Overview And Implementation Details
In response to the COVID-19 pandemic, the Federal government acted by passing the Coronavirus Aid, Relief, and Economic Security Act. As a result, the Massachusetts Department of Unemployment Assistance implemented three new programs: Federal Pandemic Unemployment Compensation FPUC), Pandemic Unemployment Assistance , and Pandemic Emergency Unemployment Compensation .
The Continuing Assistance to Unemployed Workers Act, effective December 27, 2020, extended benefits under the CARES Act to March 14, 2021, and added a new program, Mixed Earner Unemployment Compensation.

Ending Aid Hasn’t Spurred Hiring
Critics of pandemic aid have said generous benefits, including a $600 weekly supplement that dropped to $300 per week last summer, have kept people from accepting new jobs that would jumpstart the economy. Many employers, particularly in leisure and hospitality, have had trouble filling a growing number of opening roles as consumer activity has picked up since the spring.
But Census Bureau data suggests recipients didn’t rush to find jobs in states that cut off pandemic aid early, according to research from Arindrajit Dube, an economics professor at the University of Massachusetts Amherst.
Previous research has suggested that financial assistance hasn’t kept people from taking jobs, but rather availability of paid work workers’ individual health and safety concerns and access to child care all play a large role in whether or not they can find suitable work during the pandemic.
All three are concerns for Samantha Lyons, 48, from Kansas. She used to run her own business as a real estate consultant, but lost all of her work once the pandemic hit. The last time she received a PUA benefit was on December 26, 2020. For the last seven months, she’s contacted everyone she can think of to figure out why her claim was flagged for fraudulent activity. Without access to her benefits, she’s had to take out payday loans, racked up debt, ruined her credit and lost her housing.

With two weeks left of the federal unemployment program, more than 116,000 out-of-work Coloradans will be impacted by the end of federal relief, and 87,147 people will lose all benefits, state labor officials said.
These federal programs are ending effective the week ending Sept. 4, which is the final week that claimants can request payment on the federal unemployment benefits program, Philip Spesshardt, director of the states division of unemployment insurance, said Friday during a press conference.
That includes Pandemic Unemployment Assistance, which paid unemployment benefits to gig workers and the self-employed for the first time ever, and Pandemic Emergency Unemployment Compensation, which offered nearly a years worth of extended benefits to those whod exhausted regular state claims. The $300 weekly bonus to anyone on unemployment also ends. As of Aug 14, 116,390 people were receiving that $300, officials said.

Jobless Workers Are Concerned About Delta Variant
Rising Covid cases due to the contagious delta variant make finding a suitable job even harder.
For Lyons, who is immunocompromised, the part-time minimum-wage jobs available in her area present more risk than opportunity. She worries for in-person workers whose workplaces don’t mandate Covid health and safety protocols, like vaccine requirements, masking or social distancing.
“I’m all my kids have,” she says. “I’m not going to put myself in harm’s way for $8 an hour that won’t even pay the rent.”
In Tennessee, Keeton isn’t hopeful that Congress will extend aid again before September. They’re already planning to move across the country to Colorado to live with a friend if they’re unable to find another way to pay the bills.
Even if an extension is granted, they worry governors could end federal assistance on a state-by-state basis. “I think it could be more devastating than what people in Congress are prepared for,” Keeton says.

People getting PUP since July 2021 can qualify for the Back toEducation Allowance . You do not have to satisfy the usual timelimits for BTEA. For example, you may qualify for BTEA for a 3rd level courseeven if you have been getting PUP for less than 9 months. You must be enteringthe first year of your course.

Expanded Pool Of Workers Still Eligible

The extended CARE act is expiring soon, meaning all three of the extended unemployment benefits, the Pandemic Emergency Unemployment Compensation , Pandemic Unemployment Assistance and the extra unemployment benefits will be ending. Cutting Off Benefits Hasnt Fixed Perceived Labor Shortages
States that cut off benefits early have backed up their decisions with anecdotes of worker shortages to push people back to work.
But early cutoff data doesnt validate those claims. Analysis from workforce management firm UKG reported states that ended benefits in June saw half the shift growtha measure of the number of worker shifts completedin July versus states where the unemployment boost has continued.
Another report from payroll company Gusto found that employment growth was similar for states that retained the benefits versus cut them off.
The slower-than-anticipated job growth, especially in states that have ended benefits early, indicates a disconnect between the jobs available and what workers are looking for. Census Bureau data from early August showed that only 9% of unemployed individuals were in that situation because they didnt want to work.
The unemployment rate, which is known to undercount the number of jobless people, is still at 5.4% as of July.
