Virginia Is Resuming Unemployment Work Search Requirements On June 1
RICHMOND, Va. -Starting June 1, Virginians on unemployment will once again have to start looking for work to continue receiving benefits. It comes as some industries are struggling to recruit staff.
Gov. Ralph Northam waived work search requirements at the beginning of the coronavirus pandemic as many businesses were forced to close. Nowwith vaccines widely available and all capacity restrictions lifting in Virginia on May 28the requirement is being restored in response to guidance from the federal government.
Megan Healy, Northams Chief Workforce Advisor, said Virginians will have to show that they are applying for at least two jobs weekly to proceed with their payments.
Healy said, for the first week that the requirement in reinstated, those on unemployment have to submit their job applications between May 30 and June 5, though they can certify those submissions when they file for benefits the following week .
Healy said those submissions will be audited to make sure people are applying for positions in line with their qualifications.
Lets say someone only has a high school diploma. Were going to make sure they are not applying for a physician job, Healy said.
For those hoping to re-enter the workforce right away, Healy said the state has a number of helpful resources.
It comes as some industries are having a hard time hiring workers.

Expanded Unemployment In West Virginia During The Covid
On March 11, 2021, President Biden signed into law a $1.9 trillion COVID-19 relief bill known as the American Rescue Plan .
Under ARP, the $300 per week federal unemployment supplement is extended until September 6, 2021.
The law also extends two unemployment programs originally created by the CARES Act in March 2020: Pandemic Unemployment Assistance and Pandemic Emergency Unemployment Compensation .
Under the PUA program, self-employed workersusually excluded from unemployment benefitsare entitled to unemployment if they meet certain criteria. ARP makes PUA benefits available through Labor Day 2021, and increases the maximum duration of these benefits from 50 to 79 weeks.
The PEUC program provides for a federally-funded extension of benefits when state unemployment benefits expire. ARP increases the maximum duration of PEUC benefits from 24 to 53 weeks, with an expiry date of September 4, 2021.
Virginia Delays New Unemployment System Until November Citing User Testing And Training Needs
NORFOLK, Va. Virginia’s big revamp of its unemployment system is delayed another month, with a rollout now planned for early November.
State leaders had previously told claimants that they hoped to have a new system live in early October.
Megan Healy, Virginia Secretary of Labor, told 13News Now that state leaders decided to push back the transition of unemployment systems to conduct more “user testing and training” in the next couple of weeks to make sure “everything is in order.”
The Virginia Employment Commission will need to shut down the current Unemployment Insurance system to transition all claimants over to the new program.
That will create a multi-day blackout period during which claimants won’t be able to file new or weekly claims, access their accounts or talk to agents for help.
Unemployment benefits will be paid during the changeover period – as long as a claimant has certified their weekly claim ahead of time – and appeals will continue as usual.
The new UI system is promised to include modern upgrades, with better benefit applications and helpful documents online.
More communication through this portal, very similar to 21st-century technology were really used to these days, so I think thats going to be very helpful,” said Healy in an interview with 13News Now last week. “We know this is definitely a need.”

How Do I Get Virginia Unemployment Benefits
You can apply for Virginia unemployment benefits through the VEC’s online portal or by calling 1-886-832-2363 on weekdays between 8:15 a.m. and 4:30 p.m. You will be required to submit the following information:
- Social Security or Alien Registration number
- Union hall contact details
- 18-month work history with your employers’ contact information, start and end dates and why you no longer work for them
- Your bank account routing and account numbers
If you apply online, you will need to use your existing Gov2Go account or create a new account if you don’t already have one. The VEC does not process incomplete applications, so it’s essential to gather all the necessary information before you claim.
All benefits claimants are expected to sign up for and engage with the Virginia Workforce Connection scheme. This online program provides useful services for job seekers, including job listings, training opportunities and occupational information. You should sign up within 2 weeks of making a benefits application, even if its status is still pending.
You will receive a Notice of Deputy’s Determination document telling you whether your application was granted and how much you will receive. If your benefits claim is approved, you will need to claim benefits each week through your Gov2Go account or over the phone at 1-800-897-5630. You must make your first weekly claim no later than 28 days after your initial application.
What Do I Have To Do To Keep Receiving Unemployment Benefits In Virginia
In response to the coronavirus pandemic, federal and state governments have made changes to their unemployment programs, to ensure that more people who are out of work receive benefits more quickly. These changes may affect waiting periods, job search requirements, and availability of benefits to those who are still working part time. These changes used to include the Coronavirus Aid, Relief, and Economic Security Act, which greatly expanded the nation’s unemployment compensation program, including continuation of benefits. But, the CARES Act ended on September 6, 2021, and the expanded benefits are no longer provided .

Do I Qualify For Unemployment Benefits
In order to qualify for Virginia unemployment benefits you must:
- Be unemployed through no fault of your own
- Be able and available to work
- Have earned at least $3,000 in two quarters of the regular base period. Base period refers to the first four of the last five completed calendar quarters before you file for benefits. For example, if you file for benefits in March 2020, your base period will be the months of October 2018 through September 2019. If you file in April 2020, your base period will be January 2019 through December 2019.
Within five days of filing your application, you must register for work through the VEC Workforce Connection. If you do not register, you may not receive benefits.
Can You Claim Partial Unemployment If Your Hours Are Cut In Virginia
If your regular job reduces your hours in Virginia, partial unemployment benefits may be available to you. Furthermore, if your hours have been reduced due to COVID-19, partial unemployment due to COVID-19 is also available.
In Virginia, as in every U.S. state, unemployment insurance is available to workers who have lost their job through no fault of their own. Unemployment insurance programs, which are established nationwide by the Social Security Act of 1935, are maintained and administered by the state government and funded through payroll taxes on employers.

