Update 1/27/2021 1099 Tax Form and Unemployment Fraud
Unemployment benefits are taxable at both the state and federal level, and the Michigan Unemployment Insurance Agency issues a 1099 tax form to individuals who received unemployment benefits. University of Michigan employees who had legitimate unemployment claims in 2020 will receive a 1099 tax form. Unfortunately, because the state of Michigan is behind in resolving fraudulent unemployment claims, employees who were victims of unemployment fraud in 2020 may also receive a 1099.
If you received a 1099-G from the Michigan UIA and did not receive unemployment benefits during Calendar Year 2020, you need to take action:
- If you have already reported the fraudulent unemployment claim to the state and you receive a fraudulent 1099, please email so the university can confirm a fraud protest has been filed.
- If you have not previously reported unemployment fraud and receipt of the 1099 is your first indication of unemployment fraud, follow the instructions below reporting unemployment fraud and email so the university can file a fraud protest.
- When you file your 2020 income tax returns, make both the IRS and the Michigan Department of Treasury aware that you are not reporting the unemployment compensation income because you did not receive the payments. .
Information You Need Before You Apply
When you apply for unemployment, you will need all of the following:

Your social security number

A mailing address, including zip code and county

Your driver’s license or state ID number

The names and addresses of all your employers during the past 18 months

The dates of employment and wages paid by each employer during the past 18 months

If you are not a U.S. citizen or permanent resident, your alien registration number and the expiration date of your work authorization

Your personal identification number from any past unemployment claims
Information Youll Need To Submit Your Unemployment Claim
To successfully complete your unemployment benefits application, youll need to have several documents that act as proof for your claim.
- Social Security number.
- Names and addresses of all previous employers during the last 18 months.
- Pay stubs that show your quarterly earnings.
- The last date you were employed.
- The reason you have become unemployed be sure this reason matches your employers reason, as processors will verify your claim with your previous employer.
- Personal identification number from any previous Michigan unemployment claims.
- If you are not a US citizen, youll need your Alien Registration Number and expiration date for work authorization.

After filing for unemployment benefits, the UIA will contact you by mail regarding your benefits. They will explain if your claim has been accepted or denied . If accepted, the information packet will show how large your weekly benefit check will be and how often you can receive unemployment payments. This information will also include information on what you must do to continue receiving benefits.

Create And Set Up Miwam Account
On the next screen, you will click on sign in to MiLOGIN on the MiLOGIN homepage. You will click on sign up, which will take you to the page to create your profile. Complete the required information.
After you have agreed to the Terms & Conditions, select next. You will be asked provide user ID and password information to complete your profile. Please pay close attention to the requirements.
For security option, choose your preferred password recovery methods. Multiple options can be selected.
After you create your account, you will enter your social security number and date of birth to begin linking the unemployment insurance account to MiLOGIN. Once you click Submit you have now successfully linked your MiLOGIN username to your record with unemployment insurance.
Please note, if you have previously filed a claim, you will be asked to submit your drivers license or Michigan ID for verification purposes. You will be asked to set up an authentication code. You may choose text email or both to receive your authentication code under authentication type.
If you choose text, please make sure your wireless carrier is listed in the drop-down.
If your carrier is not listed, you must select email. Once completed, click on save. You will be prompted to send an authentication code using your chosen method.
You will then enter the code that you received. Please enter the code exactly as generated.
What Are The Advantages Of Michigan’s New Registration Rule
According to Unemployment Insurance Agency director Julia Dale, registering through Michigan‘s new program gives unemployed people a higher chance of getting a new job.
“Registering with Michigan Works! not only fulfils a requirement to receive unemployment benefits, but it also provides unemployed workers with a great advantage in landing one of the 114,000 available jobs listed by employers on Pure Michigan Talent Connect,” Dale said.
“Work registration is also helpful for employers in recruiting job candidates at a time when hiring has been difficult.”

Will I Get Back Pay For The $600 Unemployment
Eligible individuals will receive retroactive payments of the $600 weekly federal unemployment benefits, in addition to their state benefits, based on their determined date of eligibility. Americans still stuck in unemployment backlogs can get these retroactive checks, going back as far as March 29 for the $600 bonus.

Unemployment Benefits Expanded Due To Coronavirus Outbreak
While we work together to mitigate the spread of coronavirus, we must do everything we can to help working families, said Whitmer. This executive order will provide immediate relief to those who cant go to work, and who rely on their paycheck to put food on the table for themselves and their families.”
Under this executive order, unemployment benefits would be extended to:
- Workers who have an unanticipated family care responsibility, including those who have childcare responsibilities due to school closures, or those who are forced to care for loved ones who become ill.
- Workers who are sick, quarantined, or immunocompromised and who do not have access to paid family and medical leave or are laid off.
- First responders in the public health community who become ill or are quarantined due to exposure to COVID-19.
Access to unemployment benefits will also be extended:
- Benefits will be increased from 20 to 26 weeks.
- The application eligibility period will be increased from 14 to 28 days
- The normal in-person registration and work search requirements will be suspended.

