For those reaching out over the phone, our new call centeris now up and running. And we continue to scale it up with 200 additional agentstaking calls by next week, Pritzker said.
In addition to the new call center, Pritzker said othermeasures, like improving the IDESs computer system and adding a chatbot to thewebsite has paid off.
As a result of these improvements, IDES is now paying out unemployment benefits to 99.9% of clean claims in a timely manner. And the majority of these claimants, approximately 75%, receive benefits within two weeks of filing.

IDES is currently working with the U.S. Department of Labor, the FBI and the Illinois Attorney General’s office to provide information on people or groups who may be responsible for sending out fraudulent information to people across the state.
At the moment, more than 1 million fraudulent claims have been stopped by the agency. They did not make clear at the hearing how much they had recovered, or that law enforcement had done so at this time.

Pritzker Tax Relief Proposals Are Election Year Gimmicks’ Critics Say
The futility of her many attempts does not surprise Andrew Stettner, a senior fellow at the Century Foundation who has studied the troubled infrastructure of state unemployment benefits systems nationwide, most of which are now overwhelmed with record requests.
I imagine it as little gumball machine with hundreds of gumballs trying to get through the small little hole, Stettner said. You know, its almost impossible to do.
In his work, Stettner found a majority of states still using 1980s technology in their unemployment benefits systems. He said Illinois and Indiana have both made moves to modernize, unlike some states.
But thats not a silver bullet. You have to have good software, keep it updated and have really good leadership, he said.
Stettner said all states need to think out of the box, lift unnecessary obstacles and reach out to the tech sector for innovative solutions, a job too big for the old way of doing things.
I dont envy anyone the position of running an agency like IDES or any unemployment agency today, especially given these numbers, he said.

There are three eligibility requirements to collect unemployment in Illinois.
- Your past earnings must meet certain minimum thresholds.
- You must be unemployed through no fault of your own, as defined by Illinois law.
- You must be able, available, and looking for work.
Past Earnings
Virtually all states look at your recent work history and earnings during a one-year “base period” to determine your eligibility for unemployment. In Illinois, as in most states, the base period is the earliest four of the five complete calendar quarters before you filed your claim for benefits. For example, if you filed your claim in October of 2010, the base period would be from June 1, 2009 through May 31, 2010.
If you have been out and receiving temporary total disability payments under the Illinois Workers’ Compensation and Occupational Diseases Act, you may have low or even insufficient earnings during the regular base period to qualify for benefits. In this situation, the agency may allow you to extend the base period to capture up to one year of earnings before the regular base period began.
During the base period, you must have earned at least $1,600 total, and you must have earned at least $440 of that total outside of your highest paid quarter.
