HENDERSON, Ky. – After a surge in new unemployment insurance claims crashed Kentuckys unemployment website and phone service earlier this week, the state rushed more personnel and new procedures into place effective Wednesday.

The state implemented a new schedule that requires claimants to file based on the first letter of their last name.

The schedule is:

Gov. Andy Beshear also announced two changes to Kentuckys unemployment rules.

The seven-day waiting period to obtain unemployment insurance benefits has been waived for the time being.

And work search requirements have been waived until further notice.

Kentuckians who have been laid off because of the new coronavirus or whose hours have been cut are able to apply for benefits.

Those who are quarantined are also eligible.

Individuals may file for unemployment benefits through a link at the Kentucky Electronic Workplace for Employment Services website at

The system is available only from 6 a.m. to 6 p.m. Central time Monday through Friday and 9 a.m. to 8 p.m. Sunday. It is not available on Saturdays.

To file a claim, an individual will need to provide:

  • The name, address and phone number for each of their employers over the past 18 months

LOUISVILLE, Ky. — Beginning next week, Kentucky will offer in-person assistance by appointment only to thousands of people who still haven’t received help with unemployment claims.

According to a release Saturday from the Kentucky Labor Cabinet, Kentuckians can sign up for an appointment in Frankfort, Ashland and Owensboro.

Assistance will be available in Frankfort at the Mayo Underwood Building on Metro Street. The appointments will be available Monday through Friday from 8 a.m. to 4 p.m. and will continue until further notice.

In-person services were also available by appointment only from 9 a.m. to 6 p.m. on Mondays and Tuesdays at the Ashland Community and Technical College and the Owensboro Community and Technical College.

What Do I Have To Do

All current benefit recipients will need to register again on the states unemployment website. The state is making people re-register and create more complex passwords to better combat fraud.

Even those who recently created an account on the state’s new public-facing claimant portal that launched in mid-March will need to go through this new registration process. Here’s how:

  • Create a new 12-character password using a mix of letters, numbers and special characters, such as a question or exclamation mark.
  • Claimants will need an email account. They will need to verify the email address using a process called two-factor authentication. The state will send a code to the email address , which claimants will then need to enter during the re-registration process. The state warns that the use of the same email for multiple claims may cause problems with the state’s new security features.

If you’re filing for unemployment in Kentucky, you’ll have to verify your identity with the new system starting Nov. 4.

If you don’t, you won’t have access to your claim.

According to the website, the Kentucky Office of Unemployment Insurance will send you an email that includes a link to register.

Hoskinson said some people may already be registered from targeted identity checks the agency ran earlier this year.

Make sure you have a government-issued ID when registering because you’ll be asked to upload a photo of your driver’s license or passport.

“In order for us to be more efficient and to be able to do the work and do the work for the citizens who need it, this is a requirement,” Hoskinson said. “This is something that’s going to have to happen.”

The agency already conducted targeted identity checks with the system.

From June 30 through Sep. 1, they sent 126,000 emails associated with dormant unemployment claims.

Starting April 9, the Office of Unemployment Insurance began mailing paper letters to all active claimants. This letter contains a new eight-digit PIN that people will need to use when creating their new account.