How Unemployment Works In Michigan
It is important to apply for Michigan unemployment as soon as you lose your job so that your benefits can begin as soon as possible. You can file a Michigan unemployment application online, over the phone, or at a Michigan unemployment office.
If you meet Michigan unemployment benefits eligibility, you will be approved for up to 20 weeks of unemployment compensation. The minimum amount you will receive is $81, with a maximum of $362.
The Michigan unemployment department requires all benefits recipients to file a weekly claim with MARVIN, the online reporting system. This is proof that you are searching for new work and is required to receive your weekly benefits.
If you have found a new job and are being paid, regardless of how quickly, your benefits will end. Or, after reaching 20 weeks, your benefits will expire. In most situations, the state will reject a Michigan unemployment extension request.
Michigan Unemployment Registration Process
Along with the claimants MI unemployment registration, he or she must register for work before becoming eligible for unemployment benefits, even if they registered for work immediately prior to filing that claim, and the registration has not expired.
To register, the UI petitioner must create a profile on Pure Michigan Talent Connect online. When a petitioner goes to file for an unemployment claim, he or she must also report in person to a Michigan Works! Agency service center, no later than three business days before contacting MARVIN or MiWAM to claim benefits. The applicant can create his or her profile online. MWA staff will validate the claimants profile for the UIA. Free access to the internet is available at any MWA service center. Failure to register for work can result in a delay or loss of benefits.
If the former employee is on a temporary lay-off from a full-time job, he or she does not have to register for work to be eligible for unemployment benefits. During the unemployment EDD application process, the former worker is asked a question about returning to work and the date. If the answer was that they have a return-to-work date with the same employer within 120 days from the last day of full-time work, he or she does not have to register for workalthough the petitioner still must submit the Monthly Work Search report through MiWAM or mail.

How Unemployment Benefits Extension Work In Michigan
How to get an unemployment extension and more specifically What can I do to extend unemployment? will undoubtedly be questions on the minds of many beneficiaries currently enrolled in the Michigan unemployment insurance benefits program. - Employees who live in the District of Columbia or one of the states to which U-M reports wages, and/or they have another job in that state or D.C., should file in that state or D.C.
If an employee does file for unemployment in D.C. or a state where U-M does not report wages, then the paper claim should be sent by the D.C. or state unemployment insurance department to U-M to complete the combined wages request.

How To Apply For Unemployment Benefits In Michigan Amid Coronavirus Crisis
Michigan Gov. Gretchen Whitmer signed an executive order extending unemployment insurance benefits to workers who are home caring for sick relatives or taking care of their children during the coronavirus pandemic. Also, anyone losing work as a result of the crisis is advised to apply.
Whitmers executive order extends unemployment benefits to workers who have an unanticipated family care responsibility, including child care responsibilities because of school closures. It also covers workers who are sick, quarantined or immunocompromised but do not have paid medical leave or are laid off, along with first responders who become ill or are quarantined because of the exposure to COVID-19.
Online applications are recommended because of increased call volumes in the past week, but those seeking to file a claim for benefits can also to apply.

What You Should Know When Claiming Benefits
- Accurately Report the Reason You Are Unemployed.

Where To Register For Unemployment Benefits In Michigan
An applicant has wondered where to apply for unemployment in MI has two answers: file an online unemployment EDD application using the Michigan Web Account Manager or file for unemployment by calling Michigans Automated Response Voice Interactive Manager . Regarding how to apply for unemployment online using MiWAM, there are instructions for that on the Unemployment Insurance Agency website. It is available six days a week, 24 hours a day from Monday at 12 a.m. through Saturday at 11:59. MARVIN is available to be called between 8 a.m. and 7 p.m. Monday, Tuesday and Wednesday. Begins Nov 7 For People Filing Unemployment For The First Time
WAYNE COUNTY, Mich. A big change is coming for people in Michigan filing for unemployment.
You will now be required to meet with Michigan Works! either in-person or virtually.
Heres how it works: after you make a claim with the states Michigan Unemployment Agency, you have to create a profile on Pure Michigan Talent Connect, then you have to meet with staff at Michigan Works! Association.
While it may be new to some, Greg Pitoniak who runs seven Michigan Works! job centers in Wayne and Monroe counties said this was a requirement before the pandemic.
That was a downside of of the suspension of a requirement during the pandemic, is that it did not create that automatic connection to the reemployment system that Michigan Works is, Pitoniak said.
The point of adding the requirement back in is to fill a gap we all see unfold with now hiring signs everywhere, including in front of the Michigan Works! job center in Wayne.
In a release announcing the requirement, the states UIA director Julia Dale said, … it also provides unemployed workers with a great advantage in landing one of the 114,000 available jobs listed by employers on Pure Michigan Talent Connect.
When it comes to training for high demand jobs, Michigan Works! will cover the bill Pitoniak said.
Truck drivers is a great example. Its a very high demand occupation right now very many openings for truck drivers, and we can find training for most people for to get the CDL license, Pitoniak said.
