Dear Majority Leader Schumer:

Thank you for your continued efforts to respond to the COVID-19 pandemic and your work to protect New Yorkers from the virus. Earlier this year as vaccine rollouts were underway, many of us were hopeful for a full and timely return to workplace normalcy this year. The unfortunate reality is that our communities are still struggling and the end of expanded pandemic unemployment benefits came at a perilous time. One thing is abundantly clear for those who have experienced the most hardship and loss during COVID-19, this pandemic is far from over. We are gravely concerned about the end of the Pandemic Unemployment Assistance , Pandemic Emergency Unemployment Compensation , and Federal Pandemic Unemployment Compensation , and request that the federal government provide additional funds to states who wish to continue those programs. Moreover, we request additional federal funding or forgiveness to cover some of New Yorks unemployment debt.

An estimated 7.5 million Americans lost their full benefits or supplemental benefits with the expiration of these programs, including 1.2 million New Yorkers. As of September 6th, 745,548 New Yorkers were receiving PUA. These New Yorkers have been left without any support. An additional 474,402 New Yorkers were receiving FPUC and have lost vital supplemental funds they received each week.

What If My Unemployment Claim Is Denied

You may be denied benefits for one or more weeks, or permanently for a number of reasons:

  • You may be denied benefits if you were fired from your job for misconduct or violating company policies, such as insubordination or excessive absenteeism.
  • You can also be denied benefits if you quit your job or you are unemployed because of a work stoppage that was conducted in violation of an existing collective bargaining agreement.
  • Independent contractors cannot collect unemployment benefits but some may be considered employees under certain New York unemployment laws.
  • Teachers and educators cannot file for unemployment benefits between school terms or during typical vacation periods.
  • You do not have childcare or transportation which limits your availability to work.
  • You are too sick or injured to work.
  • You did not look for work or did not accept a job that was offered to you you should know that New York unemployment extensions are not common, so it is important to do your best when searching for new work.
  • You started school or a training program.

Past Federal Unemployment Extensions In New York

Following the subprime mortgage crisis and collapse of the housing bubble in the United States, the unemployment rate peaked in October 2009 to 10 percent nationwide. To combat the effects of unemployment, the federal government established the temporary federal unemployment extension known as Emergency Unemployment Compensation 2008 . EUC08 provided 100-percent federally funded unemployment extensions to qualified claimants. The four-tier system added additional weeks of benefits for a total of up to 53 weeks.

The tiers specified the total unemployment rate required for qualified claimants to receive the federal unemployment extension. The number of unemployed persons divided by the total labor force calculates the TUR. The TUR of a given state affected qualifications as follows:

  • Tier 1 of the federal unemployment extensions was available in every state and extended benefits up to 20 weeks, regardless of current or past TUR.

  • Tier 2 extended benefits up to 14 weeks in states with a TUR of at least six percent in the most recent three consecutive months.

  • Tier 3 extended benefits up to nine weeks in states with a TUR of at least seven percent in the most recent three consecutive months.

  • Tier 4 extended benefits up to 10 weeks in states with a TUR of at least nine percent in the most recent three consecutive months.

Benefits That Were In Place

There were three major programs in effect for unemployed Americans.

Firstly, pandemic unemployment compensation provided an extra $300 a week in addition to full state benefits.

Secondly, pandemic unemployment assistance extended eligibility to include self-employed and freelancers who usually didn’t qualify.

Thirdly, pandemic emergency unemployment compensation has provided help for those who are still without a job after exhausting their state benefits, which are typically paid for up to 26 weeks.

How Much Is The Unemployment Stimulus

The most recent stimulus payment, authorized by the American Rescue Plan, provides up to $1,400 per adult and $1,400 per dependent. In addition, as of February 2021, Californians meeting certain requirements will receive a one-time $600 Golden State Stimulus payment after filing their 2020 tax returns.

Jobless New Yorkers To Hold Rally In Long Island City Tuesday Night To Call For Extension Of Unemployment Benefits

Unemployed New Yorkers will gather in Long Island City tonight to call on the federal government to extend federal unemployment benefits that expired on Labor Day.

The jobless, along with activists, will rally at Gantry Plaza State Park at 8 p.m. Tuesday to demand legislators extend the pandemic-era benefits after as many as 800,000 New York City residents lost all unemployment benefits on Sept. 6. They are specifically calling on U.S. Senator Chuck Schumer, who represents New York, to help push the extension through.

The job market in New York City has not fully recovered to pre-pandemic levels, according to a recent study by The New Schools Center for New York City Affairs. The study noted that the city is still 510,000 payroll jobs short of its pre-COVID-19 peak.

Furthermore, the states official unemployment rate of 7.6 percent is the fourth highest in the country, according to Unemployed Action, a movement for and by unemployed workers and their families.

Many of the residents affected by the federal cutoff are low-paid workers including people who had worked in leisure and hospitality, local services, retail, and the arts and entertainment industries according to the New Schools study.

The rally is being organized by members of Unemployed Action, who will project images of unemployed workers on the parks historic gantries.

A spokesperson for Schumers office didnt immediately respond to a request for comment.

Division Of Unemployment Insurance

Posted: Federal Pandemic Unemployment Compensation: provided an additional $300 per week to all PUA and regular Unemployment Insurance recipients from January 2, 2021 through September 4, 2021. You may also have been eligible for $600 per week, on top of regular benefits, retroactive to the week ending April 4, 2020 through July 25, 2020.

