On March 11, 2021, President Biden signed into law a $1.9 trillion COVID-19 relief bill known as the American Rescue Plan . The law extended a $300 per week federal unemployment supplement until September 6, 2021. However, in response to apparent labor shortages, the state of Georgia decided to end this supplement early on June 26, 2021. That means the unemployment supplement is no longer available in Georgia.
The law also extended two unemployment programs originally created by the CARES Act in March 2020: Pandemic Unemployment Assistance and Pandemic Emergency Unemployment Compensation .
Under the PUA program, self-employed workersusually excluded from unemployment benefitsare entitled to unemployment if they meet certain criteria. ARP makes PUA benefits available through Labor Day 2021, and increases the maximum duration of these benefits from 50 to 79 weeks.
The PEUC program provides for a federally-funded extension of benefits when state unemployment benefits expire. ARP increases the maximum duration of PEUC benefits from 24 to 53 weeks, with an expiry date of September 4, 2021.

Do I Qualify For Unemployment
The answer is, if youre a driver for Uber, Lyft, GrubHub, Postmates, or another driving or delivery service, and youre an independent contractor yes. You didnt qualify before the CARES Act was enacted, but you do now.
The Ways and Means Committee of the United States House of Representatives puts it this way:
Expanded eligibility would provide benefits to self-employed individuals, independent contractors, gig economy employees, and individuals who were unable to start a new job or contract due to the pandemic. Individuals would apply for these temporary new federal benefits at the state UC office, and states would be fully reimbursed for the cost of benefits and administration.
Under the CARES Act, you will self-qualify. This means you will attest to the fact your income has been drastically reduced as a result of the COVID-19 pandemic.
Do keep in mind that you are going to have the best chance of getting your application accepted if your driving job is your chief source of income. If, for example, you have a regular job, can continue to work from home and get paid, but have lost the income from the driving job you had as a side-gig, you may not qualify. However, that doesnt mean you cant apply.
When in doubt, go ahead and apply.

Since mid-March, record numbers of Georgians have filed unemployment claims, and trying to vet that paperwork while fielding questions, concerns, and complaints has been âlike being inside a tornado inside a hurricane inside a tidal wave,â as Department of Labor Commissioner Mark Butler candidly puts it.
Consider: Prior to March, the state office was averaging about 20,000 unemployment claims per month. A torrent of roughly 10 times that many claims per week has ensued since the novel coronavirus began impacting daily lives in Georgia, with about 1.7 million claims tallied overall. Compounding matters, the stateâs previously thriving economy had shrunk Butlerâs office to its lowest staffing levels in history at the outset of COVID-19 the roughly 1,000 employees were less than half the departmentâs headcount during the Great Recession, as unemployment claims had dropped to 1974 levels, requiring less staff. The department has managed to bring on a couple of hundred new hires or recent retirees, but âyou canât replace 1,000 people in five or six weeksâitâs a practical impossibility,â Butler says.
The good news? Data show the onslaught of new claims in Georgia appears to be plateauing, if not dipping on certain days, as more people return to work, Butler says.

How Much Will I Get
One of the hardest things about answering this and many other questions is that unemployment compensation varies widely from state to state. You will need to adjust your expectations to what your state has to offer, except for one thing.Any independent contractor who qualifies for unemployment compensation will receive $300 per week, which will be funded by the federal government. This is over and above anything you might receive from the state. From the Ways and Means Committee again:Through July 31, 2020, the federal government would provide a temporary Federal Pandemic Unemployment Compensation of $300 a week for any worker eligible for state or federal unemployment compensation benefits. The FPUC would be paid in addition to and at the same time as regular state or federal UC benefits. The FPUC, combined with the underlying state unemployment benefit, would replace 100 percent of wages for the average U.S. worker
As you can see, this compensation is much better than the kick in the teeth you came to expect as an Independent Contractor before all this happened. Even if your state doesnt give you a lot of money, you will still have that $300 per week.This money will still come through your state unemployment compensation program, though, so you will still have to apply with your state to get it, plus any other benefits you may have coming your way.
Can I Draw Benefits If I Quit My Job
If you quit, you may be qualified to draw benefits if you can show that you quit for good work-connected reason.
Few good work-connected reasons are:
- material change in working conditions,
- material change in working agreement,
- non payment for work, and similar reasons
You will not be able to obtain benefits if your reason for quitting was personal even though the personal reason was a good or compelling one. The only way to know certainly whether you are eligible if you quit is to file a claim. The department cannot make a predetermination of eligibility before a claim is filed.

Do You Meet The Minimum Earnings Requirement
Virtually all states look at your recent work history and earnings during a one-year “base period” to determine your eligibility for unemployment. . In Georgia, as in most states, the base period is the earliest four of the five complete calendar quarters before you filed your benefits claim. For example, if you filed your claim in October of 2019, the base period would be from June 1, 2018, through May 31, 2019.
During the base period, you must meet all of the following requirements in order to be eligible for unemployment:
- You must have earned wages in at least two quarters during the base period.
