Employers are often the first line of defense against unemployment fraud. Employers should:
- Respond quickly to state notices that its employees have filed for unemployment claims, especially if the names on the notices are not employees
- Be alert to misuse of the IRS-issued Employer Identification Number that fraudsters may use to file jobless claims
- File a Form 14039-BPDF, Business Identity Theft Affidavit, if the companys EIN is being used to generate fraudulent unemployment benefit claims.
- Write to the IRS to close out the business tax account if the company is going out of business this will help curtail the misuse of dormant EINs.
How Do I File For Unemployment Benefits In New Jersey
To file a claim for unemployment benefits in New Jersey, the easiest way to do so online. However, people who have military, federal or out-of-state wages, and those employees who earned wages while working for a maritime employer, will need to file by calling a Reemployment Call Center as follows:

The New Jersey Department Of Labor And Workforce Development Is Rolling Out A New Service That Allows Individuals
The New Jersey Department of Labor and Workforce Development is rolling out a new service that allows individuals — even those without a mobile phone or dedicated internet access to verify their identity at retail locations so they can access online government services, including applying for unemployment insurance .
The state is working with ID.me, a digital identity network provider, and Sterling Check Corp., which provides background screening and identity services at retail facilities across the U.S. The solution will ensure those without a smartphone or reliable online access can digitally verify their identity by visiting a designated retail location.
ID.me typically verifies that individuals are who they say they are by having them take selfies or asking them to appear on video and checking to make sure their faces match the photos on identity documents used to apply for benefits. Those without smartphones can now be verified at a Sterling Check locations.
Once individuals verify their identity in person, they get an ID.me credential that allows them to access a range of government services. ID.me is used in California, Florida and 25 other states as well as by the Department of Veterans Affairs, the Social Security Administration, the Department of Treasury and hundreds of other organizations.
Besides making it easier for individuals to verify their identity, the use of ID.me may be reducing unemployment fraud.

States have experienced a surge in fraudulent unemployment claims filed by organized crime rings using stolen identities. Criminals are using these stolen identities to fraudulently collect benefits across multiple states.
Because unemployment benefits are taxable income, states issue Form 1099-G, Certain Government Payments, to recipients and to the IRS to report the amount of taxable compensation received and any withholding. WFTX It’s no secret that when it comes to unemployment benefits in our state people are struggling to get them.
MORE: FL unemployment verification issues reported
Over the last year, we’ve covered the state’s struggle to process claims.
And more recently we’re learning that people are now being barred from their benefits because they’re struggling to verify their identity through a third-party system called ID.Me.
After several conversations and statements via email, we finally got a chance to ask the company “why this was happening,” face-to-face.
Here was one of the first questioned FOX 4’s Rochelle Alleyne:
“A lot of people have reached out and said you know I’m either struggling to get verified, which means they’re struggling to upload those documents you mentioned or they’ve done that and for whatever reason, they’re not showing as “Verified” in your system. And I don’t really know what to tell them is there any ongoing issue that is occurring that you guys are aware of?” she said.
“Not that I’m tracking,” said ID.Me’s Senior VP of the Public Sector, Pete Eskew.
Right off the bat, Eskew said they’re not sure why some people are having issues getting verified, but claimed only 10 percent of their customers nationwide are struggling to navigate their system.
We also asked about him the folks who say they’re verified by ID.Me but their benefits through the state DEO are still locked.
“We’re working around the clock to help unlock those applications,” said Eskew.
How To Certify For Benefits Online
Your claim is dated the Sunday of the week in which you filed your initial claim. The first time you claim benefits will be on a Wednesday, 17 days after your date of claim. To receive your unemployment insurance benefits, you must certify for benefits each week which you wish to receive benefits. You can only certify for benefits after the week has passed. Unemployment Insurance weeks begin on a Sunday and end at midnight on Saturday.
You will certify for benefits according to the most recent schedule, based on the last four digits of your Social Security Number .
If there is a problem with your claim that must be resolved before benefits can be paid, or if you have been denied benefits and are appealing the determination, you must still certify for and claim your benefits. You will receive credit for the weeks which you have claimed. If it is determined that you are eligible or if you win your appeal, you will be paid these benefits at a later date. If you have not claimed benefits and you win your appeal, you will not be paid for these weeks.

Idme Will Also Improve Departments Fraud Prevention Efforts
The New Jersey Department of Labor and Workforce Development is launching an enhanced identity verification tool to expedite processing for legitimate Unemployment Insurance claims and further reduce fraudulent ones.
Throughout the COVID-19 pandemic, millions of legitimate unemployment claimants across the country have experienced benefit delays or been left out of receiving benefits through no fault of their own because someone had stolen their identity and attempted to file a false claim on their behalf. Correcting the damage left in the wake of these fraud attempts can be a time-consuming process for the victims.
NJDOL has contracted with security vendor ID.me to provide multi-factor identity verification services that will assist the department in authenticating claimants identity in a more efficient manner. The service enables claimants to verify their identity online using an efficient, self-service application.
Our number-one priority is, and always has been, getting claimants the benefits they deserve as quickly as possible, and ID.me is yet another valuable improvement weve made to make this process faster and easier, said Labor Commissioner Robert Asaro-Angelo. Contracting with this nationally recognized service allows our agents to focus more time on processing complex claims, so its a win for all our claimants, even those not affected by fraud.

Irs Information For Taxpayers
When you file your income taxes, ONLY include income you received, even if you have not yet received a corrected 1099-G from the state.
- The processing of your tax return should not be delayed while your report of unemployment identity theft is under investigation.
- Do not report the incorrect 1099-G income on your tax return.
- The American Rescue Plan of 2021 provides for a one-time exemption of $10,200 per person in unemployment benefits to individuals and couples who earned $150,000 or less in 2020. If you have already filed your taxes, do not file an amended return. See Tax Treatment of 2020 Unemployment Compensation for more information.
- There is no requirement to file a Form 14039, Identity Theft Affidavit. A Form 14039 should be filed only if the taxpayers’ e-filed tax return is rejected because a duplicate return with their Social Security number is already on file or if the IRS instructs them to file a Form 14039.
- Taxpayers who were victims of an unemployment benefits identity theft scheme should consider opting into the IRS Identity Protection PIN program. An IP PIN is a six-digit number that helps prevent thieves from filing federal tax returns in the names of identity theft victims. NJDOL Issuing New Debit Cards to Unemployment, Temporary Disability and Family Leave Benefits Recipients
TRENTON New Jersey Unemployment Insurance , Temporary Disability Insurance , and Family Leave Insurance claimants who have received benefits on a debit card in the past 18 months will be issued new cards from a new provider this month.
The New Jersey Department of Labor and Workforce Development has partnered with New York Community Bank, known in New Jersey as Garden State Community Bank, to provide UI, TDI, and FLI benefits to claimants who receive their benefits on a debit card.
Claimants should look for their new debit card to arrive in the mail starting May 11. The card will arrive in a plain white envelope with an Omaha, NE return address. The envelope might look like junk mail dont throw it away!
Claimants who have provided the Department with cell numbers are receiving text messages to advise them that a new benefits debit card will arrive in the mail.
We are pleased to have a new partner in New York Community Bank, and we look forward to working with them for years to come to reliably deliver benefits to our claimants in the most convenient way for them, said Labor Commissioner Robert Asaro-Angelo.
The current provider, Bank of America, did not bid to renew its contract in New Jersey or other states in 2021, necessitating the transition to a new debit card provider.
