You must submit a Weekly Certification after each week for which you would like to receive benefits. The Weekly Certification is a series of questions that helps verify that you were able, available, and looking for work that week.

ID.me: DES is partnering with ID.me to provide a secure identity verification process for unemployment claimants. Claimants may receive an email from DES notifying them that they must verify their identity through ID.me to access their account and be eligible for benefits. Claimants should click on the link in the email to start the verification process, which can be completed online 24 hours a day, 7 days a week.

What Is Unemployment Insurance Tax
As an employer, you pay Unemployment Insurance tax on your payrolls. This UI tax pays for the benefits that are paid to qualified, unemployed workers. Unemployment tax is not deducted from employee wages.

Reemployment Services And Eligibility Assessment
The Reemployment Services and Eligibility Assessment program delivers regularly scheduled case management services when you’re looking for work. In this program, local staff provide the following services:
- Information on careers and the labor market
- An assessment and an eligibility review
- Help with developing a reemployment plan
- Referrals to at least two reemployment-related services, such as workshops or training opportunities
- An orientation to reemployment services
Enrollment in the program can last up to 10 weeks.
During the initial visit, you may be required to report in-person to an NCWorks Career Center subsequent appointments may be conducted by telephone or e-mail. If you do not report for your scheduled appointment, your benefits may be affected.

Participating entities submit quarterly, annual, or biannual data depending on their program reporting cycle. Agencies submit data files containing demographic data, agency-specific program enrollment information, and, when applicable, completion, graduation, or exit information.
After agency files have been submitted, the data are put through a series of edit checks to ensure compatibility and accuracy and then loaded into the CFS. The system also contains unemployment insurance wage records from the North Carolina Department of Commerce, Division of Employment Security. These records contain information on the quarterly wages paid to individuals working in employment covered by North Carolina’s unemployment insurance laws.
The confidential nature of information contained in the CFS mandates the use of strict safeguards in the collection, storage and use of the data. CFS data are stored on secure servers through the Government Data Analytics Center and are covered by memoranda of agreement outlining confidentiality. All staff working with the data undergo confidentiality training.
Your Work Search Responsibilities

Unemployment Claims By County Now Available In North Carolina
The NC Department of Commerce published a dashboard to view unemployment insurance claims by local area. Users can search by county, workforce development board or see cumulative data for the state. In the press release, Commerce noted that not all claims will be eligible for benefit payments.
CAWD will be summarizing and distributing monthly updates about initial claims to city and county leadership in Wake and Johnston counties.
Here is the March summary for our service area. Ninety percent of claims were Wake residents. As expected, the hospitality industry shed the most jobs. Anecdotal evidence suggests that many who have lost jobs during COVID-19 plan on returning to their employers. However, CAWD is preparing career centers for an influx of people who will seek new opportunities and may need job training.

North Carolina Eligibility Requirements
Unemployment insurance recipients in North Carolina must meet the following criteria in order to qualify for benefits:
- Recipients must have lost employment through no fault of their own.
- Recipients must have earned sufficient wages during the base periodthe first 12 months of the 15 months prior to filing a claim.
- Recipients must be unemployed or partially employed and earning less than their weekly unemployment insurance benefits.
- Recipients must be able and available to work.
