Unemployment Program Extensions Under Covid Relief Bill

The $900 billion COVID-19 relief package was passed into law on Dec. 27, 2020, which among several other pandemic relief measures extends and provides additional federal funding for enhanced unemployment benefits. This includes the Pandemic Unemployment Assistance , Pandemic Emergency Unemployment Compensation and a reinstatement, but halving of the Federal Pandemic Unemployment Compensation Program which provides a $300 supplemental weekly unemployment payment.

These programs have been funded and extended for 11 weeks , covering the weeks of December 27th, 2020 to April 5th, 2021 . To receive FPUC benefits, you must be receiving regular UI, PEUC, EB, or PUA.

Expanded Unemployment In North Carolina During The Covid

On March 11, 2021, President Biden signed into law a $1.9 trillion COVID-19 relief bill known as the American Rescue Plan .

Under ARP, the $300 per week federal unemployment supplement is extended until September 6, 2021.

The law also extends two unemployment programs originally created by the CARES Act in March 2020: Pandemic Unemployment Assistance and Pandemic Emergency Unemployment Compensation .

Under the PUA program, self-employed workersusually excluded from unemployment benefitsare entitled to unemployment if they meet certain criteria. ARP makes PUA benefits available through Labor Day 2021, and increases the maximum duration of these benefits from 50 to 79 weeks.

The PEUC program provides for a federally-funded extension of benefits when state unemployment benefits expire. ARP increases the maximum duration of PEUC benefits from 24 to 53 weeks, with an expiry date of September 4, 2021.

    Pandemic Unemployment Benefits Have Expired

    Although additional money — $300 extra per week — was available under the federal Pandemic Unemployment Compensation program, that program expired on September 6, 2021. For weeks of unemployment starting on September 6 or later, these extra benefits will no longer be paid.

    A different federal program — Pandemic Unemployment Assistance — made benefits available temporarily to workers who were not eligible for traditional unemployment benefits, including freelancers, gig workers, and other contractors. That program also expired on September 6, 2021.

    Raleigh, N.C. If you file for unemployment — starting on Labor Day, you’ll no longer get a $300 weekly bonus.

    The federal government is ending those extra payments, which will affect upwards of 10 million people, including many here in North Carolina.

    The government had been providing an extra $300 a week to people who lost their jobs during the pandemic the boost was $600 a week earlier and state officials estimate that 70 percent of North Carolinians currently receiving unemployment have already exhausted all of their state benefits and, therefore, won’t be eligible for any more weekly checks.

    The number could be upward of 200,000 people affected, said Alexandra Sirota, director of the left-leaning North Carolina Budget & Tax Center.

    Along with the expiration of the federal eviction moratoreum, the end of the extra pandemic help could leave many people in challenging situations.

    Those who still receive state benefits aren’t in much better shape, Sirota said.

    The state unemployment insurance system is not up to the task of stabilizing families and the economy for a full recovery,” she said. “It is providing too few people, too few jobless workers, with too little for too short a time.”

    North Carolina unemployment benefits typically pay half a person’s previous salary, capped at $350 a week, for up to 12 weeks.

    The bill has wide support with Republican lawmakers in the General Assembly, who control both the state House and Senate.

    The bill passed the North Carolina House of Representatives 71 to 36, with seven Democrats joining the Republicans. No Republicans voted against the bill.

    In recent weeks, 25 states have decided to cut off the federal unemployment benefits early, according to the AP. Those states include South Carolina, Georgia and Tennessee.

    Itâs not clear what North Carolinaâs governor would do with the bill, but heâs made it clear that he supports the extra unemployment benefits.

    North Carolinaâs two Republican U.S. Senators called on Cooper to end the extra federal benefits in a joint statement late last month.

    âThe employment shortage caused by exorbitant federal unemployment benefits is a real and serious threat to North Carolinaâs recovery,â Senators Thom Tillis and Richard Burr said in the joint statement.

    âOver the last several weeks, weâve heard from countless small, mid, and large-sized business owners across North Carolina struggling to hire enough workers to reopen this summer. Employers, particularly in hard-hit industries like tourism, service, and hospitality, are finding they canât compete with excessive federal benefits,â the senators said.

    Cooper could potentially veto the bill, leaving the ball with the Republicans in the state House and Senate to get the three-fifths majority to override the veto.

    High Unemployment Period Benefits

    A Texas claimant may be entitled to an additional seven weeks of state benefits if there is a High Unemployment Period in the state. This must be calculated, and announced, by the federal Department of Labor.

    A HUP occurs when the unemployment rate in Texas for the most recent three-month period equals or exceeds 8 percent. During a HUP, all claimants who have exhausted their regular and extended benefit programs are eligible for an additional seven weeks of UI benefits. But these HUP benefits come to a screeching halt when the unemployment rate in Texas falls below the 8 percent requirements.

    The maximum benefit amount for HUP assistance is 30 percent of the claimants regular UI claimâs maximum benefits amount. Alternatively, the HUP amount is paid for up to seven weeks. Again, there is no need for the claimant to apply for HUP benefits. This is done automatically by the TWC. All the individual needs to do is continue to claim benefits every two weeks.
