Covid 19 Enhanced Benefits Under Cares Act In New Jersey

Under the CARES act, there are three types of federal unemployment assistance now available: Pandemic Unemployment Assistance : expands eligibility for individuals who are typically ineligible forUnemployment benefits, for example independent contractors, and self-employed and gig workers. Federal Pandemic Unemployment Compensation : provides an additional $600 per week, on top of regular benefits, to all recipients of Unemployment Insurance retroactive to the week ending April 4, 2020. How We Calculate Benefits

If you qualify for Unemployment Insurance benefits, the amount of money you’ll get each week is called your weekly benefit rate . This amount will depend on how much you earned in the base year period before you applied for Unemployment Insurance benefits.

There are other factors that may reduce your WBR, like whether you are working part-time or collecting a pension.

Note: To be eligible for Unemployment Insurance benefits in 2022, you must have earned at least $240 per week during 20 or more weeks in covered employment during the base year period, or you must have earned at least $12,000 in total covered employment during the base year period. Weekly Benefit Rate

The weekly benefit rate is capped at a maximum amount based on the state minimum wage. For 2022, the maximum weekly benefit rate is $804. We will calculate your weekly benefit rate at 60% of the you earned during the , up to that maximum. We determine the average weekly wage based on wage information your employer report.

If you are not entitled to the weekly maximum benefit amount, you may be able to increase your entitlement with dependency benefits.

    NOT TRUE!!! I have filed UI 03/27 beginning claim wk of 03/15 and claim shows filed but no payment yetits almost 2 months, been out of work with no money to pay for food and/or bills. Called UI office countless times but the phone automatically hangs-up. Extremely frustrating, this is not the way claimants should be treated during this health disaster and time of need!

    hello, Maria, thank you for the info. Unfortunately, no one answers that number today and it says the mailbox is full. Could you please pass along the email address they gave you to reach a human regarding unemployment issues? After certifying for weekly benefits, I received an email that my claim is not payable at this time and to call the nearest Reemployment center. Thats a joke because you cant get through to a human. So frustrated and freaked out about not being able to pay rent and bills.

    Hi. The same here for me. I filed on 3/17 and been waiting almost the same amount of time as you and nothing. I call everyday, send emails and nothing. This is so frustrating especially when thats your only source of income with a family to feed. I pray every night just to get through to someone.

    Will New Jersey Pandemic Unemployment Benefits Be Extended Again In 2021 Or End Early

    With several states ending federally funded unemployment benefits earlier than planned to encourage workers to return to work, there is a strong concern this action could spread nationwide. But the good news for unemployed workers in New Jersey is that most of the states cancelling unemployment benefits are Republican controlled. So it is highly likely that claimants in NJ will keep ALL pandemic unemployment benefits, including the extra $300 weekly payment, until the current program end date which would be the week ending September 4th, 2021.

    However it should be noted that work search requirements are being more rigorously enforced by NJ DOL and there will be a lot more scrutiny of job rejections if not for pandemic or health related reasons.

    A Pilot Project Underway In New Jersey And Arkansas Focusing On The Experience Of Claimants For Unemployment Insurance Is New Territory For The Department Of Labor The Agency Is Working With The United States Digital Service To Develop Pieces Of Tech For States To Use In Unemployment Claims

    Efforts to develop modular technology for unemployment compensation systems are underway at the Department of Labor and the White Houses U.S. Digital Service.

    The claimant experience pilot marks the Labor Departments first foray into product development for unemployment insurance, a benefit delivered at the state level, said Michele Evermore, deputy director for policy in the agencys Office of Unemployment Insurance Modernization.

    New Jersey and Arkansas are participating. The tech being developed is for login processes with integrated identity verification.

    The timeline is flexible, officials say, but the goal is to launch a minimum viable product around the end of March. The technology could potentially be adopted by states as they modernize.

    This is an entirely different approach to tech modernization than the Department of Labor has taken in the past, said Evermore. It is a seriously ambitious undertaking for us to work with U.S. Digital Services to begin to figure out how federal tools can integrate with vastly different state systems.

    When a minimum viable product is finished, itll first be tested to see if the new mobile-first, user-centered portal works before scaling, said Evermore.

    Unemployment Program Extensions Under Biden Arpa Stimulus Package

    Under President Bidens $1.9 trillion federal coronavirus relief package, known as the American Rescue Plan , enhanced unemployment benefits will be extended until September 6th. This would be the week ending September 4th, 2021 in New Jersey. This includes the following extensions:

    Pandemic Unemployment Assistance The PUA program, designed for freelancers, gig workers and independent contractors or those that generally dont qualify for regular state unemployment, has been extended to September 6th, 2021 . This brings the total number of weeks in the program to 79. The minimum PUA payment is still 50% of a states average weekly benefit amount and limited to the states maximum weekly benefit amount .

