Why Does It Take So Long To Get Paid

This summer, the unemployment horror stories started to boil over. As out-of-work Californians slogged through150 redials to the unemployment office or long waits for checks docked for previously unknown penalties, The Mercury News reported that just 3.1 million of the more than 5 million California workers who applied for benefits from March to May had received their first checks by early July.

In late September, officials at EDD made the decision to pause accepting unemployment claims until early October, after the release of a “strike team” report commissioned by Gov. Gavin Newsom that highlights the department’s need for a massive overhaul to meet the demand of millions of people who are out of work.

The report, released Sept. 19, emphasizes that the department is wholly unequipped to handle its rapidly growing backlog of some 10,000 unemployment claims a day. In a letter to Newsom, EDD Director Sharon Hilliard said the “pause” would allow her department to catch up with its backlog and implement new technologies, strategies and protocols to tackle the overwhelming number of claims.

The department is once again accepting new unemployment insurance claims as of Oct. 5.

Theres also no denying how drastically the workload has increased. The state processed eight times as many applications during the worst week so far of the coronavirus recession 1,058,325 in the third week of March than the worst week after the financial crisis, according to a CalMatters analysis.

However, these federal programs ended on September 6, 2021. In some states, they ended even earlier: About half the states decided to stop participating in these programs before they expired.

For weeks of unemployment beginning on or after September 6, 2021, these benefits will no longer be available. That means:

  • Benefits will no longer be available to the millions of gig workers, contractors, and freelancers who were receiving unemployment through the Pandemic Unemployment Assistance program.

Do You Meet The Minimum Earnings Requirement

Virtually all states look at your recent work history and earnings during a one-year base period to determine your eligibility for unemployment. In California, as in most states, the base period is usually the earliest four of the five complete calendar quarters before you filed your claim for benefits. For example, if you file your claim in July 2020, the base period would be from April 1, 2019, through March 31, 2020. However, if you didn’t earn enough during the regular base period, the EDD will use the most recent four quarters as an alternate base period.

During the base period, you must have earned at least:

SAN DIEGO – The unemployment rate in San Diego County decreased to 5.6% from a revised 6.6% in August, well below the year-ago estimate of 9.6%, according to figures released Friday by the state Employment Development Department.

This compares with an unadjusted unemployment rate of 6.4% for California — which decreased from 7.5% in August — and 4.6% for the nation — down from August’s 5.3% — during the same period.

Between August and September, nonfarm employment increased by 3,600, from 1,409,900 to 1,413,500, according to EDD figures. Agricultural employment remained unchanged.

Government led all industry sectors in job gains for the second consecutive month, with a gain of 9,500. The majority of those were in local government — with 6,500 jobs gained, 4,900 of which were in local government educational services. Additionally, state government added 2,900 jobs in September.

Other month-over-month gainers were professional and business services, with 1,400 gained, and financial activities, with 300 jobs added.

The other services category lost 1,800 jobs over the month, followed by educational and health services with a loss of 1,500, and leisure and hospitality posting a rare loss of 1,500 jobs. Manufacturing, construction and trade, transportation utilities posted declines of 1,100, 1,000 and 700 respectively.

Year over year, nonfarm employment increased by 51,300 jobs, a gain of 3.8%.

Are Coronavirus Unemployment Benefits Still Available

On March 27, Gov. Gavin Newsom expanded an executive order that halts evictions statewide. The order builds on top of a previous one that allowed local jurisidictions to halt evictions for renters, slowed foreclosures and protected against utility shutoffs for Californians affected by COVID-19.

While a tenant will still be obligated to pay rent eventually, tenants won’t have to worry about the time limitation through July 28, 2020.

The order applies to those who are unable to pay rent due to either a loss in income or an increase in medical costs due to COVID-19.

What to Do:According to the order, tenants will have no more than a week after rent is due to notify their landlord that they are unable to pay all or part of their rent due to COVID-19 impacts. The tenant must retain documentation but won’t be required to submit it to the landlord in advance, according to the order.

The City of Chula Vista recommends the following items as proof of financial instability related to COVID-19:

  • Letter from employer citing COVID-19 as a reason for reduced work hours or termination
  • Paycheck stubs from before and after the COVID-19 outbreak
  • Bank statements showing their financial situation before and after the outbreak
