Changes in Sight for Bay Area Residents Who Were Relying on Unemployment Benefits

Causes of unemployment vary from one country to another butthe major ones include

  • Rise in Population: The demand for jobs increases with the rise in population.
  • Climate Change: Change in climate has made it difficult for people to rely in farming as a source of employment.
  • Globalization or Technology: With the world becoming interconnected multinational companies are killing small local companies which used to be a source of employment. For instance, with people getting used to shopping online most malls are closing down.

Pathways To Work 2021

Pathways to Work 2021-2025 represents the next iteration of the governments national employment services strategy and is the governments overall framework for activation and employment support policy.

Pathways to Work 2021-2025 is a multi-annual strategy with a mid-term review to be undertaken in 2023. The aim of the strategy, which contains 83 specific commitments, is to assist people back to work as the economy and labour market recovers from COVID-19.

Pathways to Work 2021-2025 is a key delivery mechanism of the national Economic Recovery Plan, in particular for its second Pillar on Helping people back into work. The Economic Recovery Plan seeks to foster a jobs-led recovery, with Pathways to Works goal being to ensure that as many of these opportunities as possible are filled by people who are unemployed.

This strategy sets out how the Public Employment Service can utilise its capacity to deliver effective services in a post-COVID labour market, with increased demands for such services amongst those who have permanently lost jobs arising from the pandemic.

In addition, the strategy will seek to support those who were unemployed or underemployed prior to the pandemic, particularly those who face additional challenges, such as people with disabilities, lone parents and minority groups, including people from the Traveller and Roma communities.

Low Future Prospects For Young People

The pandemic may also be why younger people are having more difficulty finding employment in Portugal, and that is especially true for people looking to start their businesses. COVID-19 has made it more difficult for entrepreneurs and small business owners to find loans because banks no longer have much money available to invest or lend out. Young adults may not follow their dreams of starting a new company, making it even more difficult for them to get a good job.

Portugal pandemic

Unemployment has remained a considerable problem for Portugal since the 2014 economic crisis, and it only got worse through the COVID-19 pandemic. However, the government has adopted some measures to fight the problem. It has invested in education programs and ways to prevent the problem from the root. It has also explored ways to reduce inflows from the working population and increase outflow to employment and education.

Where Do I File For Unemployment Insurance

Unemployment insurance is a joint state-federal program that provides cash benefits to eligible workers. Each state administers a separate unemployment insurance program, but all states follow the same guidelines established by federal law.

Please see the map and list below to find the contact information for your state in order to apply for Unemployment Benefits.

One Of My Workers Quit Because He Said He Would Prefer To Receive The Unemployment Compensation Benefits Under The Cares Act Is He Eligible For Unemployment If Not What Can I Do

No, typically that employee would not be eligible for regular unemployment compensation or PUA. Eligibility for regular unemployment compensation varies by state but generally does not include those who voluntarily leave employment. Similarly, to receive PUA, an individual must be ineligible for regular unemployment compensation or extended benefits under state or federal law, or pandemic emergency unemployment compensation, and satisfy one of the eligibility criteria enumerated in the CARES Act, as explained in Unemployment Insurance Program Letter 16-20. There are multiple qualifying circumstances related to COVID-19 that can make an individual eligible for PUA, including if the individual quits his or her job as a direct result of COVID-19. Quitting to access unemployment benefits is not one of them. Individuals who quit their jobs to access higher benefits, and are untruthful in their UI application about their reason for quitting, will be considered to have committed fraud.

If desired, employers can contest unemployment insurance claims through their state unemployment insurance agencys process.

Government And Spending Expansion

In most countries, governments are the single largest consumer in the country. Government spending accounts for 30% – 40% of the GDP of many countries in the world today. Hence, governments have a large influence on the spending patterns and can alter them. Even in countries where governments do not interfere much with the economy, they certainly have powers to legislate laws and do so if they see fit.

Therefore when the negative sentiment in the market begins to rise and people cut their spending, governments have the power and the ability to counter these negative sentiments with their own spending. The size of the government ensures that it can more than compensate for the spending cuts undertaken by the individuals.

Hence the spending cuts by the individuals are counterattacked by spending rise by the government, keeping production and consumption constant and ensuring no job loss.

How Is Unemployment Controlled

Kimberly Amadeo is an expert on U.S. and world economies and investing, with over 20 years of experience in economic analysis and business strategy. As a writer for The Balance, Kimberly provides insight on the state of the present-day economy, as well as past events that have had a lasting impact.

