U.S. Army Enlisted Pay Scale

The federal government provides unemployment benefits for service members who are leaving the military and who are unable to obtain employment. These benefits are provided through the Unemployment Compensation for Ex-Service Members program. While this is a federally funded program paid for by each branch of the military, it is actually implemented by the states through their state unemployment offices.

Who Is Eligible For Ucx

You may be eligible for benefits if you meet the following criteria, according to the Department of Labor:

You served on active duty in a U.S. military branch or served as a commissioned officer of the National Oceanographic and Atmospheric Administration during the base period of your claim.

  • You were honorably discharged.
  • You completed the first full term of service for which you enlisted. Or, if youre a reserve service member, you completed 180 days of continuous active duty.
  • You meet all other state eligibility requirements.

If you want to apply for this unemployment benefit, you must file from the state you reside in.

Each state has different application requirements. Check with your local labor or employment office to find out what you need to do.

In his first year of office President Trump approved a 2.4% pay raise for Military staff and troops under the Fiscal 2018 National Defense Authorization Act . This is the largest annual increase service members have received since 2010.The updated basic pay tables reflect this across the board raise effective from January 2018.

Unlike the relatively large pay raise for troops, the 2018 Basic Allowance for Housing only had a modest 0.7% increase . This is paid to the nearly 1 million service members living off base in the U.S.

Armed serviced members in 2017 will at minimum see a 2.1 percent increase in base pay following broad Congressional approval of the Defense Authorization bill.

Both the House and Senate passed the bill that will be approved by the President. The 2017 raise is 0.5% higher than the original 1.6% approved by the House earlier in the year and was driven by the faster growth in private sector pay as economic conditions improve.

The latest raise is reflected in the 2017 basic pay tables below, which are effective January 1st.

As seen in Figure 3, men’s wages have declined slightly in production/craft and grown in professional/technical occupations. Women’s wages have tended to rise regardless of occupation, closing part of the male-female wage gap in the civilian sector. Yet again, the largest increase occurs in professional/technical occupations. Men and women have shared equally in the wage gains for those with four or more years of college in professional/technical occupations.

We used the results of our current wage analysis to compute past military/civilian pay gaps and forecast future gaps. We compared military pay to the past and projected future distribution of civilian wages, showing where military pay stood as a percentile of civilian wages.

To compute military/civilian pay gaps, we created civilian wage and military pay indexes with a common base year and then computed how much one index grew relative to the other. Our civilian wage index weights the private-sector workforce to have the same age, education, gender, race/ethnicity, and occupation group composition as the 1998 Army personnel. We assume that the demographic composition of the Army will remain the same as in 1998. Small changes in personnel force structure will have little effect on the forecasts, but major changes could affect the forecasts.

Basic Pay Chart And Raises

Basic pay is a service members primary compensation. Two main factors affect where you fall on the basic pay scale: your years of service and your rank, which generally correspond with your military pay grade.

Basic pay rates are calculated monthly, rather than weekly or bimonthly, and are subject to taxes like civilian pay. And just like salaried civilians in the private sector youre not eligible for overtime pay. Your monthly pay is automatically split in half and distributed twice a month, but if youre in the Army or Air Force, you can opt to receive a monthly lump sum instead.

We Looked At Pay In Two Ways

We undertook two kinds of pay comparisons. The first comparisons followed the customary approach of comparing current military and civilian pay for persons with similar characteristics. For example, we compared entry-level pay for military personnel with pay for civilian workers in their early twenties who had a high school education. Comparisons such as these, across all groups, also allowed us to compute military/civilian pay gaps.

Current pay comparisons hold education constant and do not allow for the fact that many people return to college, even if they do not stay for four years. So our second pay comparisons considered pay streams for different career paths. These paths varied by occupation and level of education.

Military pay increases for 20012006 are mandated by the new legislation to be half a percentage point higher than the annual increase in the Employment Cost Index . The ECI reflects employment cost growth of the labor force at large. However, the labor force at large does not reflect the composition of military personnel with respect to their age, education, occupation, race/ethnicity, and gender distribution. Recognizing these differences can be important because wages have historically grown at different rates for different demographic groups. If wages for the private-sector groups similar to military personnel grow faster than the ECI, the planned increases in military pay will create less of an edge over private-sector pay.

Equally interesting, as Figure 13 shows, there is a sharp upward trend in the percentage of people completing four-plus years of college. More and more people are adding to their education throughout their 20s and even early 30s, as one would expect since those with some college have greater incentive to complete four years of college.

Figure 15 shows that the percentage of high-quality accessions rose in the early 1980s as entry-level military pay rose relative to civilian pay. It leveled off in the late 1980s, then rose again as the economy entered a recession. During the recession, civilian pay growth slowed relative to military pay. As the economy emerged from the recession, relative entry-level military pay fell again, as did high-quality accessions. Civilian wage growth surged upward at the end of the 1990s, helping drive high-quality accessions down to 57 percent. This percentage is in the range seen in the late 1980s yet below the values of the early to middle 1990s. The peak values in the early 1990s perhaps were attainable because the drawdown reduced accession requirements. However, accession requirements have risen in recent years, and at the same time, the college enrollment rate has continued to climb.

