Pennsylvanians could get extra $300 in unemployment benefits starting today

States are continually applying for payment assistance. Below is a look at the current status for each state.

Alabama: The state announced this week that it will submit an application for additional funding. Once approved, no additional application will be necessary for claimants those who are eligible will be notified by email. The state will not contribute the extra $100 per week.

Alaska: Gov. Mike Dunleavys office said last week that he approved a plan to increase state unemployment benefits. Its uncertain when eligible unemployed workers can expect to receive the money. The state will not contribute the extra $100 per week.

Arizona: This was the first state to be approved for additional unemployment assistance, and eligible unemployed workers began receiving their extra $300 per week in benefits on Monday. The state opted not to contribute an additional $100 per week due to budget concerns.

Arkansas: The state is still considering whether it will participate in the program and plans to make a decision by Friday.

California: The state was approved for funding on Aug. 22. It wont contribute the extra $100 per week due to the cost. Its uncertain when benefits will be paid, but it may take up to 20 weeks to disburse payments because of issues with the states computer system.

Connecticut: The state has not announced whether it will participate.

District of Columbia: The District of Columbia has not announced whether it will participate.

Guidance Mitigates Impact Of Trumps Delay In Signing Stimulus Package

Because Trump delayed signing the stimulus bill, there was worry that millions would lose out on a weeks worth of benefits. The extra $300 only applies to benefit weeks after enactment, Michele Evermore, a policy expert at the National Employment Law Project, had explained. If Trump doesnt sign by midnight , then the $300 will only apply to 10 weeks of benefits at most, she told me several days ago.

Luckily, experts, including Evermore, later identified a workaround that permitted the ETA to interpret the language in the new stimulus bill in a more favorable way. This revised interpretation allowed the extra $300 payment to be disbursed for the full 11 weeks. Essentially, the ETA read the new stimulus agreement as an amendment that renewed existing unemployment program agreements with states as opposed to creating new ones. If Labor is able to renew old agreements with a new end date, it would have no effect on this week of benefits, Evermore noted, referring to the week of December 27.

Evermore had cautioned that this interpretation needed to be vetted and approved by the ETA. In its guidance letter, the ETA adopted this position. The Department interprets the Agreement to incorporate amendments to the CARES Act made by the Continued Assistance Act, it wrote in UIPL 09-21. The Department does not view having a new agreement or addendums as necessary in order to implement the statutory changes because amendments are incorporated by reference.

While this is subject to the different timelines of the PUA and FPUC programs, generally speaking if you qualified for the PUA program between early April and the end of July, you would be eligible for FPUC benefits per the dates shown below.   • Claims dated on or after January 3, 2021: You must provide proof for calendar year 2020 that demonstrates the existence of employment between January 1, 2020, and your claims filing date.

Your documentation of employment or self-employment does not need to cover the entire period that you were working.

If you do not send us proof of employment within the deadline, you will be found ineligible for benefits beginning December 27, 2020, and have to repay any benefits you received. You have the right to appeal any decision holding you ineligible for benefits. The requirement to provide proof was established by law and cannot be appealed.

If you’ve been laid off or furloughed, you can apply for unemployment benefits in your state. Once the state approves your claim, you can apply to receive whatever state benefits you’re entitled to. What Is Federal Pandemic Unemployment Compensation

The Federal Pandemic Unemployment Compensation program, authorized by the CARES Act and renewed by subsequent legislation and a presidential order, initially provided $600 per week in extra unemployment benefits to unemployed workers in states that opted into the program.

In August 2020, the additional payment was lowered to $300, the amount continued by the American Rescue Plan Act of 2021 through Sept. 6, 2021.

Most eligible claimants currently receiving benefits do not need to take any action because the state will automatically add the funds to their weekly benefit payment retroactive to the dates specified in the grant.

Baker said over $200 million dollars has already been distributed, and that number will grow next week.

“Massachusetts was quickly able to install software to stand this up and make this work,” he said. “It’s an important step in making sure we sustain supplemental relief for people who were out of work.”

But the governor said this round of unemployment assistance is still just a diversion from Federal Emergency Management Agency funds and urged the federal government to pass a longer-term COVID relief package.

“It’s important for Washington to step up and do what it said it was going to do last summer — implement a COVID-19 relief package that supports a more long-term unemployment program,” Baker said. “People in both parties need to come together to make this happen sometime soon. It’s the right thing to do for workers who lost jobs, and it’s critically important to ensuring state and local governments can continue to support their constituents.”

New $300 Boost To Weekly Supplemental Unemployment Benefits

The stimulus plan also includes a new round of federal unemployment insurance supplementsthis time at $300 per week. All workers who get regular unemployment benefits should be eligible for the Federal Pandemic Unemployment Compensation programs weekly benefits. Those are set to last through mid-March. They wont cover retroactive unemployment, just unemployment claims going forward.

The benefits are akin to those passed in the CARES Act in March, which provided additional short-term $600 weekly federal payments to Americans whod lost work or income because of the pandemic, in addition to any regular state unemployment benefits. Those expired last summer.

Federal Unemployment Benefits Have Ended

Federal unemployment benefit programs under the CARES Act ended on September 4, 2021. You will no longer be paid benefits on the following claim types for weeks of unemployment after September 4:

Note:Federal-State Extended Duration benefits are no longer payable for weeks of unemployment after September 11.

The federal government does not allow benefit payments to be made for weeks of unemployment after these programs end, even if you have a balance left on your claim. Any pending payments for weeks of unemployment before the expiration of benefits will be processed retroactively if you are found eligible and did not receive conditional payments. You will be notified about what to expect based on your claim type.

    You Were Not Eligible If You:

    • Were receiving paid sick leave or other paid leave benefits, including benefits from the Paycheck Protection Program . However, if you were being paid for less than your customary work week you might have been eligible for reduced PUA. Any paid leave you received must have met Disaster Unemployment Assistances income restrictions.
    • Could telework with pay. However, if you were working fewer hours than you did before the pandemic you might have been eligible for reduced PUA if you met DUAs income restrictions.
    • Were an essential worker and continued to work. Quitting work without good cause in an attempt to get PUA benefits is fraud.
    • You and your employment were no longer affected by COVID-19.

    Who Is Eligible For The Extra Benefits
