Could Pandemic Unemployment Benefits Be Extended

While the ongoing public health crisis could “make people think twice about this cutoff of benefits,” Stettner told CNBC Make It, “people are holding out hope for that extension, but to be honest, there’s not a lot of political momentum behind it right now.”

Stettner said it’s not clear that enough lawmakers would support the continuation of jobless benefits because critics are primarily focused on whether the $300 weekly boost disincentivizes people from finding new work. While he sees little political support for continuing the $300 weekly benefit, “that doesn’t mean we have to cut off everything.”

Worker advocacy groups have called to make temporary programs such as PUA and PEUC permanent in order to address the vulnerable and marginalized workers left out of traditional unemployment insurance systems. Americans most likely to be supported through PUA and PEUC the long-term unemployed, self-employed, freelancers, gig workers, part-time workers and caregivers are also disproportionately Black, Hispanic, Asian, women and low-income earners.

Stettner added that unemployment programs have been extended before during previous recessions, including the 2008 financial crisis, when Congress ended enhanced jobless aid in December 2013.

“They’re usually kept in place several years into a recovery period,” Stettner said, “with the understanding unemployment happens fast, but reemployment takes time.”

Employers And Illinois Unemployment

Employers must pay unemployment for each employee as of date of hire. As an employer, you are required to pay unemployment if you pay an employee a minimum of $1,000 in any quarter. Unemployment benefits are based solely on employer contributions and are not deducted from an employees wages. Employers are required to provide employees with a copy of the Illinois Department of Employment Security brochure if an employee is laid off or separated from the payroll for more than seven days.

If The Senate Does Not Pass A Stimulus Bill By December All Programs Funding Unemployment Benefits Will Expire The Day After Christmas

ILLINOIS As the state grapples with the financial shock waves of the coronavirus pandemic, more Illinois residents are falling back on the unemployment benefits offered by the government. However, if the Senate does not get a stimulus bill moving this December, Republicans will be “putting a big lump of coal in the Christmas stockings of a whole lot of American families,” Gov. J.B. Pritzker said during his Monday news conference.

He said there are currently more Illinoisans claiming Pandemic Emergency Unemployment Compensation the temporary 13-week extension of benefits that the U.S. Congress passed as part of the CARES Act package in spring and extended benefits than at any point during the pandemic.

The Pandemic Emergency Unemployment Assistance Program for the self-employed, the federally-funded extra 13 weeks of PEUC benefits for eligible unemployment claimants and the extended seven weeks of benefits will all expire the day after Christmas.

Who Is Affected In Illinois

Close to 350,000 Illinois residents will see their federal unemployment benefits come to an end Saturday, according to Andrew Stettner, a senior fellow at The Century Foundation. He said about 235,000 Illinoisans receive PEUC, and another 110,000 or so get PUA help.

The expiration of the federal program does not impact traditional unemployment benefits from the state, according to a statement from the Illinois Department of Economic Security .

In Cook County, service workers and frontline employees will be most affected by the benefits cutoff, according to Karin Norington-Reaves, chief executive officer of the Chicago Cook Workforce Partnership. She said the number of unemployment insurance claimants has tapered off since the start of the pandemic, from about 1.75 million to hundreds of thousands, but its still far higher than what the normal rate of unemployment insurance benefits would be be at this point of any given year.

Both she and Stettner said Black workers are disproportionately affected by the benefits cutoff. WBEZ reported earlier this year that in Chicago, the top five ZIP codes for unemployment benefits claims last year were in majority-Black communities. Many workers faced technical and logistical barriers in filing for benefits in the first place, which means they may have missed out on the added federal benefits, as well.

Biden Stimulus Bill Extensions

Under President Bidens $1.9 trillion federal coronavirus relief package, known as the American Rescue Plan , enhanced unemployment benefits have been extended until September 6th. This includes further extensions to the PUA program, PEUC program, $300 weekly payment under the FPUC program and $100 Mixed Earners program. There were also provisions in the Biden Stimulus package for Unemployment tax breaks on the first $10,200 of benefits received in 2020.

People Collecting Peuc May Qualify For Extended Benefits

PEUC offered additional weeks of jobless benefits to the long-term unemployed who exhausted their state’s benefits window, which averages 26 weeks but can vary.

After Labor Day, workers in some states may be eligible for continued aid by moving over to Extended Benefits, a federally funded aid program that kicks in depending on their state’s unemployment rate. EB generally offers an additional 13 to 20 weeks of jobless aid.

