family of four will get an extra $100 a month.

The $300 a week federal unemployment boost in the bill will also not count toward peoples income when they apply for SNAP, making more jobless people able to qualify.

This helps to make sure that some struggling families wont lose food assistance because they are receiving modest unemployment benefits, Davis said.

Among other changes, the bill also allocates $5 million to the Department of Agriculture for it to expand peoples ability to order their food online.

Tips For Applying As A Separate Household

Record Number Of Californians Apply For Unemployment, Food Stamps Due To Pandemic

If you live in a house with other people who you do not share food with, its very confusing to fill out the application, because they ask you to list everyone you live with and then ask for all their info. If you are applying as a separate household, what do you write here? Heres a few ideas our readers have tried:

John applied in person. When the caseworker asks for the name, financial information and social security numbers for everyone in his household, he explained, I dont have that information. I live with other people but they are not part of my food stamps household. I purchase and prepare food separately.

Judy did the same thing, but over the phone.

Another option is to add in everyones name and financial information, and then check the box indicating whether your food is combined or separate, and then check with your caseworker to be sure it was entered correctly.

Your county has 30 days to approve or deny your case. Some people with very low income can get expedited services, and their cases should be processed in 3 days. Because of the pandemic, counties are receiving a higher volume of applications than normal. It may take longer than usual to hear back. If its been more than two weeks and you havent gotten any mail or phone calls from your county, or you want to contact your county office, you can find their phone number here.

Youâll need to apply.

Many people donât try to access the benefit because they assume theyâre ineligible or worry about the stigma, said Carrie R. Welton, director of policy at advocacy group The Hope Center for College, Community and Justice.

âPeople will bring their own shame into this, but these are taxpayer resources,â Welton said. âThis pandemic is not anyoneâs fault.â

SNAP has rules around how much you can own in assets and earn in income to qualify. But certain expenses, including your rent and childcare costs, can be deducted, Welton said. And again, the recent stimulus package excludes the federal unemployment boost from peopleâs income.

Can You Have Medicaid And Medicare

Yes! This is known as dual eligibility, and most of your health care costs are likely covered. Medicare is typically considered to be the primary insurance , and Medicaid is the payer of last resort.

Medicaid pays only after Medicare, employer group health plans, and a Medicare Supplement insurance have paid. Note: If you qualify for Medicaid and your income/circumstances are unlikely to change, you should not need supplemental insurance.

Medicaid helps Medicare beneficiaries with Medicare premiums and cost-sharing. Also, it provides many of them with benefits not covered by Medicare, such as help with long-term care needs, some medications, or eyeglasses.

If you, as a Medicare beneficiary, qualify for Medicaid, you are automatically eligible for Extra Help, a Medicare program to help pay for drug costs like premiums, copays, and deductibles.

Some states and health plans offer Medicare-Medicaid plans for certain people who have both Medicare and Medicaid to make it easier to get the services they need.

As with anything that is Medicaid related, contact your state agency for assistance.
