Pennsylvanians could get extra $300 in unemployment benefits starting today

In order to receive the additional $300 per week in FEMA assistance, states have to apply for it. Many states have applied already, and several have been approved. Keith Turi, FEMA assistant administrator for recovery, told reporters this week he believes a majority of states eventually will apply for the additional aid. However, there are quite a few states that have yet to apply, and a couple have declined the assistance.

I think the reason that states are reluctant to get engaged is because of the technology involved, said Jane Oates, a former U.S. Department of Labor official who now serves as president of the advocacy group WorkingNation. Many of the states are using antiquated technology that doesnt have interoperability. … its very difficult for them to add it to the unemployment checks of out-of-work workers.

Getting that money into unemployed workers pockets depends on when the state applied, when it gets approved for funding and how quickly it can update computer systems to handle the payments. Arizona, for example, has already paid out benefits to qualifying residents. Other states may need six weeks or longer to get up and running.

Who Qualifies For An Extra Payment

The first thing youll need to determine is whether you even qualify for a payment. Youll have to currently be unemployed and receiving benefits to get the $300 payment automatically issued. But if you were unemployed between March 29, 2020, to March 13, 2021, and your benefits ran out, you may still qualify for unemployment compensation through the Pandemic Emergency Unemployment Compensation .

If you havent applied for unemployment already, youll need to do so as soon as possible to be eligible for the extra payment. You dont have to be unemployed due to COVID, but you do have to meet your states eligibility criteria for unemployment payments. If you qualify for unemployment in your state, youll qualify for any extra payments being issued.

    BUFFALO, N.Y. Dozens of 2 On Your Side viewers contacted us Monday morning when they noticed their unemployment benefits did not include the extra weekly $300 payment from the federal government.

    Our inboxes were flooded with people wondering where the extra $300 was. They got their normal amount from the state, but didnt get the $300 they have been getting from the federal government.

    Fred S. is one of the viewers who emailed. He said, I have certified for the week ending March 21. I received my regular benefit, but not the $300 extended benefit. Can you tell me when I will receive it?

    And Michael G. said, So the extra $300 for unemployment didnt go on our accounts. Do you have any information as to why? Or when that might start up again?

    For answers we went to the New York State Department of Labor. A spokesperson got back to us saying they have been contacting people and posting about this on social media.

    The spokesperson said, As the American Rescue Plan extension kicks in this week, some claimants who certified Sunday may see a one to two day delay in their payment. Federal Pandemic Unemployment Compensation payments will still be paid THIS week. No delays are anticipated for claimants who certify on Monday or later this week.

    Who Is Eligible For The Extra Benefits

    Anyone receiving unemployment benefits of at least $100 will receive additional federal aid.

    According to the Lost Wages Grant, states must also agree to pay the first $100 per week that each person receives in unemployment benefits.

    This means that if you do not currently qualify for at least $100 per week under your state’s benefits policy, you will not be eligible to receive the extra $300 from the federal government.

    As more Minnesotans are vaccinated against COVID-19, the features of a post-pandemic world are emerging: maskless faces, hugs and Now Hiring signs on storefronts and businesses. It seems everyones hiring, from restaurants to big box stores to bars, and many of them are struggling to find enough workers to fill their open positions.

    At the same time, there are a lot of people still out of work. And workers who are on unemployment are receiving an extra $300 per week through the federal American Rescue Plan passed earlier this year.

    Lots of people pundits, employers, politicians are sure that those extra unemployment benefits are a problem, incentivizing workers to stay home instead of looking for work. In fact, 25 states including Montana, Florida, Arizona and Ohio, are ending the weekly supplemental benefit early in an effort to push unemployed workers into jobs.

    But is a $300 weekly benefits bump really enough to keep unemployed workers from taking jobs?

    Measuring unemployment

    Unemployment in Minnesota hit 4.1 percent in April just a bit higher than the low unemployment before the pandemic and the lowest its been since the pandemic began in March of 2020.

    Throughout the pandemic, a historically high number of people were unemployed. Because of the crisis this posed to the economy, the federal government added supplementary unemployment payments to the usual amounts people were eligible for.

