The CARES Act includes many more people than are usually eligible for unemployment benefits, including:

People diagnosed with COVID-19 or are caring for someone who has been
People whose employers temporarily ceased operations do to COVID-19
People quarantined who expect to return to work when quarantine ends
People leaving employment because of exposure risk or to take care of a family member

Pay Income Tax On Your Unemployment Benefits
Do you have to pay taxes on your unemployment benefits? In a word, yes, at least when it comes to your federal income tax return. Unemployment compensation is subject to income taxes but is not subject to Social Security and Medicare taxes, says Kathy Pickering, H& R Blocks chief tax officer.
So unlike the $1,200 stimulus payment that many people received over the spring and summer, the federal government will tax your unemployment benefits. And its not just federal taxes, either: Thirty-four states fully tax unemployment benefits, and two states partially tax unemployment benefits, according to Pickering.
Youll need to include any unemployment payments you received in 2020 on your income tax return when you file it by April 2021. If youre concerned about owing tax on that money, you can elect to pay it as you go so you dont get hit with a bill next year.
Many people find it easier to have taxes withheld from unemployment rather than make estimated tax payments, explains Pickering. Having taxes withheld or making estimated tax payments are both ways you can minimize the risk of an unexpected balance due and potential penalties.
Reapply For The Federal Extension If Necessary
While the additional 13 weeks of unemployment benefits being provided under the CARES Act will kick in automatically in some states, other states require that you apply separately for the extension. Youll need to read the notices your state sends you to determine if you need to complete an additional application, or your payments could end up being interrupted.

Again according to reporting by The Washington Post, states are still behind on processing claims 14 months into the pandemic. Theyve simply been overwhelmed by volume this entire time. Not only were far more people unemployed but also people normally not eligible for benefits, such as self-employed workers, became eligible, adding to the demands on states systems.

Certify For Weekly Benefits

How To File An Unemployment Claim In New York
New Yorkers who lose their job to covid can receive benefits for ninety-nine weeks. This number is based on the twenty-six weeks provided by the state and an additional fifty-three weeks of benefits funded by the federal government.
Claims can be filed through the Department of Labors website. Unemployed workers must claim benefits for all weeks they would like to receive benefits. Typically, there is a waiting period between when a claimant files unemployment and when they receive their first payment. In New York, PUA is now available through March 14, 2021 or for 57 total weeks of eligibility, whichever comes first. PEUC is now available through March 14, 2021 or for 24 total weeks of eligibility, whichever comes first. State Extended Benefits offers either 13 or 20 weeks of additional benefits on top of the weeks of PEUC benefits, depending on New York States unemployment rate. That means New Yorkers may be eligible for a total of 63 or 70 weeks of Unemployment Insurance benefits, depending on when they filed their claim and if the federal government considers New York to have high unemployment or extremely high unemployment. As of January 2021, New Yorkers qualify for 20 additional weeks of Extended Benefits.

Claimants who have established PUA or PEUC claims on or before 3/14/21 and are still eligible for additional weeks may continue to claim benefits until they have collected the maximum number of weeks OR reach the week beginning 4/5/21, whichever comes first.

Dont Count On Extra Help From The Federal Government
As part of the CARES Act, Congress originally provided an extra $600 per week that was added on top of state unemployment benefits. However, this $600 federal add-on expired at the end of July, and Congress and the White House havent been able to agree on an extension.
While negotiations are still ongoing for a second stimulus plan, even if one finally passes, there are no guarantees that itll include another federal addition to unemployment. So when youre budgeting your expenses, plan on only having access to what your state provides. Then if a federal addition is eventually passed into law, itll be icing on the cake.
