Pathways to Work 2021-2025 represents the next iteration of the governments national employment services strategy and is the governments overall framework for activation and employment support policy.
Pathways to Work 2021-2025 is a multi-annual strategy with a mid-term review to be undertaken in 2023. The aim of the strategy, which contains 83 specific commitments, is to assist people back to work as the economy and labour market recovers from COVID-19.
Pathways to Work 2021-2025 is a key delivery mechanism of the national Economic Recovery Plan, in particular for its second Pillar on Helping people back into work. The Economic Recovery Plan seeks to foster a jobs-led recovery, with Pathways to Works goal being to ensure that as many of these opportunities as possible are filled by people who are unemployed.
This strategy sets out how the Public Employment Service can utilise its capacity to deliver effective services in a post-COVID labour market, with increased demands for such services amongst those who have permanently lost jobs arising from the pandemic.
In addition, the strategy will seek to support those who were unemployed or underemployed prior to the pandemic, particularly those who face additional challenges, such as people with disabilities, lone parents and minority groups, including people from the Traveller and Roma communities.

Youth Strategies To Guide Policies For Young People During A Crisis
National youth strategies and plans can help guide policies across ministries and sectors, and most OECD countries had such youth-specific strategies prior to the COVID19 crisis, although they differ in scope and ambition. 22 out of 37 responding OECD countries have an operational national youth strategy covering multiple sectors, and five were in the process of elaborating a new or updated strategy . These findings are consistent with a survey in April 2020, in which 25 OECD countries reported having an operational national youth strategy .
In October 2020, amidst concerns over the impact of the crisis on employment prospects of young people, all EU countries adopted a Recommendation reaffirming their commitment to ensuring that all young people under the age of 30 receive a good quality offer of employment, continued education, an apprenticeship or a traineeship within four months of becoming unemployed or leaving formal education. When a country slips into recession the governmentworking through the Federal Reserveworks to reduce unemployment by boosting economic growth. The primary method used is expansionary monetary policy.
During an expansionary policy, the Federal Reserve eases monetary policy by reducing the federal funds rate and buying U.S. Treasury and mortgage-backed securities on the open market, which increases the supply of money in the economy. Collectively, these tactics are designed to reduce interest rates across the yield curve, which spurs businesses to borrow money to buy capital equipment and hire more workers. It determines the pace at which jobs are created, and therefore the unemployment rate. Recent research I have done shows that virtually all of the increase in Australias rate of unemployment since the start of 2008 can be explained by slower economic growth.
Once the rate of economic growth becomes sufficient to generate a higher rate of job creation, it is young job seekers who will benefit most. Being the largest share of job searchers, they will get the largest share of the new jobs. Therefore, the employment rate of the young will increase, and their unemployment rate will decrease by more than for the rest of the population.
The best way for a government to reduce youth unemployment then is to keep economic growth as high as possible. The other main way to improve labour market outcomes for the young unemployed is through targeted programs that make them job ready and create pathways to employment. Programs that provide these services to the young unemployed can increase their opportunities to move into work when extra jobs become available.
There is, however, a problem. Having programs targeted to improve outcomes for the young unemployed sounds good in theory, but the practice has been more difficult. Designing programs that work has been a major challenge.

In this coursework I aim to research into unemployment in the UK and explain why unemployment is high in certain areas, whilst low in others. I will also explain what the government is doing at the moment to get more people into employment. I will mainly focus on the Governments ‘New Deal Scheme’ which tackles the ongoing unemployment problem by offering subsidies to companies to employ workers who would otherwise be on the dole. Proposals for higher infrastructure spending or new ways of editing the labour market produce little confidence, there’s a general feeling that everything has been tried in the past, and has proven to be unsuccessful. Former solutions to tackle unemployment don’t work because they do not recognise that its causes aren’t just to do with the economy, but culture and politics has as much to do with employment levels.
