New Jersey residents who received unemployment insurance, temporary disability insurance and family leave insurance on a debit card over the past 18 months are getting new cards from a new provider.

The New Jersey Department of Labor and Workforce Development has announced a new partnership with New York Community Bank, known in New Jersey as Garden State Community Bank, to provide UI, TDI, and FLI benefits to claimants who receive their benefits on a debit card.

The Labor Department is advising claimants they can expect to receive a new debit card in the mail in the next few days.

The card will be mailed in a plain white envelope with an Omaha, NE, return address.

A spokeswoman said the envelope might look like junk mail, so make sure you dont throw it away.

The Department of Labor is sending out a text message to claimants who provided their cell numbers, advising them of the situation.

Rob Asaro-Angelo, the New Jersey Labor Commissioner, said we are pleased to have a new partner in New York Community Bank, and we look forward to working with them for years to come to reliably deliver benefits to our claimants in the most convenient way for them.

Bank of America, the current provider, did not bid to renew its contract in New Jersey or other states in 2021, which necessitated the change.

The Labor Department said new cards can be used starting May 18.

When Do Unemployment Benefits Get Deposited

You can expect to receive your unemployment benefits onto your debit card weekly or biweekly, depending on your states unemployment benefit payment schedule.

For example, Texas and Illinois pay their unemployment benefits on a bi-weekly basis, so you should receive payments on your debit card every two weeks. Georgia pays on a weekly basis, so you can expect to receive payment on your debit card each week.

After you sign up for benefits, your card will be mailed to you. Once its received, you will need to activate it and set up a PIN in order for it to receive funds from the government. Youll receive your funds according to a schedule determined by your local unemployment office.

If your state unemployment office provides a debit card, it will work just like any other bank debit card. You will be able to withdraw cash at an ATM machine of your choice and use your card for purchases at stores.

You can also pay bills with your debit card. For example, you may be provided with a Chase Visa card, a KeyBank debit card, a Bank of America Mastercard, or another bank-issued card. A proposed class action alleges Bank of America, N.A. has failed to protect prepaid debit cards containing New Jersey residents unemployment benefits from fraud.

The 48-page case alleges that BoA has essentially treated New Jersey unemployment debit cards with less care than it affords to regular consumer debit and credit cards. Among other things, BoA has allegedly failed to equip New Jersey unemployment debit cards with industry-standard EMV chip technology, which has been found on all consumer credit and debit cards since 2014, the complaint says.

Instead, for its government benefits customers, the Bank chose to issue debit cards with only outdated magnetic stripe technology, which makes those cards far more susceptible to skimming, cloning, and other schemes that have allowed third parties to fraudulently access Plaintiffs and Class Members Debit Cards and Accounts, the lawsuit reads.

All told, BoAs Zero Liability policy, through which the bank said that customers would not be responsible for unauthorized transactions, was not implementedas promised, causing many New Jersey unemployment recipients to incur significant financial losses, the suit alleges.

A fault fraud filter led to delays for jobless claimants nationwide obtaining their benefits, federal regulators said last week.

Federal regulators have fined Bank of America $225 million for botching the distribution of state unemployment funds during the pandemic, leading to delayed payments for people relying on jobless benefits.

The bank faces two fines: a $100 million penalty from the Consumer Financial Protection Bureau and a separate fine of $125 million from the Office of the Comptroller of Currency.

The federal agencies found Bank of America which contracted with states to provide unemployment benefits on prepaid debit cards froze peoples accounts with a fault fraud detection program, and then gave them little recourse when there was, in fact, no fraud, according to a press release announcing the fine.

Taxpayers relied on banks to distribute needed funds to families and small businesses to rescue the economy from collapse when the pandemic hit, Rohit Chopra, director of the Consumer Financial Protection Bureau, said in a statement. Bank of America failed to live up to its legal obligations. And when it got overwhelmed, instead of stepping up, it stepped back.

Bank of America should have known after meeting with California labor officials in the summer of 2020 that it was essentially redirecting people into a black hole, the Consumer Financial Protection said in a press release.

Two Options For Receiving Benefits

  • The Unemployment Insurance Agency offers two options for receiving unemployment benefit payments. Claimants may choose to receive their benefits through a prepaid debit card, once they have read the pre-acquisition disclosures, or by direct deposit into their savings or checking account. Claimants must provide the necessary information to set up one of these two payment options in order to receive their benefit payments.

    To use the direct deposit option, claimants must have an existing account with a U.S. financial institution. Benefits may be deposited into either a checking or savings account. Claimants will need their account number and the nine-digit routing number for their financial institution. Once the Direct Deposit option is set up, unemployment benefits will be electronically deposited into the claimants checking or savings account.

Look Out For A New Debit Card From The Department Of Labor

The New Jersey Department of Labor and Workforce Development is changing its process for distributing Unemployment Insurance, Temporary Disability Insurance, and Family Leave Insurance benefits payments. You will receive a new card in the mail sometime between May 11 and May 18. It will come in a plain envelope with an Omaha, NE return address and will look like this:

After May 18, your Bank of America debit card will no longer receive new benefit payments. However, you may continue to use your Bank of America debit card as usual to access existing funds until August 26. For an additional month, until September 26, you will be able to transfer any remaining funds to an existing checking or savings account. If funds remain in your account after September 26, you will need to contact Bank of America to obtain the remaining balance by paper check.
