Effective April 1, the Coronavirus Aid, Relief, and Economic Security Act significantly increases access and benefits for unemployment insurance and the Supplemental Nutrition Assistance Program , previously known as food stamps. These two programs responded quickly during the Great Recession to become the most important strands in the social safety net. Many adults received benefits from one or both programs during the crisis. Features of the massive federal fiscal stimulus in CARES Act suggest the patterns of SNAP and UI program use might differ, however, from the Great Recession.

Before and After the Great Recession

SNAP most often benefits low-income households, while UI mainly serves workers who have lost their jobs. Figure 1 shows that participation in both programs rises when the unemployment rate increases. Although participation in UI rises and falls quickly in response to changes in unemployment, SNAP participation is far more persistent, even as employment conditions improve.

After the Great Recession, enrollment in both programs jointly was not uncommon. Low-income working households already receiving SNAP turned to UI after job loss, and unemployed workers who remained jobless and suffered large income losses turned to SNAP. Averaged across a group of six states which together are representative of the nation, my coauthors and I estimate that UI receipt among SNAP households ranged from 4.5 percent in 2006 to 11.3 percent in 2009.

The Program Isnt Perfect

One issue I have with SNAP/food stamps is that eligibility is based most on income and not on wealth and assets. Im not sure if this is true in all states, but in Connecticut if you make under a certain amount per month , youre not required to disclose any of your assets. What you own isnt count against the assistance you receive.

This essentially means that millionaires can collect food stamps as long as their present income is below a certain limit. Myself and others collecting foodstamps were really bothered by this fact, and it really didnt make sense as to why this loophole was allowed to stay open.

Another thing I have mixed feelings on is that in Connecticut you can buy virtually any food you want with food stamps. While I think everyone should have access to healthy foods rather than processed junk, Im not sure that someone should be allowed to purchase organic or luxury foods with food stamps. Ive seen people doing this a few times at my local Co-Op, and it just makes me wonder if they really need the food stamps since theres no way that theyre going to be able to afford enough food with their food stamp assistance at the prices theyre paying.

Income Levels For Calfresh Qualification

While it is entirely possible for an individual to qualify for CalFresh benefits while receiving UI benefits, that depends on how much the individual gets in unemployment compensation. Even if this is a small amount of cash assistance, if others in the household earn a significant gross monthly income, the household income might not qualify.

The current federal poverty level for a household of one person is $1,064.00 a month, and for a household of two people, $1,437.00 a month. If two people in the household are getting UI benefits in California of $400 a week, their combined income of $3,200 is too high for CalFresh eligibility.

The SNAP program has eligibility standards for both gross and net monthly income. Most people will need to fit within both the gross and net income guidelines in order to be eligible. Exceptions to this include the elderly. For households including at least one person over the age of 60, only the net income standard is applied. Another exception is those receiving TANF and SSI.

The table below shows the maximum gross and net monthly income based on family size for SNAP eligibility. The gross income is the income you make prior to any deductions. Net income is after deductions. The only exceptions to the chart below are Alaska and Hawaii, which have higher income limits due to the significant increase in cost of living.

Definition Of A Household

When determining eligibility, you need to provide information on all members of the household. A household, for this situation, is defined as all individuals that live together and purchase and prepare meals together. Likewise, you may have people living with you that are not considered part of your household. For example, if you rent a room to someone that does not purchase or prepare food with you, they are not part of your household. However, whatever they pay you for rent has to be counted under income.

There are two exceptions to this definition. The first is a household that includes a husband, wife, and children under 22 years of age. This group will be considered a household even if they purchase and prepare meals separately. The second exception is elderly or disabled individuals that are unable to purchase and prepare their meals independently and live with others that do.

Yes, you can own a house and get food stamps. A house is considered an asset and each state has different asset limits. In general, the home you live in is not considered an asset that the food stamp program considers, but if you have a second home, this could disqualify you.

Here is an example.
