In New York, the Department of Labor contacts the person’s employer to confirm the details of the claim, such as the person’s wages. Its first page of the letter looks like this:
The letter offers the employer a chance to contest the claim. For example, the employer can indicate that the claimant shouldn’t receive unemployment benefits because the person voluntarily quit or was discharged due to misconduct. Unfortunately, “identity theft” isn’t one of the options. If your employer reports that you’re still employed without clarifying that your claim was filed by an imposter, I worry that the response might imply that you’re the one who attempted to commit fraud.
The letter includes the employer’s ID. I believe this is the Employer Identification Number that’s typically issued by the IRS. In my case, the number in the letter was incorrect. I think the claimant needs to specify this number when submitting the unemployment claim if I’m right, this implies that the scammer didn’t know the company’s EIN.
The employer of the person whose identity was stolen in this scheme might also become a victim if the company doesn’t contest the fraudulent claim. This is because the employer will end up subsidizing a portion of the illegitimate payments, at least in New York.

A Notification From Another State
A few months after learning about the illicit claim filed in New York, I received a letter from Kansas Department of Labor, which notified me that they received and begun processing my “application for Pandemic Unemployment Assistance .” According to the program’s website, PUA offers assistance to “those who traditionally are not able to get unemployment,” such as independent contractors and gig workers.
Unfortunately, this was another fraudulent claim an imposter filed in my name, this time in Kansas. In this case, the identity thief included my current address, which is different from the one used for the New York claim. This might indicate that the Kansas fraud was committed by someone else and/or relied on identity data stolen from another source.
I don’t understand why the scammer thought they would get paid through this scheme, since I never lived or worked in Kansas.
The scammer used my personal information to register for an account on the PUA website to file the fraudulent claim. I don’t have a way of gaining access to the account, though I was able to see that the miscreant used a yahoo.com email address and included the last two digits of my year of birth.

In order to complete a weekly certification, it must be filed in a timely manner.
In North Carolina, you must file your weekly certification within fourteen days from the week ending date of the week you are attempting to claim.
However, if you fail to complete a timely weekly certification, you will:

How Unemployment Debit Cards Work
After you sign up for benefits, your card will be mailed to you. Once it’s received, you will need to activate it and set up a PIN in order for it to receive funds from the government. You’ll receive your funds according to a schedule determined by your local unemployment office.
If your state unemployment office provides a debit card, it will work just like any other bank debit card. You will be able to withdraw cash at an ATM machine of your choice and use your card for purchases at stores.
You can also pay bills with your debit card. For example, you may be provided with a Chase Visa card, a KeyBank debit card, a Bank of America Mastercard, or another bank-issued card. When you use your card, it wont be apparent to the department store or your dry cleaner that its an unemployment payment card. Your card will be similar to a personal debit card.

How To Replace A Lost Missouri Unemployment Debit Card
In Missouri, unemployment benefits are paid on an unemployment debit card, instead of being issued by check. Each week that you are due a Missouri unemployment benefits payment, the benefits are automatically loaded onto your unemployment debit card. If you lose or misplace your debit card, you can get a replacement card. If you report the lost card immediately and you have not compromised the PIN, you are not liable for any fraudulent activity on the card.

How Do I Use My Debit Card
Once you receive and activate your new debit card, you can then use the card immediately as you would a personal debit card. You can make purchases up to the amount available on your card anywhere Visa® cards are accepted. You can withdraw cash without charge at any Bank of America network ATM, and can make two free withdrawals per benefit deposit at non-network ATMs.
You may also elect to walk into any financial institution that accepts Visa® and cash out the balance on the card. In addition, you may also choose to have Bank of America conduct a direct deposit transfer of some or all of the available funds to your personal checking or savings account.
How The Scam Works
In the scheme that I encountered, the scammer impersonates the victim to file an unemployment claim with the state to receive the monetary unemployment benefit. To achieve this, the scammer:

My New Debit Card Has Been Reissued But There Are No Funds On The Card Where Is My Money
If you receive a new card, it does not indicate that a new claim has been filed or reopened, or that you are currently eligible to receive additional benefit payments.
