Temporary Federal Pandemic Ui Programs End On September 4 2021
The temporary, federal unemployment insurance programs , Federal Pandemic Unemployment Compensation , Pandemic Emergency Unemployment Compensation , and Mixed Earner Unemployment Compensation Program will expire the week ending Saturday, September 4, 2021. No payments of PUA, FPUC, PEUC, or MEUC benefits will be made for any weeks of unemployment ending after September 4, 2021, even if you have a PUA or PEUC balance in your BEACON portal.
Processing of Claims for Weeks Ending on or Before September 4 Claims that include weeks of eligibility that end on or before September 4 will be processed even after the federal programs expire. Claimants will receive benefits for all weeks they are determined to be eligible for, even if a determination of eligibility occurs after September 4. If you are waiting to receive an eligibility determination for any of these four federal programs, the Department will ensure that you receive all payments owed to you for those weeks.
Extension to File PUA Claims Until October 6, 2021, the Department will accept new initial claims for PUA benefits for weeks of unemployment ending between December 12, 2020, and September 4, 2021. Claimants are only eligible for PUA benefits for weeks they were unemployed or partially unemployed because of an approved COVID-19 related reason.
Why Did Benefits End Early In So Many States
Citing labor shortages in the spring, 26 state governors claimed pandemic-related unemployment benefits were producing limited incentives for workers to take jobs. Many economists and analysts disagreed, highlighting several factors that prevented people from finding suitable work, including low wages, lack of health care, inadequate child care and fear of contracting COVID-19.
With unemployment claims still fluctuating as the economy struggles to return to pre-pandemic “normalcy,” reports are showing that the premature cancellation of the federal programs had little impact on labor markets. A recent JP Morgan Chase Institute study confirmed that states that ended supplemental unemployment insurance programs during the summer saw a limited impact on job growth.
According to an August report by the Century Foundation’s Andrew Stettner, “Politics, not economics, drove the attack on unemployment insurance.” The states that cut off the enhanced benefits before the federal expiration were mostly Republican-led.
Arkansas, Indiana and Maryland were slated to cut off benefits early, but successful lawsuits forced those states to preserve the federal coverage, at least temporarily. In issuing their rulings, judges noted that the ending of benefits made it harder for the unemployed to afford basic needs. Lawsuits were also filed against state governors elsewhere, which were either denied by judges or are still held up in the courts.

About The Peuc Extension
Usually, you can only collect up to 26 weeks of regular Unemployment Insurance benefits within a benefit year. A benefit year is the 12-month period from the start of your claim.
Pandemic Emergency Unemployment Compensation provides up to 53 additional weeks of payments if youve used all of your available UI benefits.
- The first 13 weeks are available from March 29, 2020 to September 4, 2021. In UI Online, your claim type will display as PEUC.
- After collecting the first 13 weeks, an additional 11 weeks are available beginning on or after December 27, 2020 to September 4, 2021. Your claim type will display as Extension Tier 2 in UI Online.
- After collecting the first 24 weeks, an additional 29 weeks are available beginning on or after March 14, 2021 to September 4, 2021. Your claim type will display as Extension Tier 2 in UI Online.
To qualify for a PEUC extension, your regular UI claim must have started on July 8, 2018, or after. Depending on when you filed your unemployment claim and if it has expired, you may need to reapply for unemployment.

Overview And Implementation Details
The American Rescue Plan Act of 2021, which extends benefits under the CARES Act, and provides new qualification requirements, was signed into law on March 11, 2021.
Federal Pandemic Unemployment Compensation
- As of January 6, 2021, DUA has implemented FPUC for UI claimants. The additional $300 was added to weekly benefit payments for the week ending January 2, 2021.
- PUA claimants will receive their FPUC payments beginning Monday, Jan. 11, 2021.
- These additional benefits will continue until the week ending on September 4, 2021.
Pandemic Unemployment Assistance
- DUA has implemented the extended PUA program and benefits are available until the week ending September 4, 2021.
- PUA claimants may now receive up to 79 weeks of benefits.
Pandemic Emergency Unemployment Compensation

Pandemic Emergency Unemployment Compensation is a federal extension program for people who have exhausted their regular unemployment benefits. PEUC was created by the CARES Act on March 27, 2020.
Under the original text of the CARES Act, PEUC benefits were available for a maximum of 13 weeks and set to expire on December 26, 2020. Congress has extended the PEUC program several times since then.

How Do I Apply For Peuc
Sign into your online account at des.nc.gov and click on the Apply for Pandemic Emergency Unemployment Compensation link to apply. Federal guidelines require you to file a separate claim for PEUC to receive these benefits. You will not automatically receive PEUC when you exhaust regular state unemployment insurance benefits.

Once your benefit account has expired or the balance has reached $0, you may see a notification at the top of your benefit account home page stating you may apply for an extended benefit account.

When Should I Expect Payment For Peuc
If you have exhausted your weeks of regular state unemployment insurance benefits, file your claim for PEUC and complete your Weekly Certification. If youre approved for PEUC, you should continue receiving benefits for all eligible weeks.
If you previously exhausted your weeks of regular state unemployment insurance benefits and have worked since then, your last employer is given, by law, 10 days to respond to DES about your PEUC claim. No payment will be released until after this 10-day period. If there are no issues with your claim, it will usually take approximately 14 days from the time you file your claim to receive your first payment.