Controlling unemployment depends on the type of unemployment that is trying to be controlled. People usually only ask this question when cyclical unemployment drives the unemployment rate above 7% or 8%. Cyclical unemployment is the result of the contraction phase of the business cycle, which usually causes a recession.

How Do We Stop An Unemployment Pandemic

As they try to emerge from the coronavirus crisis, the UK and US can learn from countries with more democratic workplaces

As we struggle to stop Covid-19, were being hit with a fresh pandemic of unemployment. In April, the number of people claiming unemployment benefits increased by the most since records began to reach almost 2.1 million, probably taking us to well over 10% unemployment. Its now obvious that the UK governments coronavirus job retention scheme , which subsidises 80% of peoples wages but did not put the necessary duties on employers to prevent them from firing employees, is failing in the one thing its meant to do: retain jobs.

Job numbers havent collapsed in other countries such as Denmark or Germany because they have security and democracy at work, not just wage subsidies. Unemployment in Denmark has risen to just 4.2%. Unemployment in Germany has risen to 5.8%. It might get worse, but its a fraction of the UKs problem.

Democracy and security at work make enterprise more rational. Directors elected by staff ensure managers think in the long term. In this crisis, short-term thinking isnt even creating so-called shareholder value, just a sinking spiral of dole queues and shuttered shops.

Government Spending: A Cure For Unemployment

COVID-19 Budget: What’s being done to help the unemployed?

All over the world, governments are held accountable for the unemployment rates prevalent in their country. It is as if, the governments main duty is not to govern but rather to provide employment to every willing person in the country. Therefore, whenever unemployment rears its ugly head, governments find themselves under increasing pressure to change the situation or else face the wrath of the public. In the past century or so, governments have resorted to a technique called government spending to achieve these objectives. In this article, we will take a closer look at what government spending is and what are its pros and cons.

Industrial Revolution To Late 19th Century

A description of the miserable living standards of the mill workers in England in 1844 was given by Fredrick Engels in The Condition of the Working Class in England in 1844. In the preface to the 1892 edition, Engels noted that the extreme poverty he had written about in 1844 had largely disappeared. David Ames Wells also noted that living conditions in England had improved near the end of the 19th century and that unemployment was low.

The scarcity and the high price of labor in the US in the 19th century was well documented by contemporary accounts, as in the following:

“The laboring classes are comparatively few in number, but this is counterbalanced by, and indeed, may be one of the causes of the eagerness by which they call in the use of machinery in almost every department of industry. Wherever it can be applied as a substitute for manual labor, it is universally and willingly resorted to…. It is this condition of the labor market, and this eager resort to machinery wherever it can be applied, to which, under the guidance of superior education and intelligence, the remarkable prosperity of the United States is due.”Joseph Whitworth, 1854

Scarcity of labor was a factor in the economics of slavery in the United States.

Youth Strategies To Guide Policies For Young People During A Crisis

National youth strategies and plans can help guide policies across ministries and sectors, and most OECD countries had such youth-specific strategies prior to the COVID19 crisis, although they differ in scope and ambition. 22 out of 37 responding OECD countries have an operational national youth strategy covering multiple sectors, and five were in the process of elaborating a new or updated strategy . These findings are consistent with a survey in April 2020, in which 25 OECD countries reported having an operational national youth strategy .

In October 2020, amidst concerns over the impact of the crisis on employment prospects of young people, all EU countries adopted a Recommendation reaffirming their commitment to ensuring that all young people under the age of 30 receive a good quality offer of employment, continued education, an apprenticeship or a traineeship within four months of becoming unemployed or leaving formal education. The reinforced Youth Guarantee builds on the Youth Guarantee from 2013, by extending the age limit of young people from 25 to 29 years and by requiring targeted and individualised approaches for vulnerable groups. The reinforced Youth Guarantee is forward-looking and looks to facilitate development of young peoples skills for a changing world of work, including the skills needed for the green and digital transitions.

The Federal Reserve And Unemployment

When a country slips into recession the governmentworking through the Federal Reserveworks to reduce unemployment by boosting economic growth. The primary method used is expansionary monetary policy.

During an expansionary policy, the Federal Reserve eases monetary policy by reducing the federal funds rate and buying U.S. Treasury and mortgage-backed securities on the open market, which increases the supply of money in the economy. Collectively, these tactics are designed to reduce interest rates across the yield curve, which spurs businesses to borrow money to buy capital equipment and hire more workers. Low-interest rates also tend to boost the housing market, spur auto sales, and increase personal consumption spending.

