Liability Conditions By Business Type
General Business
General business employers are liable on:
- The first day of the calendar quarter you pay remuneration of $300 or more, or
- The day you obtain any or all of the business of a liable employer
Non-Profit Employers
Non-profit employers are liable:
- On the first day of the calendar quarter you pay remuneration of $1,000 or more, or
- As of the first day of the calendar year you employ four or more workers on at least one day in each of 20 different weeks during that year or the prior calendar year
Household Employers
Employers of household help are liable the first day of any calendar quarter you pay remuneration of $500 or more.
Agricultural Employers
Effective January 1, 2020, employers of agricultural labor are liable as of:
- The first day of any calendar quarter after January 1, 2020 in which you pay remuneration of $300 or more, or
- The day you obtain any or all of the business of a liable employer

Government Employers
Government employers are liable the first day of the calendar quarter you pay remuneration to employees in covered employment. It does not matter how much remuneration you pay or the number of employees.

What Is The Difference Between The Willful Misconduct And The Just Cause Standards
Under the willful misconduct standard, an employee who is a poor performer and made many costly mistakes at work would still be entitled to benefits, since his inability to perform the job is not willful misconduct. Under the just cause standard, which looks at whether the employer had a good reason to terminate an employee, an employees substandard work and errors would provide the employer with cause to fire the employee. Whether your state uses a just cause standard or the more lenient willful misconduct standard may have a bearing on whether you receive unemployment.
A faultless termination would involve a company that has downsized and eliminated the employees position for economic reasons. In this scenario the employee did not do anything wrong, and there was no just cause for the termination. Although the employer may have had a valid business reason for its decision, the individual employee was not at fault and so is entitled to unemployment compensation.
Breaking company rules or violating company policy can constitute willful misconduct or just cause for termination. Doing personal business on company time, behaving rudely to a customer or client, or failure to show up for work without excuse can all be willful misconduct or just cause for termination.
Register For Ui Online
To create your UI Online account, you must be logged in to Benefit Programs Online. Once you are logged in, select UI Online and provide the following information:
- First and last name as it appears on your claim
- Date of birth
Important: Your EDD Customer Account Number is automatically mailed to new customers within 10 days of filing a claim. If you have lost your EDD Customer Account Number, call us at 1-800-300-5616 from 8 a.m. to 8 p.m. , seven days per week, except on state holidays.

Benefit Year End Date
A regular unemployment insurance benefit year ends 12 months after the claim started.
You must reapply for a new claim if you earned enough wages in the last 18 months and are still unemployed or working part time. We will notify you when your new claim is processed. This usually takes two to three weeks.
- If youre unsure if you have enough wages as reported by an employer, log in to UI OnlineSM and select File New Claim. We will do one of the following:
- Immediately tell you that you do not have enough wages to establish a new claim.
- Provide instructions on how to submit a new application.

If you served in the military, worked for a federal government agency, or worked in a state outside of California within the last 18 months, you must reapply for a new claim by phone, mail, or fax.
You do not need to reapply if you did not earn enough wagesin the last 18 months to establish a new claim, regardless of whether you are on a regular claim, a federal extension, or Pandemic Unemployment Assistance . Continue to certify for benefits, and we will notify you when your benefit weeks are processed.
To find your benefit year end date, log in to UI OnlineSMand view your Claim Summary. Your benefit year end date is 12 months after the start of your Benefit Year.

Federal Help On The Way
Congress passed a previous coronavirus aid package on March 18 that provides some help for state unemployment insurance programs.
The legislation provides technical assistance for states that want to set up a work share program during the pandemic. It also provides $1 billion in administrative funds to the state agencies doling out insurance funds. Right now, administrative funding is tied to the previous years unemployment rates, which have been at historical lows. As a result, most state unemployment insurance programs are struggling to keep up with administrative costs.
The legislation also provides interest-free loans to states that exhaust their unemployment insurance trust funds, and pick up the costs of extended unemployment benefits past 26 weeks.

When you apply for benefits, TWC offers you one of two ways to get your benefit payments:

TWC will deposit payments to the TWC debit card account unless you sign up for direct deposit.

Georgia law requires that all applicants for UI benefits who are 18 years of age or older attest they are:

The GDOL performs electronic verification of your lawful presence in the United States with the Georgia Department of Driver Services .