It remains to be seen whether the FY 2000 pay increase, along with greater recruiting resources and a possible economic slowdown, will stem the decline in recruit quality. In any event, the growth of interest in higher education has left the services with the choice of trying harder to recruit from a shrinking pool of high-quality youth or figuring out how to accommodate what appears to be a fundamental shift toward higher education.

How Much Will My Check Be

Your check will be a percentage of your prior earnings in the military. In most states, you will receive 50% of your prior pay,but the total amount you can receive is limited by state law. This limit varies by state. If your pay was very high, you may receive less than 50% of your active duty pay in order to remain within the state guidelines.

State employment offices will require you to fill out a claim form every week to certify that you have been looking for work. Even if you can’t find a job, as many people cannot in this economy, you still have to certify that you are “ready, able, and available” to work if you could find a job.

If You Disagree With Dd Form 214

If you disagree with information on your DD Form 214 that prevents us from using your military wages to qualify for benefits, you can apply to your branch of service to change the DD Form 214 information. To request changes, submit a Department of Defense DD Form 149, Application for Correction of Military Record, to the appropriate address on the back of the form. You can from the National Archives web site or get one from your local Workforce Solutions office.

While you are waiting for a decision from the military, you must continue to request payment as long as you are unemployed. If you have questions about a military appeal, ask your branch of service.

Special And Incentive Pays

Special and Incentive pays are ways to earn over and above your basic rate or allowances, regardless of your time in the service or pay grade. They help the Department of Defense ensure that the right people are where they need to be to keep the country safe.

Some types of S& I pays include:

  • Hardship Duty Pay for service members assigned to places where the standard of living is significantly below that of the continental United States
  • Hostile Fire Pay/Imminent Danger Pay for those assigned to specific regions where they may be subject to hostile actions like enemy fire or mines
  • Assignment Incentive Pay for service members on extended tours or certain unusual assignments
  • Hazardous Duty Incentive Pay for those on specific types of flying duty such as parachute jumping, flight deck duty or experimental stress duty also known as flight pay for aircrew members

Provide Twc With Dd Form 214

TWC requests your military information from the Federal Claims Control Center . If there is no DD Form 214 on file with the FCCC they will notify TWC. TWC will then send you a notice asking you to send us a copy of your DD Form 214 it must be any one of member copy 4 through 8. We cannot use Member 1 because it does not have all the required facts. We also request separation information directly from the military. We must have either your DD Form 214 or separation information from the military to use your military wages to calculate your benefit amounts.

After we receive the DD Form 214 from you or separation information from the military, we determine if we can use your military wages to calculate your benefit amounts. We calculate military wages using information on your pay grade at the time of your separation.

If you do not have your copy of DD Form 214, you can request a copy by following the instructions on the National Archives website. We can request a copy for you however, it can take up to two months for the military to provide us with information.

Other Pays And Allowances

The local finance office can provide additional information about the many other special pays and allowances available in special circumstances or to service members performing certain duties. Examples of special pays and allowances include but are not limited to:

The tax implications of the various military pays and allowances can prove complicated. Some types of military compensation are taxable and others are not.

A useful rule of thumb: If the entitlement contains the word pay in the title i.e., Basic Pay it is considered taxable income unless the service member is serving in a designated tax-free combat zone. In a combat zone, all income earned by enlisted service members is tax free, including assignment and re-enlistment bonuses.

Officers may exclude from income tax only the amount equal to the highest monthly rate of enlisted pay plus their $225 Imminent Danger Pay. If the entitlement contains the word allowance in the title i.e., Basic Allowance for Housing it usually is nontaxable.

The following example illustrates monthly pay and how that pay is taxed for a third-year E-4 with a family, when deployed to Iraq from his/her duty station at Joint Base Lewis-McChord, Wash.:

In garrison: $2,507.10 basic pay + $386.50 BAS + $1,908 BAH = $4,801.60 total .

Military Pay Raise Chart Updated Monthly Basic Pay Tables

The Biden administrations FY 2023 budget and the Democrat controlled Congress National Defense Authorization Act both recommended a 4.6% pay raise for military workers in 2023 .

Unless inflation spikes or there is another Presidential executive order, this raise is what will be reflected in military service members base pay next year.

While the 4.6% raise is the largest raise in nearly 20 years, it is still well below current inflation levels and the 2023 COLA. Government employees on the GS pay scale are also getting a similar pay raise.

Factors That Affect Military Pay

Basic pay varies depending on your paygrade/rank, along with the number of years you have served.

For instance, in 2022, a newly enlisted service member with a paygrade of E-1 receives $1,833 per month in basic pay. Meanwhile, a more senior enlisted person with a paygrade of E-6, who has more than a decade of service, earns $3,988 monthly.

Officers are paid more. A new officer’s basic pay begins at $3,477 in 2022, while a more senior officer with a paygrade of O-4, having served more than 10 years, receives $7,892 monthly.

Basic pay is a service member’s primary compensation. But your paycheck is also likely to contain several tax-free allowances as well as special pays based on your duty station, qualifications or military specialties. All of these things are part of normal military pay, salary or compensation.

Most allowances are non-taxable, so they can contribute to a significant portion of your paycheck. For example, the Basic Allowance for Housing is excluded from gross income for tax purposes.