These benefits are currently on in nine states and Washington, D.C. However, as Andrew Stettner of The Century Foundation wrote, five states and D.C. are paying EB on the condition of it being 100% federally funded.

“As of September 6, we predict that only Alaska, Connecticut, New Jersey, and New Mexico will be able to transition exhausting PEUC recipients onto EB, but with 50% state funding,” he wrote.

If a worker already depleted their EB weeks earlier in the pandemic, they will not have any additional weeks after PEUC runs out on Labor Day.

Federal Funding For Extended Unemployment Benefits Expires On Sept 11

SPRINGFIELD Federal funding under the American Rescue Plan Act for extended unemployment benefits will end on Sept. 11, the Illinois Department of Employment Security announced Friday.

The remaining federal unemployment programs, including Pandemic Unemployment Assistance, Federal Pandemic Unemployment Compensation, and Pandemic Emergency Unemployment Compensation, will expire on Sept. 4.

Because the federal government will no longer cover the cost of extended benefits after Sept. 11, it will no longer be available to claimants in Illinois.

Claimants in need of further state resources or assistance are encouraged to visit IDES.Illinois.gov/MoreAssistance for information about helpful programs.

Thousands Of Illinoisans Impacted After Federal Unemployment Benefits End

Local businesses say they hope the end of unemployment triggers a flood of job seekers, to repair severe labor shortages left by the pandemic.

ROCKFORD, Ill. – Millions of Americans, including half a million Illinois residents find themselves without unemployment financial help Tuesday, after the federal governments pandemic assistance programs come to an end. Experts talk about the end of this 17 month program and if it might be the push to get people back to work.

Unemployment is a major issue that got even worse as COVID-19 spread across the country. But many local businesses worry about another effect from the pandemic. One thats left them desperate for employees.

We didnt have enough staff, so we made a difficult decision to close dinner service on a Tuesday, said Woodfire Pizza Owner, Joe DAstice.

Severe labor shortages make that an every-other-day occurrence for Joe DAstice, who owns Woodfire Pizza in Rockford.

Its really hard right now, to come into work everyday knowing that if you take a day off, someone else is really going to be put in a bind because were so short-staffed, said DAstice.

DAstice hopes to see worker shortages ease, since extended unemployment benefits ended over Labor Day weekend for nearly 350,000 Illinois residents, according to The Century Foundation. About 235,000 of them receive pandemic emergency unemployment compensation, and another 110,000 get pandemic unemployment assistance.

Will Illinois Unemployment Be Extended Again In 2021 Or End Early

With several states ending federally funded unemployment benefits earlier than planned to encourage workers to return to work, there was a concern this action could spread nationwide. Unemployment Overpayment Forgiveness

New Legislation has been put in place to forgive unintentional overpayment of unemployment benefits by and signed into law by Gov. JB Pritzker. Nearly $125 million of benefits are estimated to have been overpaid, covering around 76,000 claimants. If claimants are approved for the repayment waiver, they wont have to pay back any unemployment overpayments. Past repayments wont be refunded however.

PUA, FPUC, PEUC, MEUC Coming to Close, States Regular Unemployment Program Unaffected

8/20/21 – The Illinois Department of Employment Security is reminding claimants that federal unemployment programs are coming to an end on September 4, 2021. These programs include:

Pandemic Unemployment Assistance

o Provided access to 100% federally funded unemployment benefits to individuals not traditionally eligible to receive unemployment benefits, such self-employed workers.

Federal Pandemic Unemployment Compensation

o Provided an additional weekly $300 supplemental payment in 100% federally funded benefits to claimants who received at least $1 of regular or federal unemployment benefits.

Pandemic Emergency Unemployment Compensation

o Provided additional weeks of 100% federally funded unemployment benefits to claimants who exhausted all eligible weeks of benefits in the states regular unemployment system.

Mixed Earners Unemployment Compensation

o Provided an additional weekly $100 supplemental payment in 100% federally funded benefits to eligible claimants who earned at least $5,000 in self-employment income in addition to wages earned with a chargeable employer.

The expiration of these programs has no impact on the states regular unemployment system or the claimants receiving regular unemployment benefits.

What Is The Unemployment Extension In Illinois

In Illinois, eligible partially employed and unemployed workers can file for regular unemployment insurance benefits for up to 26 weeks. If the Illinois Department of Employment Security approves an applicants claim for benefits, he may receive benefits after a one-week waiting period. After exhausting his standard benefits during any benefit year, he may apply for extended unemployment benefits under the Extended Benefits Program and Emergency Unemployment Compensation Program.

