As of March 1, 2020, Tennessees unemployment trust fund balance totaled $1.3 billion. This represented Tennessees highest trust fund balance ever, both in total dollars and as a percent of total wages .

Despite record balances, Tennessee fell just shy of a federal target for ability to weather a typical recession . Federal officials calculate recommended targets for each state based on their trust fund balances, total wages, and highest payouts in previous recessions. Going into 2020, Tennessee was among 21 states that had not met the recommended target.

The recent historic influx of claims is expected to strain the states unemployment trust fund. Withdrawals from the trust fund began to spike the week ending April 4, 2020, rising to 15x normal levels by mid-May . Tennessee disbursed nearly $64 million in regular UI benefits from its trust fund the week ending May 16. Without factoring in new contributions, Tennessees estimated fund balance as of mid-May could support benefits at that level for about 14 weeks.

The state began using federal CARES Act money to pay out benefits in late May. The Lee administration plans to use a total of $400 million in FY 2020 from the states $2.4 billion federal Coronavirus Relief Fund allocation to backfill the states trust fund. The administration estimates that an additional $600 million would be needed between July and December to avoid an automatic rate increase on businesses under current state law.

Federal Unemployment Supplement To End In Tennessee In July

NASHVILLE, Tenn. All federally funded pandemic unemployment compensation programs will end in Tennessee in July.

Governor Bill Lee made the announcement Tuesday afternoon saying in a press release, We will no longer participate in federal pandemic unemployment programs because Tennesseans have access to more than 250,000 jobs in our state. Families, businesses and our economy thrive when we focus on meaningful employment and move on from short-term, federal fixes.

Tennessee will join several other Southern states refusing the $300 weekly unemployment payments.

Mona Lisa McGhee says she applied for unemployment benefits back in January.

McGhee is 70-years-old and semi-retired — working temp jobs before the pandemic to make ends meet.And no word yet when she’ll see a dime in benefits.

“I still haven’t heard anything so I’m still waiting.”

McGhee contacted Newschannel 5 back in April and with our help she got in touch with a representative for benefits.

“Early in the process It said i would be eligible till September 4 and I was literally listening to the 4 o’clock news and Governor Lee announced he’s cutting it off effective July 3 so what does that mean,” said McGhee said.

Governor Bill Lee announced today Tennessee will join several other Southern states refusing the $300 weekly federal unemployment payments.

However, the move isn’t sitting well with some state Democrats.

You can file for unemployment benefits in Tennessee if you:

  • Lost your job through no fault of your own and were not fired for cause or
  • Are laid off temporarily because your employer has been forced to close

In addition, you must have made enough in qualifying wages to file a claim. You’ll need to have earned at least $780.01 in two separate quarters during the base period for your claim.   • You are underemployed, meaning that you are working part time through no fault of your own. For example, if your company cut the hours of everyone in your department in order to avoid layoffs, you would likely meet this eligibility requirement. You may also be eligible if you lost your full-time job and have only been able to find occasional or limited part-time work. Depending on your state’s rules, you may be eligible for partial benefits if you had two part-time jobs and lost one of them. However, regardless of how your state determines eligibility for partial benefits, you will not be eligible if you could be working more. For example, if you voluntarily chose to reduce your hours or work part time so you could take care of your children, you would not be eligible.
  • You meet your state’s minimum earnings or minimum hours worked requirements. These are the same whether you apply for regular or partial unemployment benefits.

The PEUC program provides for a federally-funded extension of benefits when state unemployment benefits expire. ARP increases the maximum duration of PEUC benefits from 24 to 53 weeks, with an expiry date of September 4, 2021.