    Federal Pandemic Unemployment Compensation The new stimulus bill funds another 25 weeks of weekly supplementary/extra unemployment at the current $300 level. Payments for the $300 weekly payment will continue until early September for a total of 25 weeks and eligible claimants those getting at least $1 from state and federal unemployment programs can get a maximum of $7,500 if they qualify for all weeks covered in this new extension. The other $100 supplementary payment for Mixed Earners was also extended by 25 weeks.

    Pandemic Emergency Unemployment Compensation The PEUC program, which extends coverage for those who have exhausted regular and extended state unemployment, has also been extended until the week ending September 4th, 2021.

    Max Nj Weekly Jobless Benefit To Increase By $73 In 2022

    NJ residents struggle to get unemployment

    The maximum benefit rates for New Jersey Unemployment Insurance, Temporary Disability Insurance, Family Leave Insurance, and Workers Compensation will be increasing in 2022, state officials announced on Wednesday.

    The increased rates will be effective for new claims dated Jan. 2, 2022, and later.

    In the new year, the maximum weekly benefit amount for new Unemployment Insurance beneficiaries increases to $804, from $731, the New Jersey Department of Labor & Workforce Development said.

    The maximum weekly benefit for new state plan Temporary Disability and Family Leave Insurance claims increases to $993, from $903, while the maximum weekly benefit for new Workers Compensation claims rises to $1,065, from $969, the NJDOL said.

    Maximum benefit rates are recalculated each year based on the statewide average weekly wage. The benefit rates and taxable wage base for 2022 reflect the $1,419.52 average weekly wage for 2020, which rose by 9.9%, largely due to the number of low-wage workers who were out of work during the pandemic and the higher wages paid to those who remained on the job.

    The taxable wage base, or the maximum amount that workers and employers must pay unemployment, temporary disability and family leave taxes on, will also rise in 2022.

    The taxable wage base for workers covered under the Temporary Disability and Family Leave Insurance programs will increase to $151,900 for 2022.

    What Happens If I Voluntarily Leave My Job

    If you voluntarily quit your job without “good cause connected with the work,” or if you voluntarily retire, you may be disqualified for benefits. “Good cause connected with the work,” means that your reason for leaving was not only a good reason but was also directly related to the job.

    For example, a person quits work to move to another state because his or her spouse got a new job. While this is a good personal reason to quit, the reason for quitting is not connected with the work and the person would be disqualified.

    To remove a disqualification for voluntary leaving, you must return to work for at least 4 weeks, earn at least 6 times your weekly benefit rate, and then become unemployed through no fault of your own.

    If you quit your job, or if you voluntarily retire, you will be scheduled for a claims examiner interview. The examiner will determine if you are entitled to benefits.

    Amount And Duration Of Unemployment Benefits In New Jersey

    If you are eligible to receive unemployment, your weekly benefit rate will be 60% of your average weekly earnings during the base period, up to a maximum of $713. This number is then multiplied by the number of weeks that you worked during the base period, up to a maximum of 26 weeks. For example, someone with a weekly benefit rate of $300 who worked for 26 weeks will be entitled to a total of $7,800 .

    The NJ DOL has confirmed that claimants on the PEUC, PUA, MEUC and FPUC programs will file/certify for benefits for the last time covering the week ending September 4, 2021.

    Any active claims, with or without remaining balances, will expire after this date and any weeks after Sep 5th will NOT be paid. The only exception are retroactive payments for validated claims after a successful determination or appeal.

    While there has been a lot of discussion around extending pandemic unemployment benefits, the Biden administration has confirmed that states will have to use already allocated stimulus funding to expand or extend traditional state unemployment programs.

    The NJ DOL has not indicated that is planning to do so at this stage and Governor Murphy recent stated the following in recent remarks confirming this position:

    Some claimants may be eligible for State Extended Benefits , but after September 4th all claimants must have a regular UI claim to continue receiving benefits.

    Labor Commissioner Robert Asaro-Angelo told lawmakers other states have had the same problems with their unemployment systems as New Jersey.

    Labor Commissioner Robert Asaro-Angelo took another beating from lawmakers during a budget hearing Wednesday, with legislators criticizing his department for taking so long to dole out jobless benefits during the pandemic.

    Nearly every lawmaker on the Assembly Budget Committee shared a story of someone who has reached out to their office in need of help resolving an unemployment or disability claim. Assemblywoman Eliana Pintor-Marin , the committees chair, mentioned a constituent who is owed 36 weeks of unemployment benefits and has received a shutoff notice from PSE& G.

    These are peoples livelihoods, said Pintor-Marin.

    Asaro-Angelo, who appeared before the committee to answer questions about his departments budget request, defended the state workers who have processed nearly 2 million claims since April 2020 and explained to lawmakers why some people are still seeking help for their jobless claims more than two years after the pandemic led to massive job losses. The hearing lasted for three hours.

    The commissioner discussed modernizations to the unemployment system applications were updated last week to be in plain language and apologized to the thousands of New Jerseyans who had to wait months to be paid.