How Your Illinois Paycheck Works

When you were a teenager you may have had a part-time job that paid you under the table. In that case, your paycheck, whether in the form of a check or cash, was simply your hourly wage multiplied by the number of hours you worked.

But once you start working on the books, calculating your paycheck isnt that straightforward. Your employer will withhold money from your paycheck, which means you cant simply multiply your hourly wage by the hours you worked, or divide your annual salary by the number of paychecks you get per year.

For each pay period, your employer will withhold 6.2% of your earnings for Social Security taxes and 1.45% of your earnings for Medicare taxes. Together these are called FICA taxes, and your employer will pony up a matching contribution. Any earnings you make in excess of $200,000 will be subject to an additional 0.9% Medicare tax .

Your employer will also withhold money from each of your paychecks to put toward your federal income taxes. The percentage thats withheld will depend on things such as your income, your filing status and any tax credits you indicate on your W-4 form.

These updates primarily apply to those adjusting their withholdings or changing jobs, as those hired before 2020 dont need to fill out the updated form. The tax return you file in 2021 will account for any adjustments you made in 2020.

Illinois Adopts Cares Act Provisions

A15. The CARES Act is a federal law that was recently enacted to address the economic situation resulting from the current COVID-19 pandemic crisis. The CARES Act provides a variety of economic stimulus items, which include federally funded expansions of states traditional unemployment benefits provisions. Illinois has signed on to participate in the CARES Act.

Q16. What unemployment benefits are now available for Illinois workers under the CARES Act?

A16. As noted in Q& A10, the CARES Act provides an additional $600 per week under the FPUC program, added on to an eligible individuals weekly unemployment benefit amount. This FPUC benefit applies to individuals who are eligible for benefits beginning March 29, 2020 and concluding the week ending July 25, 2020. Individuals who are eligible for even $1 of unemployment benefits in a given week are eligible for the $600 bonus.

The law also provides the $600 unemployment benefit to Illinois workers who would not traditionally be eligible for unemployment benefits, but who are now eligible under the CARES Acts Pandemic Unemployment Assistance program , and affected by COVID-19.

Additionally, the CARES Acts Pandemic Emergency Unemployment Compensation entitles eligible Illinois workers to an additional 13 weeks of unemployment benefits .

Unemployment Program Extensions Under Covid Relief Bill

The $900 billion COVID-19 relief package was passed into law on Dec. 27, 2020, which among several other pandemic relief measures extends and provides additional federal funding for enhanced unemployment benefits. This includes the Pandemic Unemployment Assistance , Pandemic Emergency Unemployment Compensation and a reinstatement, but halving of the Federal Pandemic Unemployment Compensation Program which provides a $300 supplemental weekly unemployment payment.

These programs have been funded and extended for 11 weeks , covering the weeks of December 27th, 2020 to March 14th, 2021. To receive FPUC benefits, you must first be receiving regular UI, PEUC, EB, or PUA. So if there delays in rolling out or renewing your claim for those programs, then your $300 extra weekly payment will be delayed.

IL IDES Payment Status and Updates on 2021 Unemployment Extensions

IDES has recently posted additional updates on the 11-week benefits extension rollout. I have summarized this below and also provided this recent YouTube video update.

• $300 FPUC: Paying for now for those who can file PUA, PUEC, Regular UI or EB claims. This additional supplemental benefit applies between the week ending January 2, 2021 and the week ending March 13, 2021.

The Job Market Has Changed Dramatically Since The Pandemics Start

Federal data shows that there are about 5.4 million fewer jobs now than there were before the pandemic. In Cook County, there has been a slow uptick in the leisure and hospitality industries, Norington-Reaves said, adding there are many jobs in transportation, distribution, logistics, manufacturing and healthcare.

However, Illinois, like the rest of the country, has also seen what some call The Great Resignation, in which workers have left their jobs or changed careers. A number of sectors are reporting workforce shortages.

Norington-Reaves said the exodus of workers is partially due to people re-evaluating their lives amid a once-in-a-lifetime pandemic.

As you look at the number of deaths that weve seen across the country, I think anytime that people are faced with that, there is this questioning about how you want to spend the rest of your life, she said. If you were somebody who was working two and three jobs just to get by, and youre still decimated by this pandemic, you really have to think, Is this all there is? Can I do this in a different way? Is there another opportunity?
