Hawaii To Update Unemployment Application After Federal Investigation

12 Responds: Will the statewide pause force more people to sign up for unemployment?

The state agreed to provide better access to limited English speakers and non-citizens after five filed civil rights complaints.

The Hawaii Department of Labor and Industrial Relations has promised to overhaul its unemployment system after a federal agency investigated the agency for failing to provide required access to non-English speakers and immigrants.

Thats according to a press release issued Tuesday by the Legal Aid Society of Hawaii. The nonprofit law firm filed complaints with the U.S. Department of Labors Civil Rights Center on behalf of five Hawaii workers.

The agency reached an agreement with the state unemployment office that requires the agency to allow people to file unemployment claims by phone and paper instead of just online.

Thats something advocates for immigrant communities have been concerned about for more than a year, since pandemic shutdowns spiked unemployment and thousands struggled to get access to the funds. The office has been closed to walk-ins for more than a year and a half, forcing people to wait on tied up phone lines to get help if they arent computer literate.

The unemployment office recently announced theyre planning to open to in-person appointments in December.

DLIR is required to review and update or develop new systems to provide language interpretation and ensure that participants know that interpretation is available, the Legal Aid press release said.

The states Economic Research and Information Center, or MERIC, is the research division of the Missouri Department of Higher Education and Workforce Development.

Unemployment in Missouri dipped one-tenth of a percent to 3.7% from September to October, according to MERICs latest Monthly Jobs Report.

That matches the March 2020 unemployment rate, which also was 3.7%, before the impacts of the COVID-19 pandemic drove Missouris unemployment rate to 12.5% in April 2020.

The states unemployment rate which bottomed out at 3.1% in August 2018 before creeping back up to 3.5% by the end of 2019, according to MERICs analysis steadily recovered to 4.4% by the end of 2020 before supply-chain issues, especially related to a shortage of semiconductors, drove a gradual increase from April through June 2021.

Missouris unemployment stood at 5.0% in October 2020, so its dropped 1.3% year-over-year, according to MERICs data.

The state added more than 72,000 jobs compared to last October, including 3,500 in October 2021 in non-farm employment.

Manufacturing jobs led the way with 3,200 jobs gained last month, but year-over-year leisure and hospitality showed the largest gains, adding more than 28,000 jobs, according to MERIC.

What Do I Have To Do

All current benefit recipients will need to register again on the states unemployment website. The state is making people re-register and create more complex passwords to better combat fraud.

Even those who recently created an account on the states new public-facing claimant portal that launched in mid-March will need to go through this new registration process. Heres how:

  • Log on to uiclaimsportal.ky.gov or visit the unemployment homepage, kcc.ky.gov, to start the registration process.
  • Create a new 12-character password using a mix of letters, numbers and special characters, such as a question or exclamation mark.
  • Claimants will need an email account. They will need to verify the email address using a process called two-factor authentication. The state will send a code to the email address , which claimants will then need to enter during the re-registration process. The state warns that the use of the same email for multiple claims may cause problems with the states new security features.
  • Use the new eight-digit PIN included in the letter that the state has mailed out.
  • Once successfully re-registered, review all your information and ensure its correct.
  • A detailed, step-by-step guide to re-registering can be found at kcc.ky.gov and on the Kentucky Career Centers YouTube page.
