How To Apply For Medicaid

There are two ways to apply for Medicaid. You can either apply through the Health Insurance Marketplace or your states Medicaid agency. Some people are also sometimes deemed automatically eligible, such as those on supplemental security income.

While initial enrollment for Medicaid and CHIP can be done year-round and people in managed Medicaid plans can change plans once per month, you should take into account the open enrollment period for certain non-Medicaid health insurance plans, especially for individuals who are near their states income eligibility threshold for Medicaid.

Some people have other health plan coverage in addition to Medicaid. In most cases, the other health insurance is required to act as the primary payer and pay for the initial costs. Medicaid will then act as the secondary payer to help cover the remaining costs, although it may not cover the entire remaining amount.

If throughout the year your income exceeds your states Medicaid eligibility threshold or you lose Medicaid coverage for any other reason, you will qualify for a Special Enrollment Period. During the Special Enrollment Period, you will be able to enroll in a health insurance plan through the Affordable Care Act marketplace outside of the normal open enrollment window.

Can unemployed people get on Medicare?

COVID-19 is finally in the rearview mirror for many Americans and the American Rescue Plan comes with a few major health care perks. Essentially, it makes health insurance for unemployed individuals much more affordable. Lets look at how it plays with COBRA and the ACA marketplace.

If you chose COBRA to get you through unemployment, the American Rescue Plan subsidizes COBRA premiums 100% for a limited time. It also extends the dates of COBRA coverage for individuals whose right to coverage previously ended. That can make a big difference if youre in a tough spot. But rememberyou have to be unemployed involuntarily to qualify for these perks.

If you chose to purchase a plan from the ACA marketplace, and youre unemployed involuntarily, theres more good news. The American Rescue Plan increases the size of the subsidy to help unemployed folks pay for ACA health care premiums. Depending on the size of your family and your yearly income, you might be eligible for more help.

In New York, health insurance is a necessity one should not avoid as it can protect you and your family in some tough times. Not only does it offer coverage in times of sudden or existing illnesses, but it can also be helpful in preventative care to determine an illness before it becomes terminal.

Similarly, child health insurance also has high significance. Generally, most people get their insurances through an employer. Hence, it is necessary to know how to obtain a health insurance plan if you happen to be unemployed.

To get health insurance when you are unemployed, you need to apply for a marketplace. The marketplace is a method through which many people with low or nonexistent salaries can get low-cost health insurance for their families.

The plan you may get depends on the salary of the particular year in your household. You will be able to check your eligibility for different plans after filling the marketplace application. Answering the question of whether you can get child health insurance when unemployed, yes, you can.

Using the marketplace, you may be eligible for some low-cost or sometimes free Child Health Plus or Medicaid. Plus, you can also take some assistance to get clarity on the plans or can cancel as well if not happy. This way, you can ensure that your family is covered even when you lose your job in New York.

Individual Private Health Insurance

Individual private health insurance is a plan you purchase from a non-government exchange. Shopping on a private exchange, like eHealth, allows you to have more variety in your coverage options. You will also have the option of shopping for ACA-compliant plans, and youll even be able to apply for subsidies through eHealth by proxy.

Keep in mind that since the ARPA expanded qualifications for subsidies, you might now be eligible for assistance even if you did not qualify before. According to the new rules, enrollees now do not pay more than 8.5% of their income towards their insurance coverage, which has been reduced from nearly 10% under the prior limits. In addition, those earning more than 400% of the federal poverty level may now qualify for subsidies. In 2021, that includes individuals making about $51,000 or less annually and families of four making more than $104,800 annually.

If you find that subsidies arent an option for you, youll also be able to shop for alternative individual and family plans that may offer less benefits but be within in your price range. Short-term health insurance and catastrophic plans are two options that fall into this category.

Finding Economic Hardship Exemptions

Persons that fail to keep coverage throughout the year can get an economic exemption for 1-2 months. These exemptions were intended to bridge a short period of economic hardship with triggering the uninsured tax penalty for the full year.

When the economic hardship persists beyond a short period, applicants can file for an exemption from the individual mandate and penalty.

These exemptions include bankruptcy, foreclosure, unpaid medical expenses, ad many other indicators of financial hardship.
