With the record number of unemployment insurance claims filed during the COVID-19 pandemic, Maryland, and states across the entire country, have seen an increase in activity by bad actors and fraudsters using illegally obtained data to file fraudulent unemployment insurance claims. Please note that there has been NO breach in our BEACON unemployment system.

How Unemployment Insurance Is Administered
The country’s unemployment insurance system is run by the individual states, which generally set up their own eligibility criteria and benefits levels and pay the actual benefits. Still, it is overseen by the federal government, which pays administrative costs and will now also pay for the added $300-per-week benefit. This benefit, of course, replaced the original $600 weekly payment. Ordinarily, most states provide up to 26 weeks of benefits to unemployed workers to replace roughly half of their previous wages, up to a maximum benefit amount.
The amount of unemployment benefits varies widely by state. The minimums available start at $5 in Hawaii and go up to a maximum of $855 in Massachusetts.
How To Apply For Unemployment Insurance
To apply for UI, you must follow your state’s guidelines, which you can link to via the DOL website, CareerOneStop. Depending on the state, you can file a claim in person, online, or over the phone. When you file a claim, you must provide your Social Security number, contact information, and details about your former employment.
In the case of the pandemic, there are several reasons due to COVID-19 that qualify you for unemployment, outside of regular unemployment criteria. These include:
- Having to leave your job because you or a member of your family has contracted COVID-19
- Having to provide childcare because your child’s school is closed due to COVID-19
- Resigning for a good cause like unsafe work conditions or because you are denied accommodations to work from home, in the case that you have a family member with an increased risk of death or serious illness if they contract COVID-19
You cannot claim pandemic benefits if you resign or are allowed to work from home and simply don’t want to. You must provide proof you are actively looking for work opportunities after you file for unemployment, although this requirement has not been as strongly enforced during the pandemic. And if you are a freelancer, you can still qualify for benefits if you lose your job by applying for Pandemic Unemployment Assistance benefits.
Unemployment Insurance Taxes And 1099
Unemployment insurance benefits are subject to federal and state income tax. If you collected unemployment insurance benefits in 2020, you will need the I.R.S. 1099-G tax form to complete your 2020 federal and state tax returns. Please note that when you completed your initial claim application, you chose whether to have any taxes withheld from your weekly benefit amount. If you chose not to withhold any taxes, then you will be required to pay the appropriate taxes on the total benefits received when you pay your taxes.
Marylandâs Division of Unemployment Insurance has issued a 1099-G tax form to all claimants that received unemployment insurance benefits during the calendar year 2020 based on the delivery preference chosen in their BEACON portal.
All claimants will be able to immediately access their 1099-G tax form by visiting their BEACON portal and selecting Correspondences from âYour Options.â Select âSearchâ to display all Correspondences and select â1099â to view. If you selected the U.S. Mail as your preferred method of delivery, then you will also receive a 1099-G tax form in the mail.

What You Need To Do
Make a claim for new style JSA and attend a phone interview with your local Jobcentre Plus office.
Keep to your agreement to look for work. This agreement is called a Claimant Commitment and you will create it at your phone interview.
Your JSA payments will be stopped if you do not keep to your agreement to look for work and cannot give a good reason.
Check if youre eligible for Universal Credit. If you are, you could get Universal Credit at the same time or instead of new style JSA.

Filing A Weekly Claim
To maintain Unemployment Insurance benefits, you are required to file weekly claims confirming that you continue to meet the requirements to receive Unemployment Insurance.
You must file a claim every week you are unemployed, or underemployed.
The benefit week starts on a Sunday and ends on Saturday.

Federal Pandemic Unemployment Compensation
Under the Federal Pandemic Unemployment Compensation program, unemployment benefits were supplemented by an additional $600 a week for four months. This applied to those who are eligible for benefits under the following two programs .
The Consolidated Appropriations Act , signed by President Trump, continued providing unemployed individuals with a flat amount but reduced it from $600 to $300 each week starting Dec 26, 2020. This provision was set to expire on March 14, 2021, but was extended once again with the Biden administration’s American Rescue Plan Act .
The FPUC expired under the Act on Sept. 6, 2021. Twenty-six states elected to end their enrollment in the program before this date. The best way to determine your eligibility and duration of FPUC benefits is to check your state’s unemployment office website.

How Much Does Unemployment Insurance Pay
Most state unemployment insurance programs replace half of the previous weekly earnings, subject to a certain limit. Prior to the coronavirus epidemic, average weekly UI payments were $387 nationwide, ranging from $215 in Mississippi to $550 in Massachusetts. Because payments are capped, UI replaces a lesser percentage of past wages for higher-income workers than for lower-income workers. At the same time, program formulas vary, and the states with greater maximums have higher replacement rates. Hawaii had the highest UI average replacement rate of 55 percent in the fourth quarter of 2019, while D.C. had the lowest average replacement rate of 21 percent.

Gather The Necessary Information
Your last employer
Information about your last employer should be all set with you. This includes the company name, your last supervisors name, company physical address, email address, and contact number. If you were a business owner or self-employed, consider yourself as your last employer. You must also know your last day at work and the reason why you are not working anymore. You should also have your total gross earnings figures in the last week, beginning with Sunday and ending on the day you stopped working. If you were self-employed, you would be required to provide the net earnings after the tax deductions.
Your employment history
In your employment history, you will be required to provide the information of all the employers you worked with in the past one and half years . This would include their company names, company addresses, contact numbers, the dates of employment, gross wages earned, the hourly rate of pay, hours worked, and reason for leaving.
You will be required to provide your identity documents, depending on the requirements of your state. You might be asked to have a video call identification if you are applying online; otherwise, submit two primary documents or one primary and two secondary documents for the identity check. Federally Funded Unemployment Benefits
In most states, workers are generally able to receive unemployment benefits for up to 26 weeks. During this time period, the unemployment benefits are funded by state dollars. The federal government can decide to use federal funds to extend the availability of unemployment benefits beyond those initial 26 weeks. This distinction becomes important for immigrant workers.
During disasters and recessions, sometimes the federal government approves additional unemployment benefits, through Disaster Unemployment Assistance or Extended Benefits. These are considered federal public benefits available only to qualified immigrants. These are lawful permanent residents, or LPRs ; refugees, people granted asylum or withholding of deportation/removal, and conditional entrants; people granted parole by the U.S. Department of Homeland Security for a period of at least one year; Cuban and Haitian entrants; certain abused immigrants, their children, and/or their parents; and certain survivors of trafficking. It is not yet clear whether this restrictive definition will apply to benefits under the temporary Pandemic Unemployment Assistance program established by Congress in the Coronavirus Aid, Relief, and Economic Security Act.