Unemployment Dip 2021: What can the government do to help ...

It is important to recognise that the main influence on their employment prospects is outside their control. This is the rate of economic growth. It determines the pace at which jobs are created, and therefore the unemployment rate. Recent research I have done shows that virtually all of the increase in Australias rate of unemployment since the start of 2008 can be explained by slower economic growth.

Once the rate of economic growth becomes sufficient to generate a higher rate of job creation, it is young job seekers who will benefit most. Being the largest share of job searchers, they will get the largest share of the new jobs. Therefore, the employment rate of the young will increase, and their unemployment rate will decrease by more than for the rest of the population.

The best way for a government to reduce youth unemployment then is to keep economic growth as high as possible. The other main way to improve labour market outcomes for the young unemployed is through targeted programs that make them job ready and create pathways to employment. Programs that provide these services to the young unemployed can increase their opportunities to move into work when extra jobs become available.

There is, however, a problem. Having programs targeted to improve outcomes for the young unemployed sounds good in theory, but the practice has been more difficult. Designing programs that work has been a major challenge.

What Can The Claimant Do If He Or She Believes A Job Offer Is Not For Suitable Employment

If a state raises an issue of failure to accept suitable employment, the state unemployment insurance agency must provide the claimant with an opportunity to provide his or her side of the story and to rebut any evidence provided to the state before making a final determination.

Most state laws allow for refusal of suitable employment for good cause, which is defined in state law. Criteria for good cause may include, but are not limited to, the degree of risk to an individuals health, safety, and morals the individuals physical fitness, prior training, experience, and earnings the length of unemployment and prospects for securing local work in a customary occupation and the distance of the available work from the individuals residence.

Claimants may file an appeal if they disagree with a states determination regarding suitable work. Please contact your state unemployment insurance agency for additional information.

I Run A Nonprofit Organization And Am A Reimbursing Employer Under My States Unemployment Insurance Program Due To The Economic Impacts Of The Covid

Contact your state unemployment insurance office to learn what options may be available for delaying reimbursement payments. The CARES Act allows states to provide maximum flexibility to reimbursing employers as it relates to timely payments in lieu of contributions and assessment of penalties and interest. The U.S. Department of Labor will soon be issuing guidance on how states should implement this provision.

What Is An Offer Of Suitable Employment And How Is It Connected To Unemployment Insurance Eligibility

Most state unemployment insurance laws include language defining suitable employment. Typically, suitable employment is connected to the previous jobs wage level, type of work, and the claimants skills.

Refusing an offer of suitable employment without good cause will often disqualify individuals from continued eligibility for unemployment compensation.

For example, if an individuals former employer calls the individual back to work after having temporarily laid the individual off for reasons related to COVID-19, the individual would very likely have to accept the offer to return to work, or jeopardize his or her eligibility for unemployment insurance benefits, absent some extenuating circumstance, such as if the individual tested positive for COVID-19. The job an individual held before the spread of COVID-19 will constitute, in the vast majority of cases, suitable employment for purposes of unemployment insurance eligibility.

What Can The Government Do To Reduce Unemployment

What Ohio, Kentucky and Indiana have done to improve unemployment systems

In this coursework I aim to research into unemployment in the UK and explain why unemployment is high in certain areas, whilst low in others. I will also explain what the government is doing at the moment to get more people into employment. I will mainly focus on the Governments ‘New Deal Scheme’ which tackles the ongoing unemployment problem by offering subsidies to companies to employ workers who would otherwise be on the dole. However, I will also offer other suggestions that may help lower unemployment. Across the UK it has almost become accepted that unemployment is here to stay.

Proposals for higher infrastructure spending or new ways of editing the labour market produce little confidence, there’s a general feeling that everything has been tried in the past, and has proven to be unsuccessful. But surely it is unacceptable for the government to simply accept permanent unemployment and all the social costs that it brings. Former solutions to tackle unemployment don’t work because they do not recognise that its causes aren’t just to do with the economy, but culture and politics has as much to do with employment levels.

How To Get A Response Regarding Your Unemployment Benefits

From time to time claims get stalled and/or payments are delayed. Efforts to reach claims representatives by phone are often unsuccessful, or fail to achieve the desired result. Even visits to your local career center can fail to bear fruit.