How Much Will Your Benefits Be
Once you file for unemployment and are approved, you will begin to receive benefits. Your benefits might come in the form of a check, but more often they will come in the form of a debit card or direct deposit to your bank account. It varies by state. You typically can file weekly online, by email, or by phone.
The amount you receive depends on your weekly earnings prior to being laid off and on the maximum amount of unemployment benefits paid to each worker. In many states, you will be compensated for half of your earnings, up to a certain maximum.
State benefits are typically paid for a maximum of 26 weeks. Some states provide benefits for a lower number of weeks, and maximum benefits also vary based on where you live. In times of high unemployment, additional weeks of unemployment compensation may be available.
Regardless of how much you make, you never can collect more than the state maximum.

Am I Eligible For Unemployment Benefits In Virginia
You qualify for unemployment benefits in Virginia if you meet two basic requirements:
- you must have earned at least a minimum amount before you lost your job, and
- you must be out of work through no fault of your own.
If you meet these two qualifications when you apply, you will likely be eligible to receive unemployment benefits.
Gig workers, freelancers, and contractors are no longer eligible for benefits. In response to the COVID-19 public health emergency, Congress greatly expanded eligibility for unemployment. Among other things, these programs provided benefits to gig workers and other contract workers who are not eligible for traditional unemployment benefits. However, these programs expired in every state on September 6, 2021 about half the states cut off these benefits even earlier.
In Virginia, the minimum benefit is $60 per week, and the maximum benefit is $378 per week.

Are Coronavirus Unemployment Benefits Still Available
As of September 6, 2021, the answer is no. The special pandemic programs Congress created to help those who have lost work due to COVID-19 have now expired. These programs included:
- Pandemic Unemployment Assistance , which made benefits available to those who wouldn’t qualify for traditional unemployment benefits, including the self-employed, gig workers, those who have already used up their state benefits, and those who don’t meet the work history eligibility requirement in their state.

Virginia Brings Back Job Search Requirement To Receive Unemployment
With the region slowly recovering from the coronavirus pandemic, Virginia has reinstated the rule that requires people seeking unemployment benefits to actively search for work.
In March of last year, Gov. Ralph Northam temporarily waived the requirement due to the economic turmoil caused by COVID-19.
You did not have to do job searches or report job searches during the pandemic, said Joyce Fogg, spokeswoman with the Virginia Employment Commission.
That is no longer the case.
Under a change that took effect Sunday, Virginians seeking payment of unemployment benefits are now required to make at least two job searches per week and report those job contacts when filing their weekly claim for continued benefits.
You will not get your benefits for the week that you do not report two job searches, said Fogg.
In order to receive benefits, you must be able and available for work. The U.S. Department of Labor defines able as being physically and mentally able to perform work, and available as ready and willing to accept suitable work.
If you are offered suitable employment and turn it down, you may also see your benefits discontinued.
All of these things were required prior to the pandemic, explained Fogg. Its time for that to be back in place. We have employers contacting us daily who cannot find employees.
Fogg said there are about 500,000 open positions currently on Virginia Workforce Connection, a site that lists job openings across the state.
You May Be Eligible For Benefits Even If You Quit You Were Fired For Cause Or You Are Still Working Part
Some people mistakenly believe that unemployment is available only to employees who are laid off. However, you don’t have to lose your job in a layoff to qualify for benefits. The key question is whether you are out of work without fault on your part. So, if you were forced to quit your job in lieu of being fired, or you were fired because you don’t have the necessary skills for your job, you could still be eligible for benefits.
There are two ways you can apply for unemployment benefits in Virginia:

Will Pua Be Extended After March 2021
Extends Pandemic Unemployment Assistance to March 14, 2021 and allows individuals receiving benefits as of March 14, 2021 to continue through April 5, 2021, as long as the individual has not reached the maximum number of weeks. Increases the number of weeks of benefits an individual may claim from 39 to 50.
Example Of Partial Unemployment Policy
For example, let’s imagine an employee named Jordan who works full-time at Wendy’s. When a Burger King opens up in the same shopping center, let’s say Wendy’s sees a dramatic drop in their number of customers. The manager no longer needs the same number of employees as they did before the Burger King showed up, and Jordan’s hours are cut from 40 hours a week to 20 hours a week. Because Jordan is willing to work the 40-hour workweek, and there simply isn’t enough work to support those hours, she can apply for partial unemployment to make up for her shortfall in income.
However, if Jordan’s total weekly income, even with the abbreviated hours, exceeds the amount of unemployment benefits for which she is eligible, she will not receive additional money from unemployment insurance. The amount of unemployment for which she is eligible is based on prior earnings. According to Loudoun County Virginia Health and Human Services, the maximum benefit in Virginia is $378 per week.
