    HARRISBURG, Pa.

    Pennsylvania will complete implementation of the federal Lost Wages Assistance program ahead of schedule and begin making payments to those eligible in mid-September, Department of Labor & Industry Secretary Jerry Oleksiak announced Friday.

    The extra $300 per week payments are scheduled to begin on Sept. 10.

    Those who apply and qualify will begin receiving their payments as early as Sept. 14.

    The federal government requires that only individuals who are fully or partially unemployed due to COVID-19 may apply for this benefit.

    LWA payments will be made for the previous claim weeks below:

    Individuals who may qualify for LWA but have not yet received payment for an approved week from a qualifying program should still apply as soon as possible.

    The temporary LWA program runs through December or until the federal funding is depleted.

    State officials will make public announcements when the final payment date is known.

    Are Unemployment Benefits Taxable

    Yes and no.

    Unemployment benefits are generally taxable. Most states do not withhold taxes from unemployment benefits voluntarily, but you can request they withhold taxes.

    But under ARPA, $10,200 of unemployment benefits from 2020 will be tax-free for households with a combined income of less than $150,000 .

    That applies to taxpayers filing joint returns, as head of household, or with single status. But the $10,200 exclusion applies separately to each spouse.

    If you filed your income taxes before ARPA passed, the Internal Revenue Service will refund any overpayment you may have made related to unemployment benefits.

    The IRS says taxpayers will not have to amend their returns or do anything else in order to get the proper adjustment, but stay on top of that. Any refunds should start appearing in May 2021.

    What if my state has started making payments, but I dont see my $300?

    Claimants in most states do not need to take any action to receive the new benefits available in this program. The additional benefits will be added automatically for all claimants who are eligible and have certified for the relevant week.     However if your state has started making payments and you havent received payments you need to first confirm you are eligible. This means you must be receiving at least $100 in weekly unemployment benefit payments . This includes claimants receiving any type of regular unemployment insurance benefits as well as those receiving PUA and PEUC benefits.

    The $900 billion COVID-19 relief package was passed into law on Dec. 27, 2020, which among several other pandemic relief measures extends and provides additional federal funding for enhanced unemployment benefits. This includes the Pandemic Unemployment Assistance , Pandemic Emergency Unemployment Compensation and a reinstatement, but halving of the Federal Pandemic Unemployment Compensation Program which provides a $300 supplemental weekly unemployment payment.

    These programs have been funded and extended for 11 weeks , covering the weeks of December 27th, 2020 to March 14th, 2021. The $300 FPUC will only be available from the week ending 1/2/21 and eligible claimants can receive up to 11 weeks of payments for a maximum total of $3,300).     Covid 19 Enhanced Benefits And Payment Issues

    Under the CARES act, there are three types of federal unemployment assistance now available:

    Pandemic Unemployment Assistance : expands eligibility for individuals who are typically ineligible forUnemployment benefits, for example independent contractors, and self-employed and gig workers. In general, PUA provides up to 39 weeks of unemployment benefits.

    Eligible, approved claimants who have no issues with their claim will receive their very first PUA payment whether its the backdated lump sum payment or a regular weekly payment within one week or less after filing their first certification. Claimants will receive their regular weekly payments within three business days after filing their weekly certification. Questions about your claims should be emailed to .     Note PUA claimants will notice a federally-required change in the weekly claim application for benefits, which was added to Pennsylvanias PUA application on Friday, June 12.     HARRISBURG, PA Pennsylvania has been approved to join a federal lost-wages program that will provide an extra $300 per week to eligible unemployed workers.

    Pennsylvania will get nearly $1.5 billion through the temporary program, Department of Labor & Industry Secretary Jerry Oleksiak announced Tuesday.

    “The recently ended $600 weekly federal benefit was a true lifeline to many Pennsylvanians and I know you are anxious for these new payments to begin,” Oleksiak said. “L& I is working as quickly as possible to evaluate what it will take to implement this program and begin paying the $300 weekly supplement in Pennsylvania, while awaiting final program guidance from the federal government. We will get this money into the pockets of the eligible Pennsylvanians who need it and will be sure to keep everyone updated throughout this complex process.”

    Eligible unemployed workers in Pa. to begin receiving extra $300 weekly benefit

    The stimulus bill will extend both the PUA and PEUC programs for 11 weeks, as well as top up regular state benefits with an extra $300 in weekly jobless aid or half of the extra $600 in aid received by jobless workers at the start of the pandemic and which expired in July.

    At the same time, the number of people applying for jobless aid remains at a high level, showing that the coronavirus continues to take a toll on the economy.

    “A lot of workers are concerned because they have gone in the hole during their unemployment they have built up debt,” said Andrew Stettner, an expert on unemployment with the left-leaning Century Foundation. “Some of the research shows that the average unemployed person has a negative net worth.”

    The extra $300 a week, as well as additional weeks of unemployment, probably won’t be enough for many jobless workers to dig themselves out of debt, Stettner added, but would likely help many meet their basic needs at least until the programs expire in mid-March.

    Kenneth Elliott, 50-year-old ride-hail driver in West Palm Beach, Florida, has been out of work since March. Between April and July he was able to qualify for $600 a week in additional benefits, which covered his expenses. But since August, he’s been living on just $275 a week in state unemployment benefits, “which is kind of not survivable,” he told MoneyWatch recently.

