New Ways To Get Health Insurance When Youre Unemployed
When you lose your job, you usually lose your employerâs health insurance, too. You have several options for replacing that coverage, but until recently many of those choices were expensive and especially difficult to afford when your income is down. But the American Rescue Plan, the relief package that was signed on March 11, 2021, makes several of those options much more affordable.
Whether you just lost your job or are reassessing your options after losing your job in the past year, hereâs what you need to consider when choosing new health insurance coverage. With new subsidies and other assistance, the best choice may be totally different now than it had been in the past.
â New subsidy continues your employerâs coverage through COBRA.
â Sign up for coverage through your stateâs insurance marketplace.
â Choose between COBRA and marketplace coverage under the new rules.
â Join your spouseâs plan.
New Subsidy to Continue Your Employerâs Coverage Through COBRA
The downside has always been the cost: The premiums usually jump significantly because you have to pay both the employeeâs and the employerâs share of the cost, plus up to 2% in administrative costs. Employers generally pay about 75% of the premiums for their current employees.
The new subsidy only applies to people who lost their jobs involuntarily people who left on their own are not eligible for the subsidy. For them, COBRA coverage will continue to be very expensive.

Cobra To Continue Existing Coverage
COBRA, which stands for the Consolidated Omnibus Reconciliation Act, allows you and your family to temporarily continue group health coverage when you would otherwise lose it. You retain the same benefits and provider networks you already have when you elect COBRA.
To qualify for COBRA, you must be enrolled in your employers health plan and experience a qualifying event that would cause you to otherwise lose that coverage. Qualifying events for covered employees include:
- Termination of employment for any reason other than gross misconduct.
- Reduction in the number of hours of employment.
There are additional qualifying events for the spouse and dependent children of covered employees.
This option tends to be a fit for those who want to keep the coverage they already have, regardless of cost. Some reasons you might prefer to elect COBRA include having met or paid into your plan deductible for the year, wanting to continue care through your existing in-network healthcare providers, or not wanting to switch plans because you like the one you have.
You want to look into COBRA alternatives if you cant afford the premiums or will be moving out of your plan network after becoming unemployed.
Cost: Typically your full premium plus a 2% administrative fee. The amount cannot exceed 102%.
Enrollment: To elect COBRA, you have at least 60 days from either the date you were provided with your COBRA election notice or the date you would lose coverage, whichever is later.

How Long Have You Been Unemployed
If you are in a bout of short-term unemployment, such as a lay-off, there is a good chance you can still be approved for life insurance. If you have a history of steady employment and plan on working again soon, many companies would approve your application.
If you have a good skill-set and have made a decent income in the not-too-distant past, there is a good chance your application would be approved since the chances of you getting a job are good.
If you worked in an industry that typically has jobs-a-plenty, insurance companies will view your application more favorably. If you worked in an industry that is on a decline, such as a dial-up Internet installer, you might have a little more trouble getting insurance.

If you stopped working to be a stay-at-home parent, this is a different situation. While you are technically unemployed, you still work. The duties of a stay-at-home parent total many jobs in one.
Typically, life insurance companies will allow a stay-at-home parent to have coverage equal to that of the working spouse. If the working spouse makes a substantial amount of money and has a substantial amount of life insurance coverage, insurance companies may cut the coverage for the stay-at-home parent in half. Needless to say, having life insurance coverage on both parents is vital.

Special Enrollment Periods Are For Everyone
The ACA also created an open enrollment period for buying health insurance. If you dont get coverage through work and need a private health plan, youve got one time during the year to sign up. It runs from November 1st through December 15th nationwide, though some states have later deadlines.
If you miss the deadline for the year, you usually have to wait until the next enrollment period. But thats where a special enrollment period comes in.
Major life events, like having a baby or getting married, can trigger a special enrollment period. One of those qualifying life events is losing your job.
Special enrollment periods are available to everyone. As long as you meet the requirements for a qualifying life event, you can apply for health insurance during an SEP. You usually have 60 days from the date of that event to sign up.
Note that this has nothing to do with the current pandemic. The special enrollment period for losing your job is just part of Obamacare already. So if youre reading this in August and you recently lost your job, go ahead and see if you qualify to use an SEP to get health insurance.
Thats why we said at the beginning that people who lost their jobs on or after April 5, 2020 are rapidly running out of time to take advantage of this special enrollment period. At the time of this post on June 4th, its been 60 days since that date.
In fact, if youre reading this after June 4th, youve likely already missed the window. Sorry about that!