    Update On $600 Fpuc Retroactive Back Payments

    All states and territories have now updated their unemployment systems to account for the extra $600 Federal Pandemic Unemployment Compensation payment to those eligible for regular unemployment insurance . While the roll-out and payment of these benefits has been plagued by challenges with some states struggling a lot more than others, millions of Americans have now received their entire extra/stimulus unemployment benefits. As a reminder, the additional $600 weekly payment, including retroactive benefits should occur automatically for anybody eligible for any amount of state unemployment benefits even as little as $1. The payments, including retroactive or backdated payments for eligible weeks a claimant has certified, will continue through the end of year, even the program ended for new claimants at the end of July.

    The good news is that even though payments have started later the planned, they will be retroactive to when states signed up to receive the federal boost for their unemployment programs. This is generally for the week ending 4/3 in most states. So if you were eligible to receive unemployment compensation from that week then you would be eligible to receive payments from that date. The table below shows when states started making the $600 FPUC payment and when the payments were retroactive to.

    How Federal Pandemic Unemployment Compensation Works

    To receive the FPUC extra $300 per week benefit, you had to file a claim for unemployment benefits, but you didn’t need to sign up expressly. The payments were automatic if you qualified for regular unemployment insurance payments. When FPUC payments ended on Sept. 6, 2021, those eligible for regular unemployment compensation from their state continued to receive it.

    At least 26 states stopped making FPUC payments before the September deadline. One of the reasons governors cited was that the unemployment rate was low. For example, on Aug. 20, 2021, the national unemployment rate was 5.2%, down 0.2% over the month, and 3.2 points lower than in August 2020.

    Judge Refuses To Reinstate $300 Federal Unemployment In Ohio

    An Ohio judge ruled the state will not reinstate the extra $300 in additional federal pandemic unemployment payments that Gov. Mike DeWine ended early.

    Franklin County Common Pleas Judge Michael J. Holbrook rejected the attempt Thursday.

    The ruling stated that the governor did in fact have the power to cut the payments off before Labor Day.

    The court is aware of, and sympathetic to, the thousands of Ohioans without work and in desperate need of any assistance available, Holbrook said in the ruling.,

    Congress approved the additional $300 per week in unemployment benefits to help struggling Americans during the height of the COVID-19 pandemic.

    The benefits are set to expire on a federal level after Labor Day, but several state governors have cut them off early.

    DeWine stopped the payments on June 26, saying that Ohioans needed to get back into the workforce.

    However, former Ohio Attorney General and Valley native, Marc Dann, filed a lawsuit over the halted benefits, saying Gov. DeWine didnt have the authority to stop them.

    Gov. DeWine and Lt. Gov. Jon Husted said in a statement, said they were pleased with the courts decision.

    The Washington Post reported the $300 unemployment payments won’t be retroactive and make up for missed weeks in a lump sum. However, if someone becomes unemployed in the early days of 2021, they could take advantage of the overflow period and earn an extra three weeks of $300 payments.

    What About States Ending Pandemic Unemployment Benefits Early

    Several states have already announced they will be ending their participation in the federally funded unemployment programs early in a bid to encourage jobless workers to return to the workforce.

    In this situation retroactive payments for any eligible claims filed prior to the states pandemic program participation date will continue to be processed and paid. Retroactive benefit payments could occur several weeks after the end date for covered weeks as states update systems to account for the end of these programs and revert back to their traditional unemployment programs/systems.

    While the $600 FPUC program has now ended , with no formal extension in place due to a Congressional stalemate, it was been replaced by the Lost Wages Assistance unemployment benefits program. Most states have made all payments under this program including retroactive payments.

    So if you are still getting at least $100 of benefits under current and enhanced benefit programs then you should continue to certify on weekly or bi-weekly basis to receive current and retroactive $300 weekly payments.     Unfortunately for the 6.7 percent of working-age Americans who were unemployed as of the Nov. 2020 Bureau of Labor Statistics analysis, Trump’s delay in signing the bill has serious consequences.