    How Do I Receive The Extra $300

    Once youre approved, you dont have to do anything to receive the weekly $300 payment. You will automatically receive it about a week after you receive your first PUA payment, L& I spokesperson Sarah DeSantis said.

    Reminder: Federal Unemployment Benefit Programs Are Set To End On Sept 4

    Pennsylvania Department of Labor & Industry Secretary Jennifer Berrier issued a reminder Tuesday that federal unemployment benefit programs like Pandemic Emergency Unemployment Compensation, Pandemic Unemployment Assistance, and Federal Pandemic Unemployment Compensation will end Sept. 4.

    The federal unemployment benefit programs that helped many workers during the most difficult days of the pandemic will soon end, Berrier said in a press release. We encourage those receiving these temporary benefits to prepare for this change. L& I is working with its partner agencies and organizations to help identify programs and support services to help Pennsylvanians with this transition.

    Pennsylvania’s unemployment compensation program and those receiving benefits from it are unaffected, Berrier added.

    The federal pandemic-related unemployment programs set to end on Sept. 4 include:

    Pandemic Emergency Unemployment Compensation

    PEUC provided additional weeks to individuals enrolled in the Unemployment Compensation program. When PEUC ends Sept. 4, UC will revert to providing up to 26 weeks of unemployment benefits to eligible individuals. Those who have exhausted their 26 weeks of UC benefits will cease to receive benefit payments for weeks of unemployment after Sept. 4 under that claim.

    Whos Eligible For The Extra $300

    Anyone who qualifies for unemployment benefits, either traditional or PUA payments, automatically qualifies and receives the extra $300 FPUC payments.

    The weekly benefit is different from the $300/week Lost Wages Assistance program implemented late last summer, where filers had to take extra steps to receive the funds.

    Amanda Ewing, of Finleyville, said she hasn’t received her unemployment check in nearly three weeks and can’t get anyone on the phone to give her a reason.

    Ewing is one of many who said they are missing their checks and can’t get through for help.

    According to the Pennsylvania Department of Labor & Industry, there are several reasons for the delay, depending on the situation.

    Eligibility: Who Qualifies For The Extra $300 Unemployment Benefit

    To be eligible for the $300 a week benefit, you need to be receiving unemployment benefits from any of these programs:

    • Unemployment compensation, including regular State Unemployment Compensation, Unemployment Compensation for Federal Employees , and Unemployment Compensation for Ex-Service members
    • Pandemic Emergency Unemployment Compensation
    • Pandemic Unemployment Assistance
    • Mixed Earner Unemployment Compensation
    • Payments under the Self-Employment Assistance program.

    Low-wage, part-time or seasonal workers may fail to qualify for the extra $300.

    Which States Have Not Begun Paying Out The New Federal Unemployments Benefits

    Arkansas and Iowa are working to distribute the payments. Kansas and Oklahoma are expected to distribute payments this week.

    Colorados Department of Labor and Employment is rolling out the benefits in phases, and is expected to start late this coming week with the $300 weekly bonus going to all those on unemployment. It will also allow non-traditional workers who have not yet exhausted their federal pandemic relief to reopen their claim.

    Ohio said it is still processing payments for the additional 11 weeks of Pandemic Unemployment Assistance and Pandemic Emergency Unemployment Compensation due to eligible residents, noting this week, We are working as quickly as possible to implement FPUC for the additional 11 weeks of PUA and PEUC. All claimants will receive all benefits for which they are eligible.

    $300 Unemployment Benefits Update: Heres When Payments Begin In Each State

    The $300 and $400 extra unemployment benefits authorized by President Trump have started to go out in a number of states. At the same time, many states continue to modify their computer systems so that they can begin processing the enhanced unemployment benefits. The process has left many claimants wondering when they will see the boost in their unemployment checks.

    To help answer that, weve compiled data on all 50 states and the District of Columbia. In addition to the status of each states FEMA application and benefit amount, weve assembled the latest date on when the extra payments will be released.

    How Do The $300 Unemployment Benefits Work

    Unemployed Pennsylvanians will soon begin receiving extra $300

    Anyone getting state unemployment has been getting the federal money since the CARES Act passed in March of 2020. But the federal bonus was $600 in that original COVID-19 relief package.

    That expired in July of 2020 and was replaced by a $300-a-week federal bonus. President Donald Trump signed a bill in December that extended that program through March 14, 2021.

    ARPA essentially picks up where the last bill left off. As with the previous benefits, you must be unemployed because of COVID-19 and, depending on where you live, you may need to complete regular work search requirements to remain eligible.

    You need to apply for the extra benefits through your states website. That has proven a challenge in many states where antiquated computer systems were overwhelmed and started wheezing like a 1988 Chrysler LeBaron with 593,842 miles on the odometer.

    Those problems have been mostly resolved, though a little patience might still be called for. New applicants will need to provide income and unemployment records.

    ARPA allocated $300 billion for unemployment payments, but the Labor Department warned it might take a few weeks for states to tweak their computer systems to account for the extension.

    The period between March 14 and Sept. 6 spans 25 weeks. If the payments were to pick up immediately, thats $7,500 extra in federal money for individuals. ARPA also increased the maximum period of benefits from 50 weeks to 79 weeks.
