Federal funding for extra unemployment benefits has ended, leaving families in the lurch.
On Labor Day, the expanded unemployment benefit programs rolled out for COVID-19 expired. Those temporary programs included the $300 weekly bonus checks as well as assistance for those who are normally ineligible for unemployment insurance, such as gig workers and the long-term unemployed. More than 11 million people were affected by the cutoff, and roughly;7.5 million people have now lost their benefits entirely. What’s worse is that many didn’t find out they were no longer eligible until after their coverage ended.;
Roughly two dozen states had already stopped the emergency federal programs early over the summer. Out-of-work residents in several states took legal action to try to get their benefits reinstated, arguing that without the aid they were unable to pay basic expenses, including rent and food. Governors fired back, claiming the extra unemployment insurance was discouraging people from taking available jobs.;
Yet;various studies have confirmed;that the thing holding back labor market recovery was not unemployment insurance, but the fact that many workers had safety concerns or family care responsibilities. And that continues to be the case in the COVID-19 era, especially with the uptick in;delta-variant;cases. Still, the White House does not plan to renew those benefits.;

Applying For A Benefit Extension

When you applied for regular unemployment benefits, we told you how much money you could receive per week. This is called your Weekly Benefit Amount . We also told you the total amount of regular benefits you could receive. This is called your Maximum Benefit Amount .
If you divide your MBA by your WBA, you can tell how many weeks of FULL payments you will be able to request. Usually it is 26 weeks, but it may be fewer if you have not been working very long. If you work part-time and are only eligible for a partial payment every week, your benefits may also last a little longer than 26 weeks.
When unemployment is high, Congress sometimes passes special laws to extend benefits .
Regular unemployment benefits always come first.
- You must exhaust your regular unemployment benefits before you qualify for any benefit extension programs.;
- After you transition to a benefit extension program, we may ask you to periodically re-apply for benefits. We do this to check if you have become eligible for regular unemployment benefits again.
How To Get Fed
We are identifying those who have collected all of their Pandemic Emergency Unemployment Compensation extension benefits. If you are eligible, we will automatically file your FED-ED extension after you collect all PEUC benefits. There is no one-week unpaid waiting period for a FED-ED extension.
After we file your extension, we will mail you a Notice of Determination for Federal-State Extended Duration Benefits within 5-7 days. This notice will include the effective date of the extension, eligibility requirements, and your potential benefit amounts. You will then need to complete the usual bi-weekly certifications to determine eligibility for ongoing payments.

What Are Extended Benefits
Extended benefits are additional weeks of unemployment compensation that are available to workers who have exhausted regular unemployment insurance benefits during periods of high unemployment. The basic Extended Benefits program provides up to 13 additional weeks of unemployment compensation when a state is experiencing high unemployment.
In some states, there may be an additional 7 additional weeks of extended benefits during periods of extremely high unemployment.

When Should I Expect Payment For Peuc
If you have exhausted your weeks of regular state unemployment insurance benefits, file your claim for PEUC and complete your Weekly Certification. If youre approved for PEUC, you should continue receiving benefits for all eligible weeks.;
If you previously exhausted your weeks of regular;state unemployment insurance;benefits and have worked since then, your last employer is given, by law, 10 days to respond to DES about your PEUC claim. No payment will be released until after this 10-day period. If there are no issues with your claim, it will usually take approximately 14 days from the time you file your claim to receive your first payment.

Sign into your online account at des.nc.gov and click on the Apply for Pandemic Emergency Unemployment Compensation link to apply. Federal guidelines require you to file a separate claim for PEUC to receive these benefits. You will not automatically receive PEUC when you exhaust regular state unemployment insurance benefits.
If you are not eligible for PEUC, you will not see the Apply for Pandemic Emergency Unemployment Compensation link in your online account.

The March 2020 CARES Act established three new federal unemployment aid programs: Pandemic Unemployment Assistance , which covers those not traditionally eligible for aid, including freelancers and gig workers; Pandemic Emergency Unemployment Compensation , which extends aid to those who’ve exhausted their state’s benefits period, which averages around 26 weeks; and Federal Pandemic Unemployment Compensation , a $600 weekly boost that was reduced to $300 per week to help people recover more of their lost wages.
The March 2021 American Rescue Plan Act extended these benefits to Labor Day. But policy analysts were concerned the date was chosen without consideration to what the state of the virus would be in the U.S. at that time.
Now, “exactly what advocates feared would happen with the last extension to September 6 is now happening,” Jenna Jerry, a senior staff attorney with the National Employment Law Project, tells CNBC Make It. “We knew Covid wouldn’t be over. And it’s not. With the delta variant rising and places going back to having mask mandates, we’re taking steps backwards and ending aid when people continue to need and rely on them.”
The public health crisis could “make people think twice about this cutoff of benefits,” says Andrew Stettner, a senior fellow at The Century Foundation.
However, “people are holding out hope for that extension, but to be honest, there’s not a lot of political momentum behind it right now.”

The latest data from the Department of Labor shows that around 12 million people were collecting some form of unemployment in early August. Nearly 8.8 million were collecting benefits from either the PUA or the PEUC. Last week there was a slight uptick in the number of initial claims, the first time in five weeks.
The vast majority of those on the federal programs will go over a benefits cliff in September. Andrew Stettner, from the Century Foundation, estimates that 7.5 million people will lose all unemployment compensation when the federal programs expire. Some will still be eligible for Extended Benefits if they havent already exhausted all their weeks from that jobless aid. But the Century Foundation predicts that only Alaska, Connecticut, New Jersey, and New Mexico will be able to transition exhausting PEUC recipients onto EB, but with 50 percent state funding.

Could Pandemic Benefits Be Renewed
White House officials made it clear they were not planning to continue the enhanced jobless benefits past the Labor Day expiration, saying they were intended to be temporary. When states began pulling out of pandemic-era unemployment programs early,;Labor Department officials;said their hands were tied and that they couldn’t counter decisions by governors.;
Meanwhile, given the uncertainties of COVID-19, new quarantine restrictions could be imposed, which could lead to more layoffs. President Joe Biden has passed the buck to the states, telling governors they can use recovery funds to help those struggling with unemployment.;
According to an Aug. 19;letter by Labor and Treasury Department officials, states can use $350 billion of pandemic funds that Congress allocated in the American Rescue Plan to continue paying unemployed workers. The letter says that in areas where unemployment remains high, “it may make sense for unemployed workers to continue receiving additional assistance for a longer period of time,” which would allow those individuals to find a job.;
It’s not clear at this time which states will choose to use any leftover pandemic funds to continue jobless benefits. According to a;CBS News report, not every state has shut the door to continuing some benefits, with some local officials reviewing options for providing assistance after the Labor Day expiration.;
