Learn About The Illinois Unemployment Registration Process

After unemployment applicants file for an unemployment claim, they will be assigned a call day to certify for weeks of benefits. Applicants are required to complete their registration with the Illinois Employment Service system and will be informed that they must actively look for work and must maintain a record of their work search efforts. The work search log must be produced if requested by the agency.

A determination that the claimant was actively seeking work during a week claimed is subject to reconsideration. This determination may be reconsidered despite the fact that benefits were paid or the claimant returned to work. In order to preserve evidence that you were actively seeking work, you should not discard the written work-search record for any week you claimed unemployment benefits until 53 weeks have passed from the end of that week.

After the claim is filed, IDES will send the unemployment insurance beneficiary a statement called a UI finding. The finding shows: the first certification date, the wages paid by each employer in each calendar quarter of the base period for insured work, date of claim and benefit year begin and end dates, the weekly benefit amount and dependent allowance, and the maximum benefit balance. The WBA and maximum benefit balance will be described in more detail on the Benefits page.

What Are The Requirements For Unemployment Benefits In Illinois

The state collects unemployment taxes from businesses liable to fund the program. DES then distributes Illinois unemployment benefits to applicants who qualify for government assistance. Companies required to pay into unemployment insurance coverage must also report the wages for each of their workers. When residents apply to the UI program, the state will verify the data on the application with the former employers. Aside from the earned income, business will confirm the reason for professional separation.

Applicants should bear in mind that benefits from the UI program are temporary. Similarly, financial compensation is only a portion of previous incomes, as the intention of UI in Illinois is to cover basic living and housing expense while beneficiaries are out of work. The designation of state-operated assistance is also not a substitute income while claimants are sick, vacationing or otherwise not available and actively pursuing new professional prospects. As a result, UI enrollees must continue to certify for benefits for the duration of the claim.

According to Pritzker, claimants can receive up to 39 weeks of benefits backdated to the first week of unemployment under the new program.

As the IDES prepares to handle both the growing number ofstandard unemployment claims as well as additional PUA claims, Pritzker detailedthe effort the state has made in response to technical issues residents havereported while attempting to file for benefits.

For those reaching out over the phone, our new call centeris now up and running. And we continue to scale it up with 200 additional agentstaking calls by next week, Pritzker said.

In addition to the new call center, Pritzker said othermeasures, like improving the IDESs computer system and adding a chatbot to thewebsite has paid off.

As a result of these improvements, IDES is now paying out unemployment benefits to 99.9% of clean claims in a timely manner. And the majority of these claimants, approximately 75%, receive benefits within two weeks of filing.

Illinois Unemployment Officials Still Cant Say How Much Fraud Has Been Paid

  • BlueRoomStream

State Rep. Dan Caulkins, R-Decatur, Illinois Department of Employment Security Director Kristin Richards, John Coss with Thomson Reuters, and Adam Ford with the Illinois Department of Innovation and Technology during a House hearing Thursday.

Nearly 20 months into the pandemic, it is still not known how much fraud has been paid out of Illinois unemployment system from throughout the pandemic.

After Gov. J.B. Pritzker issued a stay-at-home order in March 2020, unemployment filings skyrocketed as people were laid off from the decrease in economic activity. That unemployment hangover lasted for months with backlogs of unemployment claims stacking up over time.

The result: Illinois unemployment trust fund debt is around $5 billion. Taxpayers are already paying interest on that debt with around $10 million due for this year and up to $60 million due after the next year, if the debt isnt paid off.

In the spring, the Illinois Department of Employment Security said theyve stopped 1.7 million fraudulent claims. But, at an Illinois House hearing Thursday, IDES Director Kristin Richards still couldnt quantify how much has been paid out.

Some states have put out their rough estimates, Richards said. Weve not yet been in a position to do so. But those rough estimates have largely been focused on the Pandemic Unemployment Assistance program.

One thing that is clear, Jon Coss with Thomson Reuters said, is a trend seen across the country.