How Much Will You Be Paid By Unemployment Each Week When Will Your New York Unemployment Claim Be Processed And Paid

To calculate the amount of the benefit you are entitled to, the state of New York unemployment process uses one of two possible base periods. Base periods are divided into calendar quarters and the quarter you were paid the highest amount of wages determines the amount of your New York unemployment weekly claims. While you can determine ahead of time how much New York unemployment compensation you receive, you will be formally notified before your benefits begin.

New Yorks Basic Base Period is the first four of the last five completed calendar quarters prior to the beginning date of the UI claim. If you have earned enough wages in your Basic Base Period, those wages will be used to calculate your benefit amount.

If you do not have enough wages in the Basic Base Period to establish a claim, you may be able to use an Alternate Base Period. It is the last four completed calendar quarters prior to the beginning of the claim.

If you have enough wages in the Basic Base Period, the state will not automatically check to see if your benefit amount would be higher in the Alternate Base Period. If you think your New York unemployment amount would be higher, you can request that the state use your Alternate Base Period instead.

To qualify for NY unemployment benefits, you must meet the following earnings requirements during one of your base periods:

When And How Will I Be Paid My New York State Unemployment

It takes about three to six weeks from the time you file New York unemployment claims to when you receive your first payment due to processing and reviewing of your New York unemployment application. You will not receive benefits during this time, but if you are approved, you will receive back weeks of benefits owed with your first payment.

It is important to note that the first full week of your UI claim is an unpaid waiting week. You will not be paid any benefits during this period. If you work at all for any reason or do not serve the full week for any other reason, the unpaid week will roll over to the next week. You must still claim this week so that you can begin receiving benefits the following week.

However, New York is currently waiving the seven-day waiting period for those who are out of work due to COVID-19.

While you are waiting, you need to be responsive to any requests made by the Department of Labor. You should also claim weekly benefits as long as you are unemployed and are eligible for benefits. This is the only way you will receive any back weeks owed to you.

You can also receive benefits by direct deposit into your bank account. Physical checks are no longer mailed. To sign up for direct deposit, you can register on the New York State unemployment website.

Governor Kathy Hochul is under growing pressure to extend unemployment benefits across the state, amid a looming federal deadline that will soon cut off pandemic financial assistance to more than a million New Yorkers.

Three key unemployment programs, which have pumped roughly $3 billion a month into New York City’s economy alone, are set to expire on September 5th. While President Joe Biden has urged states with high jobless rates to extend the programs, Hochul has not yet staked out a position.

“We will have more to say on this soon,” a spokesperson for Hochul wrote in an email to WNYC/Gothamist. “No decision has been made at this time.”

Earlier this week, New Jersey Governor Phil Murphy said the enhanced benefits would expire on schedule. To date, no state leaders have indicated that they plan to extend the programs.

But behind the scenes, some of New York’s most powerful unions, backed by top Democratic lawmakers, are pushing the new governor to act cautioning that the approaching cutoff could deal a heavy blow to the states fragile economic recovery.

As of last month, New Yorks unemployment rate ranked second highest among all states, driven by a citywide rate of 10.5%, nearly double the national average.

Who Lost Jobless Benefits Or $300 Bonus Checks

In response to the COVID recession, the federal government made unemployment benefits more generous, longer lasting, and more widely accessible. It did this primarily through three major programs:

Federal Pandemic Unemployment Compensation , which initially provided the jobless with a $600-a-week federal bonus on top of their state-level unemployment benefits. That bonus fell to $300 a week this year. The program was originally intended to keep workers solvent amid the widespread lockdowns of spring 2020. But it later came to function as a temporary solution to the problem of Americas unusually stingy state-level unemployment benefits, which average just $334 a week.

Pandemic Unemployment Assistance , which extended unemployment benefits to the self-employed, gig workers, independent contractors, and part-time laborers.

Pandemic Extended Unemployment Compensation , which extended the total duration of the typical jobless Americans unemployment benefits from 26 weeks to 79 weeks.

No worker is an island. When a jobless American loses benefits, he or she is usually not the only one who suffers a loss in purchasing power. As Matt Bruenig notes, survey data suggests that todays unemployed live in households with an average of 3.7 members. If the Century Foundations projections are correct, this means that the number of Americans who are about to see their household income sharply decline is 38.85 million.

How Will The Benefits Cliff Impact The Economy

The official justification for allowing enhanced unemployment benefits to expire is simple: By providing jobless Americans with unusually generous welfare payments, Uncle Sam was lulling them into idleness and thus slowing the labor markets recovery. Help Wanted signs decorated windows across the country. Small-business owners lamented their inability to find applicants for open positions. And these anecdotal signs of a labor shortage were complemented by some hard data points: As of June, there were 10 million job openings in America.

Red states barely needed an economic rationale for cutting welfare benefits. But the notion that Congress had accidentally engineered a labor shortage had some buy-in with Democratic economists too, which is one reason why the Biden administration is not pushing to extend the COVID-era UI programs past Labor Day . And yet available evidence suggests that enhanced unemployment benefits have had little impact on the labor market.

One silver lining of red states cuts to UI is that theyve offered a natural experiment on the macroeconomic impact of jobless benefits. If high unemployment payments were holding back job growth, then one would expect to see a major divergence in the employment conditions of states that cut UI early this summer and those that did not. But this is not what weve seen.
