On March 11, 2021, President Biden signed into law a $1.9 trillion COVID-19 relief bill known as the American Rescue Plan .

Under ARP, the $300 per week federal unemployment supplement is extended until September 6, 2021.

The law also extends two unemployment programs originally created by the CARES Act in March 2020: Pandemic Unemployment Assistance and Pandemic Emergency Unemployment Compensation .

Under the PUA program, self-employed workersusually excluded from unemployment benefitsare entitled to unemployment if they meet certain criteria. ARP makes PUA benefits available through Labor Day 2021, and increases the maximum duration of these benefits from 50 to 79 weeks.

The PEUC program provides for a federally-funded extension of benefits when state unemployment benefits expire. ARP increases the maximum duration of PEUC benefits from 24 to 53 weeks, with an expiry date of September 4, 2021.

Many pandemic-era federal programs expired on Sunday, leaving jobless New Yorkers with more modest state unemployment benefits, or no aid at all.

From the beginning of the coronavirus pandemic, New York City has been pummeled economically unlike any other large American city, as a sustained recovery has failed to take root and hundreds of thousands of workers have yet to find full-time jobs.

On Sunday, the city, like other communities nationwide, was hit with another blow: The package of pandemic-related federal unemployment benefits, which has kept families afloat for 17 months, expired.

In short order, roughly $463 million in weekly unemployment assistance for New York City residents is ending, threatening to upend the citys fledgling economic rebound and slashing the only source of income for some to pay rent and buy groceries in a city rife with inequality.

About 10 percent of the citys population, or about 800,000 people, will have federal aid eliminated, though many will continue receiving state benefits.

The benefits were the sole income for the many self-employed workers and contract employees whose jobs are central to the citys economy and vibrancy taxi drivers, artists and hairdressers, among many others and who do not qualify for regular unemployment benefits.

The end of the $300 federal supplement means those who still qualify for regular benefits through New York State will lose about half of their weekly assistance.

Is New York Getting The $300 Unemployment In 2021

No. On September 5, 2021, several federal unemployment benefit programs will expire across the country, per federal law.

The federal benefit programs that will expire are:

• Pandemic Unemployment Assistance
• Pandemic Emergency Unemployment Compensation
• Extended Benefits
• $300 Federal Pandemic Unemployment Compensation
• $100 Mixed Earner Unemployment Compensation

As you can see from the list above, the programs that have expired include the $300 FPUC benefit.

Therefore, you will no longer be eligible for this additional unemployment benefit payment.

Handling Unemployment Claim Rejections

There are generally two reasons that a claim for unemployment insurance will be rejected. First, a claim for unemployment compensation will be denied if the claimant has not met the work and earnings requirements.

If you have been rejected for this reason, you may file a Request for Reconsideration if you believe that the agency has either wrongfully calculated your earnings or omitted relevant work history. Work with the agency to review your request and provide them with any information they may need to help resolve the problem.

Second, you may be denied for some other reasons such as your employer contesting your claim for benefits, you voluntarily quit your job, or you failed to search for employment during the unemployment benefits period. If you have been denied for any of these other reasons, you will receive a separate Notice of Determination.

You may appeal a denial of benefits by requesting a hearing before an administrative law judge, in writing, within 30 days after the date on the notice. After receiving your appeal request, a hearing will be scheduled.

MAKE SURE TO ATTEND THE HEARING!!! If you do not attend, you may lose your ability to collect unemployment benefits. The administrative law judge will decide on your claim and issue a written decision.

If you disagree with the decision after the hearing, you may appeal to the Unemployment Insurance Appeal Board. The Appeal Board will review the evidence and issue a written decision.

How Many Hours Can I Work While On Unemployment

A part-time job is usually one in which you work less than 40 hours per week. A temp job might be full-time or part-time, and it may affect your unemployment benefits either way. You are allowed to earn up to 50% of your weekly benefits amount from any job that is part-time, either permanent or temporary.

Amount And Duration Of Nys Unemployment Benefits

The New York State Department of Labor determines your weekly unemployment benefit amount by dividing your earnings for the highest paid quarter of the base period by 26, up to a maximum of $504 per week.

Benefits are available for up to 26 weeks. If you are still unemployed when your regular state benefits run out, you may be eligible for Emergency Unemployment Compensation and/or state extended benefits during periods of economic recession or high unemployment. You dont need to do anything about your benefits, which will stop on their own. But in order to receive all of the payments you are entitled to, make sure you certify on the expiration date itself, Sept. 5.

What Is The Extended Benefits Program And When Does It End

The Extended Benefits program, or EB, is a federal program that became available on July 5, 2020.

It was meant to continue providing income for those whod already exhausted two other state or federal unemployment programs state Unemployment Insurance and Pandemic Emergency Unemployment Compensation, or PEUC.

Initially, New Yorkers could access up to 20 weeks of EB. But the amount of EB available was dependent on New Yorks unemployment rate. If the rate ran less than 8% for a three-month period a threshold set by the federal government the EB amount available to New Yorkers would decrease to 13 weeks.

That’s what is taking effect Aug. 9: The decrease from 20 weeks to 13 weeks of EB eligibility.

New York’s average unemployment rate between April and June was 7.9%, triggering the change, according to the most recent unemployment data from the U.S. Labor Bureau of Statistics.

So what does that mean for you? If youve been receiving EB for 13 or more weeks, it means you will stop receiving it on Aug. 9. If youve been receiving EB for less than 13 weeks, you may receive it until Sept. 5, when the program comes to a full stop for everyone around the country.

If you become eligible for EB after Aug. 9, your EB benefits will cease on Sept. 5.

People receiving Pandemic Unemployment Assistance, or PUA, will lose their weekly benefits. This is the program created for workers who dont fit within the bounds of traditional unemployment insurance, like gig workers and independent contractors. As of Aug. 7, more than 916,000 New Yorkers were claiming PUA benefits each week, and in the week of Aug. 21, nearly 1,200 people filed new claims for the program.

Workers who have been unemployed for more than six months straight

If your unemployment insurance claim has reached or surpassed the originally allotted 26 weeks, your benefits will end. This is because two federal programs called Pandemic Emergency Unemployment Compensation, or PEUC, and Extended Benefits, or EB, will be expiring on Sept. 5. These programs extended the length of time someone could receive unemployment benefits in New York to account for the economic challenges of the pandemic. As of Aug. 7, more than 713,000 people were claiming PEUC benefits, and more than 7,000 people were claiming EB benefits.
