Claimants who are eligible for state extended unemployment benefits will be transitioned to them automatically when federal extended benefits end on September 4, 2021. If you are on state extended unemployment benefits, your claim status will say Extended Unemployment Benefits.

Filing The First Claim For Unemployment Benefits

Newly unemployed workers should file their initial claim with the DES as soon as they lose their job via UInteract, the agency’s online claim filing system, which is available 24 hours a day. They must have certain information ready to input:

  • Social Security number.
  • Amount of weekly gross wages, including vacation, holiday or WARN pay.
  • Full name, address and employment dates for employers from the past 18 months.
  • Optional banking information to receive benefits through direct deposit.

Claimants can also file by phone with the DES by calling one of the Regional Claims Centers from 8 a.m. to 5 p.m. Monday through Friday:

How Unemployment Insurance Extensions Work

As an Unemployment Insurance recipient, you are likely eligible for PEUC, the new extension program from the federal government.

The catch: You can only apply for this extension once you have run out of your states unemployment benefits. You cant pre-register. The Department of Labor directed states to alert you by email or letter if you are potentially eligible for the extension, but made it clear to states to not automatically enroll people.

Another source of uncertainty is the number of weeks PEUC will extend your unemployment benefits in total. The first stimulus package authorized 13 additional weeks of benefits. The second package authorized 11 more. But its more complicated than adding those two figures together and getting 24 extra weeks.

The unemployment provisions laid out in the first stimulus package expired in December 2020. So the 13 extra weeks provided by the CARES Act are no longer available to new applicants.

But even if you didnt get that first extension, you could still get the 11 additional weeks approved in the second stimulus bill.

The PEUC application is based on your state-level unemployment claims. While you must opt in to receive the additional weeks of benefits, you wont have to completely reapply.

Under PEUC, your weekly benefits will be the same as your state benefits, the check will just be coming from the federal government.

Understanding Federal Pandemic Unemployment Compensation

Can You Apply For Regular Unemployment And Pua

As the COVID-19 pandemic forced states and businesses to shut down, the U.S. is likely looking at months of high unemployment rates. Predicted long-term to be one of the harshest unemployment situations since the Great Depression, the U.S. Bureau of Labor Statistics reported the unemployment rate at 6.7% at the end of 2020.

Millions of out-of-work Americans are depending on unemployment insurance to help cover their housing costs, groceries, and other expenses. Federal Pandemic Unemployment Compensation is one of several new programs established by the CARES Act to help alleviate some of the economic pain caused by COVID-19.

The Lost Wages Assistance program, which provided $300 to $400 in weekly compensation to eligible claimants, stopped accepting applications on Dec. 27, 2020.

Under FPUC, eligible people who collect certain unemployment insurance benefits, including regular unemployment compensation, received an extra $600 in federal benefits each week through July 31, 2020.

FPUC is a flat amount given to people who received unemployment insurance, including those with a partial unemployment benefit check. The original amount of $600 was reduced to $300 per week after the program was extended in August 2020, as long as your state signed the agreement as of Dec. 26, 2020. The expiration date for this new weekly amount is September 6, 2021, as it was extended by the American Rescue Plan.

Overview And Implementation Details

The American Rescue Plan Act of 2021, which extends benefits under the CARES Act, and provides new qualification requirements,;was signed into law on March 11, 2021.

Federal Pandemic Unemployment Compensation

  • As of January 6, 2021, DUA has implemented FPUC for UI claimants. The additional $300 was added to weekly benefit payments for the week ending January 2, 2021.
  • PUA claimants will receive their FPUC payments beginning Monday, Jan. 11, 2021.
  • These additional benefits will continue until the week ending on September 4, 2021.

Pandemic Unemployment Assistance

  • DUA has implemented the extended PUA program and benefits are available until the week ending September 4, 2021.
  • PUA claimants may now receive up to 79 weeks of benefits.

Pandemic Emergency Unemployment Compensation

  • The extended PEUC program has now been implemented in UI Online. Claimants may now receive up to 53 weeks of PEUC in total.
  • Claimants need to request PEUC benefit weeks through UI Online.
  • The PEUC program will conclude the week ending September 4, 2021.;

Extended Benefits

  • Extended Benefits will remain active due to continued federal funding until conditions for the 13-week entitlement trigger off. Eligible claimants are receiving their weekly benefits.
  • Claimants who exhaust EB need just continue certifying for benefits and will automatically transition on to PEUC 1.1.

Gather the following items and information:;

  • Your Social Security card
  • Your driver’s license
  • Information about your previous employer, including the company’s name and address, your supervisor’s name and phone number, and the employer’s registration or federal Employer Identification Number

When you sign into your online account at des.nc.gov, you will see an Apply for Pandemic Emergency Unemployment Compensation link instead of a link to file your Weekly Certification. Click on the Apply for Pandemic Emergency Unemployment Compensation link to file your claim.

Federal guidelines require you to file a separate claim for PEUC to receive these benefits. You will not automatically receive PEUC when you exhaust regular state unemployment insurance benefits.

Beginning Friday, May 22, North Carolinians who have exhausted their state unemployment insurance benefits can apply for an extension of benefits through the federal Pandemic Emergency Unemployment Compensation program .

PEUC provides up to 13 weeks of additional assistance for people who exhausted their 12 weeks of state unemployment insurance benefits on or after July 6, 2019. It is available for benefit weeks ending Saturdays from April 4 to Dec. 26, 2020.

For people applying for PEUC:

  • You must file a separate claim for PEUC to receive these benefits. You will not automatically receive PEUC when you exhaust regular state unemployment insurance benefits.
  • Sign into your online account at des.nc.gov and click on the Apply for Pandemic Emergency Unemployment Compensation link to apply. If you are not eligible for PEUC, you will not see the application link in your online account.

For weeks ending April 4 through July 25, people receiving PEUC will be paid an additional $600 each week in Federal Pandemic Unemployment Compensation . FPUC does not require a separate application.
