Overwhelmed states get creative to handle surge of jobless claims.
Yet even as modernization increases efficiency for routine cases, the number of left behind and unresolved cases continues to grow, and late payments are increasing in most states. States that paid quickly were targeted for fraud and began to scrutinize applications more closely, creating more bottlenecks.
As he announced his economic appointments this week, Biden repeated a pledge to deliver immediate economic relief to the American people. Faster unemployment benefits were a key part of his transition plan, which included a pledge to make Americans who lose their jobs financially whole by ensuring they get their unemployment insurance on time and in full.
The plan promises help for states with staffing capacity, technology, training and best practices from other jurisdictions.
Some legal experts, though, see bureaucracy as the biggest obstacle to payment.
The most common cause for delay is an unusual situation or accidental wrong answer, such as mistakenly checking the box that indicates a person was unavailable to work, meaning they dont qualify for benefits.
Such blunders, however trivial, require personal attention and many states are just too overwhelmed by the volume of jobless claims to perform once-routine investigations, said Sarah Hymowitz, an attorney for the Workers Legal Rights Project, a New Jersey nonprofit that serves low-income people with problems getting benefits.

What To Do If You’re Still Waiting For Unemployment
People across the country are reporting that they are still waiting for benefits, even in June. That’s painful for millions of Americans.
Sadly, the state unemployment systems were not designed for this type of event, but some states definitely made their programs and systems worse than others. I hope you vote in November and hold your elected officials accountable for their poor actions leading up to this event.
But, what can you do now?
First, make sure you use the online portal for your claim if possible. Most states are very under-staffed to handle calls, so if you don’t need to call, don’t.
Second, if your claim is denied or your still pending, you should try to call at least a few times. We recommend documenting these calls with date, time, wait time, and more. Hopefully this will resolve it if you’re patient enough.
Third, if you’re still waiting on benefits, you should contact your state legislature representative. In nearly all states, local representatives and assembly members have personnel on staff that can help escalate issues with state departments . In fact, most state departments have a liaison office that helps with these requests, so your situation will be reviewed by higher level managers.

How Much Money Will I Receive If I Decide To File For Unemployment Benefits
Generally, your payment will be a percentage of your prior earnings, up to a cap set by state law. Although states differ in how they calculate benefits, a typical formula pays half of the employee’s former weekly wages, up to a maximum amount that varies widely from state to state. To continue receiving benefits, you will have to file a claim every week or two. The claim form will ask about any amounts you’ve earned during the claim period, your efforts to find work, and so on. Gov. Andrew M. Cuomo has repeatedly promised to fix New Yorks archaic unemployment-insurance system, which has been overwhelmed by an unprecedented wave of claims.
The state has teamed up with Google to overhaul the online application, added thousands of workers at call centers while expanded call-volume capacity, and vowed to address outstanding unemployment claims within 72 hours.
Carly Keohane has yet to benefit from any of the improvements.
Ms. Keohane, who lost her waitressing job in Rochester, N.Y., has been waiting a month to receive $2,124 in unemployment payments as a direct deposit into her bank account.
But the state instead told her that the money had been deposited on a state-issued debit card, which she never received. She cannot reach anyone on the phone to find out where it is.
I call the Department of Labor every single day, and I know the options by heart now, said Ms. Keohane, 31, whose checking account was down to $10.35. It would be OK if I just knew where the money was.
They also were not built for a new class of workers independent contractors and the self-employed who are eligible for assistance during the outbreak.
