Kentucky Unemployment Website Shutting Down After Massive Cyberattack

Kentucky allows self

FRANKFORT, Ky Kentuckys unemployment website will close temporarily beginning Thursday night due to a massive, sophisticated cyberattack on the UI system.

Gov. Andy Beshear and Kentucky Career Center General Counsel Amy Cubbage announced the four-day shutdown Thursday as a way to reset the system with stronger account security, including longer user PIN numbers.

While this is a big step, given that this sophisticated attack could take money that was otherwise going to Kentuckians, it is a step we absolutely have to take, Beshear said. We cant allow people to steal the states money and prevent those who are entitled to receive these dollars from getting the help they need.

The shutdown will be in effect for the public-facing website until Monday night. Claimants will not be able to file new claims or request benefits during that time. Users will be able to access the site again Tuesday morning.

Kentuckys internal unemployment system will still be operational, so claims processing will continue during the shutdown.

Claims filed after Monday can be back-dated, minimizing any interruption in the delivery of benefits.

Systems will be available on Tuesday to re-register or register for the first time through the new welcome pages at uiclaimsportal.ky.gov or through the KCC website

A letter will also go out to claimants sometime in the next day. Every claimant will have to re-register their account, as if for the first time, according to Cubbage.

Claimants will need to:

In most cases, this means that if you get fired, you cannot collect unemployment benefits.

What Are The Requirements To Qualify For Unemployment Benefits In Kentucky

As in other states, eligibility for State of Kentucky unemployment insurance benefits is not based on need. That being said, there are many other eligibility requirements that must be met in order to receive benefits:

  • Be a Kentucky resident.
  • Meet income requirements for work completed in Kentucky.
  • Be able, available, and actively searching for work.
  • Be out of work at no fault of your own.

Earnings eligibility requirements

Every state looks at a one-year base period of wages when determining unemployment insurance eligibility. In Kentucky, the base period is the first four out of the last five calendar quarters before your claim was made. To meet Kentucky unemployment requirements, you must meet the following requirements:

  • Have earned a minimum of $750 in at least one quarter of your base period
  • Have earned a minimum of $750 total outside the base period quarter when you earned the most
  • Have earned at least 1.5 times your wages in the highest paid quarter of your base period
  • Have wages in the last two base period quarters that equal a minimum of 8 times your weekly benefit amount

You must be able, available, and actively searching for work

Able to work refers to being physically and mentally capable of holding a job. If you are sick, injured, or disabled, you do not likely qualify for unemployment benefits in Kentucky. However, if you have a disability or condition but are able to work with reasonable accommodation, you are considered able to work.

Types Of Disability Policies

There are two types of disability policies.

  • Short-term policies may pay for up to two years. Most last for a few months to a year.

  • Long-term policies may pay benefits for a few years or until the disability ends.

Employers who offer coverage may provide short-term coverage, long-term coverage, or both.

If you plan to buy your own policy, shop around and ask:

  • How long do benefits last?

  • How much money will the policy pay?

How Is The Account Hacking Happening

Cybercriminals are using automated programs to guess claimants four-digit PINs, Kentucky officials said. Simple and easy-to-guess PINs, such as 1234, make it easier for scammers to gain access to accounts.

Scammers also use compromised Social Security numbers and other personal information to gain access to accounts.

Kentucky officials say such personal information wasnt stolen in a data breach of the states unemployment system but rather was compromised in other breaches, such as those by private businesses.

This stolen personal information is then sold and bought online and can be misused by criminals.
