Alternate Base Years For State Benefits

When a worker does not qualify for benefits with a standard base year, the UI division will review the persons earnings in two alternate base-year periods to see if their funds are enough to qualify. A person may qualify for benefits if they worked at least 20 base weeks or earned at least $12,000 in any one-year period over the last 18 months.

A base week in 2021 is a week during which the person earned at least $220. A base week in 2022 is a week during which the person earned at least $240. The person cannot pick and choose which time period they want to use to qualify.

What Were Extended Benefits

From July 1, 2020 to April 9, 2022, New Jersey had a high unemployment rate. The high rate triggered state extended unemployment benefits for individuals who had exhausted unemployment benefits. In order to get EB, the workers had to meet the minimum earnings requirement. Also, the date of their initial unemployment insurance claim had to be May 12, 2019 or later.

On April 17, 2021, New Jersey unemployment benefits were reduced from up to 20 weeks to up to 13 weeks because the state’s unemployment rate went down. The EB program ended on April 9, 2022 due to the states declining unemployment rate.

You can receive unemployment insurance benefits either by debit card or by direct deposit. When you file your initial claim you will be asked to decide which method you prefer. If you do not specify, you will get your benefits by a debit card issued to you by Bank of America.

The $900 billion COVID-19 relief package was passed into law on Dec. 27, 2020, which among several other pandemic relief measures extends and provides additional federal funding for enhanced unemployment benefits. Claimants who had been waiting and are eligible to claim these 11-weeks should have been notified by email and can certify during their regular schedule once the extended weeks are added to their claim balance. Extended Unemployment Benefits To End For 20k Nj Workers

About 20,000 unemployed New Jerseyans who have depended on extended payments from the state will lose their weekly benefits after next week.

High unemployment rates during the pandemic triggered a special program, called Extended Benefits, which provides up to 13 additional weeks of payments after workers exhaust their regular benefits of 26 weeks.

But an improving economy in the state means those benefits will end for approximately 20,000 New Jerseyans on April 9, the Labor Department said.

New Jersey triggered onto Extended Benefits in July 2020 as the states unemployment rate skyrocketed during the pandemic, it said. But over the past three months, the states average unemployment rate has fallen below the 6.5 percent threshold required to provide the added benefits.

So even if a workers unemployment account says there is a balance available on their claim, the payments will cease April 9, the Labor Department said.

The states ability to pay the additional benefit weeks is based on federal law.

Since the start of the pandemic, New Jersey has distributed $1.3 billion in Extended Benefits, the agency said.

New Jersey has now recovered 90 percent of the jobs lost in March and April 2020, according to the most recent report from the U.S. Bureau of Labor Statistics, it said. The states unemployment rate fell a half a percentage point in February, to 4.6 percent.
